Teenager Ray Trueblood (Fahey) is wrongfully accused of murdering a police officer after his fellow gang member Billy Masters (Drago) does the deed. Hoping to elude the police, he flees Brooklyn, NY and joins the U.S. Marines. Returning 10 years later, Trueblood is dismayed to learn that his younger brother Donny (Lowe) is now running with a gang led by Masters. Trueblood soon finds himself depending on his military training & experience to protect his friends and family from the ruthless Masters.
Billy Jack is a 1971 American action drama independent film, the second of four films centering on a character of the same name which began with the movie The Born Losers (1967), played by Tom Laughlin, who directed and co-wrote the script. Filming began in Prescott, Arizona, in the fall of 1969, but the movie was not completed until 1971. American International Pictures pulled out, halting filming. 20th Century-Fox came forward and filming eventually resumed but when that studio refused to distribute the film, Warner Bros. stepped forward.

Charles Davis Lowe II is an American actor and director. He is the younger brother of actor Rob Lowe. He won an Emmy Award for his supporting role in Life Goes On as a young man living with HIV. He has had recurring roles on ER, Melrose Place, and Now and Again. Lowe played Deputy White House Chief of Staff Reed Pollock on the sixth season of 24, and played Byron Montgomery on Pretty Little Liars.
