Terrance D. Carroll (born January 16,1969) is an American lawyer,minister,former Colorado legislator and former Speaker of the Colorado House of Representatives,the first African American ever to hold that office in Colorado. [2] Carroll was elected as a Democrat in 2002 and represented House District 7 which encompasses parts of Denver,Colorado. [3]
Carroll was born and grew up in Washington,D.C.,the only child of a single mother who was a share-cropper's daughter. [4] He attended Fork Union Military Academy and H. D. Woodson High School and then graduated from Morehouse College in 1992 with a B.A. After graduating from Morehouse,Carroll moved to Colorado to pursue a PhD. in political science. He took a job as a campus police officer but switched his educational interest from political science to religion. [4] He graduated from the Iliff School of Theology in 1999 with a Master of Divinity degree and the Harvard Divinity School,Center for the Study of Values in Public Life,Summer Leadership Institute in June 2000. He is an ordained Baptist minister. Carroll continued his education,entering in and graduating from the Sturm College of Law at the University of Denver in 2005 with a Juris Doctor. [5] While in law school he was appointed to an open seat in the Colorado House of Representatives in 2003. [4] He is an Eagle Scout. [6] Carroll is currently an attorney with Sherman and Howard LLC. [7] He is also an opinion columnist for the Denver Post and a Distinguished Guest Lecturer in the Master of Public Policy program at the University of Redlands in California. [8]
Carroll represented district 7 in northeast Denver and has served as chairman of the House Judiciary Committee and Assistant Majority Leader. He decided to run for speaker in November 2008,after the front runner for the job,Representative Bernie Buescher,was upset in his re-election bid. On Thursday,November 8,2008,just two days after that election,democrats in the Colorado House of Representatives chose Carroll as Speaker. He was sworn in as the 54th Speaker of the House at the opening of the Colorado General Assembly in January 2009. The Colorado constitution limits members of the Colorado House to four consecutive two-year terms,Carroll's term ended in 2011. [2]
Carroll was known for his support of education reform. In 2008 Carroll along with former Colorado Senate President Peter Groff sponsored SB130,a bill that would allow Colorado schools the power to control their budgets and make their own decisions on hiring,curriculum,length of the school day and teacher compensation. [9] He has sponsored bills to charter new schools and to standardize the calculation of high school graduation rates. Carroll has also worked on homeland security measures and civil and criminal justice issues. [10]
He was also the original sponsor of the bill that established the Tuskegee Airmen Memorial Highway on Colorado's Interstate 70 to honor the African American flyers that served during World War II. [11]
Iliff School of Theology is a graduate Methodist theological school in Denver,Colorado. Founded in 1892,the school's campus is adjacent to the University of Denver. Fewer than 200 students attend the school.
Morgan Lenore Carroll is an American politician from Colorado and was the Chairwoman of the Colorado Democratic Party. A Democrat,Carroll represented Colorado House District 36 in the city of Aurora from 2004 to 2008,and she represented the state's 29th Senate district from 2009 to 2017. Carroll served as President of the Colorado State Senate from 2013 to 2014 and as minority leader in 2015. Carroll stepped down as minority leader in July 2015 to unsuccessfully run against incumbent Republican Mike Coffman for Colorado's 6th congressional district in the U.S. House of Representatives. In addition to her legislative work,Carroll works for the law firm of Bachus &Schanker.
John Michael Kefalas is a politician in the U.S. state of Colorado. An educator and lobbyist before first running for the legislature in 2004,Kefalas defeated a Republican incumbent to win election to the Colorado House of Representatives as a Democrat in 2006. Kefalas won election to the State Senate in 2012 and represented Senate District 14 until early 2019. In 2018,Kefalas ran for and won a seat on the Larimer County Board of County Commissioners. He resigned his Senate seat,and a vacancy committee nominated Joann Ginal to replace him.

