Nashville Scene called the album "kinetic, jagged rock that lies somewhere between England’s The Fall and Atlanta’s late, lamented The Jody Grind," writing that it "finds the band in top form." [6] The Memphis Flyer wrote that the band "has adopted an almost-over-the-top punk swagger that makes it stand out." [7] Stereo Review called Tank Top City a "16-song luge ride through wild terrain," writing that "the secret of getting on the band's wavelength when listening to a song like 'Reagan' is to just say no to logic and submit to the band's altered neural pathways." Dinosaur Jr. is an American rock band formed in Amherst, Massachusetts, in 1984. Originally called Dinosaur, the band was forced to change their name due to legal issues.
Sebadoh is an American indie rock band formed in 1986 in Northampton, Massachusetts, by Eric Gaffney and Lou Barlow, with multi-instrumentalist Jason Loewenstein completing the line-up in 1989. Barlow co-created Sebadoh as an outlet for his songwriting when J. Mascis gradually took over creative control of Dinosaur Jr., in which Barlow plays bass guitar.

The album was recorded at Olympic Studios in London in July and August 1974, and produced by the band themselves. The track "Providence" was a free improvisation recorded at their 30 June 1974 concert at the Palace Theater in the city of the same name. Parts of some of the pieces were conceived during previous improvisations performed by the band live. "Starless" was originally considered for their previous album, Starless and Bible Black (1974), but was deemed incomplete at the time. The lengthy version included on this album was refined and performed during concerts throughout 1974.

Hope Nicholls is an American singer-songwriter from Charlotte, North Carolina. She was the lead vocalist of the alternative rock bands Fetchin Bones, Sugarsmack and Snagglepuss. She also briefly toured with Martin Atkins' band Pigface in support of its album Fook. Nicholls is now the lead singer and drummer of a project called It's Snakes. Their eponymously titled, debut record came out in December 2016, self-released. This band features husband and life-long musical collaborator Aaron Pitkin on guitar. She is also a contributing vocalist to The Plaza Family Band, a local education fund-raising project.
