Tartarus is a fictional organization appearing in American comic books published by DC Comics. It was organized by Vandal Savage with the sole purpose of defeating the Teen Titans.
Tartarus first appeared in Secret Origins of Super-Villains 80-Page Giant #1 (December 1999) and was created by Devin Grayson, Drew Johnson, and Jose Marzan Jr.
Vandal Savage forces former Titan Omen (Lilith) to help him recruit members. While she appears to submit, she undermines his plans by selecting members she knows will not function well as a team. [1]
Tartarus' first mission is to find Adeline Kane, ex-wife of Deathstroke, who is serving as H.I.V.E. Mistress. Vandal Savage needs Adeline's blood to develop an immortality serum and he slits her throat in order to get a sample. As it begins to heal, she begs Slade to kill her. When he is unable to do so because he is still in love with her, Starfire kills Adeline with a well-aimed starbolt. Red Panzer is also killed during the battle and Savage deliberately shoots Cheshire as a distraction while leaving her to be captured by the Titans. [2]
Tempest learns that Omen is being held captive by Tartarus at their base in Scotland. He leads the Titans there to rescue her. As Lilith had originally planned, Tartarus collapses during the fight due to their inability to work together as a team. As the battle turns to the Titans's favor, Siren switches sides from Tartarus to aid Tempest. Tartarus disbands after their defeat. [3]
Vandar Adg of the Blood Tribe, more widely known as Vandal Savage, is a fictional supervillain appearing in American comic books published by DC Comics. First appearing in Green Lantern Vol. 1 #10 (1943), he is said to be a Cro-Magnon warrior who became immortal after encountering a strange meteorite. For over 50 thousand years, he plagues the Earth as a villain and occasional conqueror, sometimes using different names but most often calling himself Vandal Savage. He is a brilliant and sadistic tactician with immense knowledge in various sciences and forms of combat, able to fight effectively against many heroes despite not having any superhuman powers beyond his ability to survive and heal from lethal wounds. Throughout history, his most frequent enemies are immortal or reincarnating heroes such as Immortal Man, Hawkman, Hawkgirl, and Resurrection Man, and is also a recurring foe of the Justice League. In 2009, Vandal Savage was ranked as IGN's 36th-greatest comic book villain of all time.
Roy Harper is a fictional superhero appearing in American comic books published by DC Comics. Roy is one of DC's most longstanding characters, originating in 1940s comics as Speedy, the teen sidekick of the superhero Green Arrow. Like his mentor Green Arrow, Roy is a world-class archer and athlete who uses his exceptional marksmanship to fight crime. Along with other prominent DC Comics superhero sidekicks, he goes on to become a core member of the superhero group the Teen Titans. As an adult, Roy casts off his Speedy identity to establish himself as the superhero Arsenal, and later takes on the name Red Arrow to symbolise his coming-of-age and having become an equal of Green Arrow as he joins Justice League. Lilith Clay, also known as Omen, is a fictional superheroine appearing in several American comic books published by DC Comics. Created by Robert Kanigher and Nick Cardy, Lilith made her first appearance in Teen Titans #25 and commonly appears as a member of the Teen Titans. She is depicted as the best friend of Donna Troy and the second hero to join the original Teen Titans after its founders, following Roy Harper. Although her origin and powers have varied significantly throughout her history, she is consistently seen as both precognitive and psychic.

Created by Marv Wolfman and George Pérez, the character debuted in The New Teen Titans #2 in December 1980 as Deathstroke the Terminator. Garth is a fictional character from DC Comics, originally known as Aqualad since his first appearance in 1960, but later went by the alias Tempest. As Aqualad, he was the teen sidekick and protégé to his guardian, the super-hero known as Aquaman, bearing the same superpowers as his mentor that allowed him to breathe underwater and communicate with marine life. He also possessed superhuman strength and speed that allowed him to move through the ocean with ease while withstanding the high-pressure depths of the ocean. As Tempest, he lost the marine communication power, but gained mystic-based abilities that allowed him to control the temperature of water and moisture around him, as well as the ability to emit destructive force beams from his eyes. As the adoptive Prince of Atlantis, he had, at times, been forced to assume his mentor's responsibilities as ruler of the oceans during Aquaman's absences, and has, in recent years, acted as Atlantis' official ambassador to the surface world.