Founded in 1892,the Sturm College of Law was one of the first in America's Mountain West. The college is located on the University of Denver's campus,about seven miles south of downtown Denver. According to Denver Law's 2017 ABA-required disclosures,67.9% of the Class of 2017 obtained full-time,long-term,JD-required employment nine months after graduation,excluding solo practitioners.
Mark Steven Ferrandino is a former legislator in the U.S. state of Colorado and former Speaker of the Colorado House of Representatives. Appointed to the legislature in 2007,Ferrandino represented House District 2,encompassing south central Denver from 2012 to 2014. He is the first openly gay male legislator in Colorado history. He did not seek re-election in 2014,and was the chief financial officer of Denver Public Schools. On November 19,2020,Colorado Governor Jared Polis appointed Ferrandino to serve as executive director of the Colorado Department of Revenue. He served in the position until July 2023,when the governor named him director of the Office of State Planning and Budgeting.
Frank McNulty is an attorney and former Speaker of the Colorado House of Representatives. McNulty was first elected in 2006 to represent Colorado House District 43. He was re-elected in 2008,2010,and 2012. He did not run for a fifth term in 2014.
Spencer Swalm is a former legislator in the U.S. state of Colorado. First elected to the Colorado House of Representatives as a Republican in 2006,Swalm represented House District 37,which encompasses the most of the city of Centennial,Colorado. Term limited,he did not run for re-election in 2014,so his term ended in January 2015.

Milton Pitts Crenchaw was an American aviator who served with the Tuskegee Airmen during World War II and was the first Arkansan to be trained by the federal government as a civilian licensed pilot. He served during World War II as a civilian flight instructor. He was one of the two original supervising squadron members. In 1998 he was inducted into the Arkansas Aviation Hall of Fame. The grandson of a slave,he was known as the "father of black aviation in Arkansas" who broke through color barriers in the military.
John William Mosley Jr. was an American football player and combat bomber pilot in the United States Army Air Forces,notably,the Tuskegee Airmen. Mosley was the first African American to play on the Colorado State University football team. He also became one of the first African Americans to be trained as a bomber pilot during World War II.
Cindy Acree was a legislator in the U.S. state of Colorado. Elected to the Colorado House of Representatives as a Republican in 2008,Acree represented House District 40,which encompasses Elbert County and eastern Arapahoe County from 2008 to 2012.
Max Tyler is a small business owner and former legislator from Lakewood,Colorado. A Democrat,he was a member of the Colorado House of Representatives in 2010 after being appointed in May 2009 following the resignation of Gwyn Green and subsequently elected to the post. Before his election to the senate,he represented the 32nd district in the Colorado House of Representatives from 2012 to 2016.
Fitzroy "Buck" Newsum was an American military pilot and officer who was one of the original members of the Tuskegee Airmen during World War II. He retired as a colonel in 1970.
Rhonda Marshall Fields is a Democratic politician from Colorado. She represents District 28 in the Colorado Senate. During the 2020 reapportionment process,Buckner's residence moved from senate district 29 to senate district 28. Earlier,she represented District 29 from January 2017 to January 2023. Previously,she served as member of the Colorado State House of Representatives representing District 42 from Aurora,Colorado. She was the first African American woman elected in State House District 42,as well as the first Speaker pro Tempore.

The elections coincided with the 2016 U.S. presidential election,as well as other elections to the House of Representatives,elections to the United States Senate and various state and local elections. The primaries were held on June 28.
Marion Raymond "Rodge" Rodgers USAAF was a member of the Tuskegee Airmen,a group of African-American military pilots who fought in World War II and were the first African-American military aviators in the United States armed forces. He reached the rank of Lieutenant Colonel and served the Air Force for 22 years,commanding the renowned 99th Flying Squadron of "Red Tails" after combat,then working in management for NORAD and NASA. In his nineties,as one of the last surviving members of the Tuskegee Airmen,Rodgers continued to receive media attention as he shared his experiences and was honored at several public events.

George Jewell Iles was a U.S. Army Air Force officer,former World War II Prisoner of War in Nazi Germany,and combat fighter pilot with the 332nd Fighter Group's 99th Fighter Squadron,best known as the all-African American Tuskegee Airmen.
