HM Prison Fairlea was an Australian female prison located on Yarra Bend Road in the suburb of Fairfield, Victoria, Australia. The first all-female prison in Victoria, it was built on the site of the Yarra Bend Asylum, with remnants of the walls and gates being used in the layout of the prison. In 1982 a deliberately lit fire led to the deaths of three inmates. The rebuilt and expanded prison reopened in 1986. After closing in 1996 due to privatisation of sections of the prison system, Fairlea was demolished and the site converted to parkland.
Tan Duc Thanh Nguyen was a Vietnamese–Australian citizen. He was convicted in Indonesia for drug trafficking as a member of the Bali Nine. In 2005, Nguyen was arrested in a room at the Melasti Hotel in Kuta together with three others. Police uncovered 334 g (11.8 oz) of heroin in a suitcase in the room. After a criminal trial, on 15 February 2006 Nguyen was sentenced to life imprisonment. His appeal to the Indonesian Supreme Court to have the sentence reduced suffered a shock when the Supreme Court imposed the death penalty on 6 September 2006.

Underbelly: A Tale of Two Cities, the second series of the Nine Network crime drama series Underbelly, originally aired from 9 February 2009 to 4 May 2009. It is a thirteen-part series loosely based on real events that stemmed from the marijuana trade centred on the New South Wales town of Griffith. The timeline of the series is the years between 1976 and 1987. Underbelly: A Tale of Two Cities primarily depicts the Mr. Asia drug syndicate and its influence on crime in Australia. Among the characters presented are real-life criminals Robert Trimbole, Terry Clark, George Freeman, Christopher Dale Flannery, Alphonse Gangitano and the Kane Brothers. The mini-series is a prequel to the 2008 production Underbelly, which was about the Melbourne gangland killings and forms part of the Underbelly series.

The series depicts the "razor gangs" who controlled the city's underworld during the era and the violent war between the two "vice queen" powers, Tilly Devine and Kate Leigh. It is also the last season in the Underbelly franchise that contains 13 episodes. In contrast to the previous Underbelly instalments, which were based on books by John Silvester and Andrew Rule, Razor is based on the Ned Kelly Award-winning book of the same name, written by Larry Writer.

The series began its production in early 2012 and towards the middle of the year filming eventually commenced. A teaser clip for the series was released by the Nine Network indicating the core cast of the series. Caroline Craig returns to narrate the series for a fifth time. It was the first season of the franchise not to have 13 episodes.

It is part of the Underbelly franchise and continues the Underbelly Files spin-off tele-movies. It was preceded by Tell Them Lucifer was Here, Infiltration, and The Man Who Got Away.
