Tipton Municipal Borough

Tipton Municipal Borough was a municipal borough centred on the town of Tipton, Staffordshire (now West Midlands), England. It was created in 1938, when the Tipton Urban District (formed in 1894) received borough status.^[1]

Municipal boroughs were a type of local government district which existed in England and Wales between 1835 and 1974, in Northern Ireland from 1840 to 1973 and in the Republic of Ireland from 1840 to 2002. Broadly similar structures existed in Scotland from 1833 to 1975 with the reform of royal burghs and creation of police burghs.

Tipton is a town northwest of Birmingham in the borough of Sandwell, West Midlands, England. Historically within Staffordshire, with a population of around 38,777 at the 2011 UK Census. It is a part of the Black Country, located about halfway between Birmingham and Wolverhampton, in the West Midlands conurbation. Most of the town is now in the borough of Sandwell, with the western fringes – including the Foxyards estate and the site of the former Tipton Town Hall – in the borough of Dudley.

Staffordshire is a landlocked county in the West Midlands of England. It borders with Cheshire to the northwest, Derbyshire and Leicestershire to the east, Warwickshire to the southeast, West Midlands and Worcestershire to the south, and Shropshire to the west.

Tipton became a municipal borough on 1 October 1938, after 19 years of campaigning by the former UDC's councillors for borough status.^[2]

Having previously been based at the Public Offices in Owen Street, the council had transferred to a decade-old building previously owned by Bean Cars at Sedgley Road West in the west of the town near the border with Coseley. The council remained at these offices until the dissolution of Tipton council in April 1966, after which the buildings were used by Dudley College for 27 years, and since 1993 have been used by various private sector firms.

Bean Cars was a brand of motor vehicles made in England by A Harper Sons & Bean, Ltd at factories in Dudley, Worcestershire, and Coseley, Staffordshire. The company began making cars in 1919 and diversified into light commercial vehicles in 1924. For a few years in the early 1920s Bean outsold Austin and Morris.

Coseley is a suburban area in the north of the Dudley Metropolitan Borough, in the English West Midlands. Part of the Black Country, it is situated approximately three miles north of Dudley itself, on the border with Wolverhampton. Though it is a part of Dudley for statistical and administrative purposes, it is divided between the Bilston and Tipton postal districts, and mostly falls within the Wolverhampton South-East parliamentary constituency.

Dudley College of Technology is a further and higher education college based in Dudley, England. The college’s history dates to 1862 when the Dudley Public Hall and Mechanics Institute was first built. Since that date the college has continued to provide technical and vocational education. In June 2017 Ofsted rated the college as an outstanding provider. In total the college received an 'outstanding' grade in seven of the eight key areas reviewed and a further 'good' in the eighth, culminating in an 'overall effectiveness' grade of 'outstanding'.

The dissolution of Tipton Municipal Borough saw the bulk of the authority absorbed into an expanded borough of West Bromwich, while most of the Tividale area of Tipton was absorbed into the new County Borough of Warley (centred on the towns of Oldbury, Smethwick and Rowley Regis) and a small section of the Tipton Green area (including the former council offices in Sedgley Road West) was absorbed into an expanded County Borough of Dudley.

West Bromwich is a large town in the borough of Sandwell, West Midlands, England. Historically part of Staffordshire, it is 6.4 miles (10.3 km) northwest of Birmingham. The population of West Bromwich was 75,405 in 2011.

Warley was a short-lived county borough and civil parish in the geographical county of Worcestershire, England, forming part of the West Midlands conurbation. It was formed in 1966 by the combination of the existing county borough of Smethwick with the municipal boroughs of Oldbury and Rowley Regis, by recommendation of the Local Government Commission for England. It was abolished just 8 years later in 1974 under the Local Government Act 1972, with its area passing to the Metropolitan Borough of Sandwell.

Rowley Regis is a historic parish and former municipal borough, in the Black Country region of the West Midlands, England. Considered one of the six 'towns' that comprise the modern-day Sandwell Metropolitan Borough, it encompasses the wards of Blackheath, Cradley Heath and Old Hill, and Rowley Village. At the 2011 census, the combined population of Rowley Regis was 50,257.

The Metropolitan Borough of Dudley is a metropolitan borough of West Midlands in England. It was created in 1974 following the Local Government Act 1972, through a merger of the existing Dudley County Borough with the municipal boroughs of Stourbridge and Halesowen. The borough borders Sandwell to the east, the city of Birmingham to the south east, Bromsgrove to the south in Worcestershire, South Staffordshire District to the west, and the city of Wolverhampton to the north.

Brierley Hill is a small town and electoral ward of the Dudley Metropolitan Borough, in the West Midlands of England, and is situated approximately 2.5 miles south of central Dudley and 2 miles north of Stourbridge. Part of the Black Country, and in a heavily industrialised area of the Dudley Borough, it has a population of 13,935 at the 2011 census, and is best known for glass and steel manufacturing, although the industry has declined considerably since the 1970s. The County Borough of Dudley was a local government district in the English Midlands from 1865 to 1974. Originally a municipal borough, it became a county borough in 1889, centred on the main town centre of Dudley, along with the suburbs of Netherton and Woodside. Although surrounded by Staffordshire, the borough was associated with Worcestershire for non-administrative purposes, forming an exclave of the county until 1966, when it was transferred to Staffordshire after an expansion of the borough boundaries. Following local government reorganization in 1974, Dudley took in the boroughs of Halesowen and Stourbridge to form the present-day Metropolitan Borough of Dudley, in the newly formed West Midlands county.

Tipton Green is the central area of Tipton, a town in the West Midlands of England. It was heavily developed for heavy industry and housing during the 19th century, as Tipton was one of the most significant towns during the Industrial Revolution. Tipton Green is one of three electoral wards covering Tipton for Sandwell Metropolitan Borough Council. The population of this Sandwell ward taken at the 2011 census was 12,834. It is represented by three Labour councillors.
