The university was founded by 19 U.S. governors in 1997 after the idea was formulated at a 1995 meeting of the Western Governors Association to expand education offerings to the internet.

University of Arkansas Grantham is a public online university based in Little Rock, Arkansas. Founded in 1951 as Grantham Radio License School, it would eventually be renamed Grantham University. Grantham was purchased by the University of Arkansas System for one dollar in 2021, merging with the latter’s eVersity online program. It is composed of four colleges: the College of Business, Management, and Economics; the College of Humanities and Social Sciences; the College of Science, Engineering, and Technology; and the College of Nursing and Health Professions. It is accredited by the Distance Education Accrediting Commission.
The University of Wisconsin–Milwaukee at Waukesha is a two-year college located in Waukesha, in the U.S. state of Wisconsin. A branch campus of the University of Wisconsin-Milwaukee, it is part of the University of Wisconsin System. Like the other 2-year UW campuses, UWM at Waukesha's land and buildings belong to a local government unit, in this case Waukesha County. As part of the local-state partnership, the University of Wisconsin provides faculty, staff, educational programs, technology, furnishings, libraries, and supplies. In 2018, the college became a regional campus of the University of Wisconsin-Milwaukee, after previously being a part of the University of Wisconsin Colleges. The campus will close at the end of the spring 2025 semester.

As of May 31, 2016, it served roughly 4,500 students across the state of Indiana. WGU Indiana was established through an executive order on June 14, 2010 by Indiana Governor Mitch Daniels, as a partnership between the state and Western Governors University in an effort to expand access to higher education for Indiana residents and increase the percentage of the state's adult population with education beyond high school. The mission of WGU Indiana is to expand access to affordable higher education for Indiana residents through online degree programs that address key workforce needs. WGU Indiana is a wholly owned subsidiary of Western Governors University, which was founded in 1997 by 19 U.S. governors to expand access to higher education through online degree programs. Today, Western Governors University is a national university, with more than 70,000 students from all 50 U.S. states as of June 30, 2016. Non-profit but self-sustaining on tuition, WGU Indiana provides new educational opportunities for Indiana residents without ongoing state subsidy. WGU Indiana accepts applications only from residents in the state of Indiana. There is no minimum high school grade point average for admission, and no minimum score on the SAT or ACT. However, all applicants must pass an admissions examination administered by the university.

National University is a private university headquartered in San Diego, California, United States. Founded in 1971, National University offers academic degree programs at campuses throughout California, a satellite campus in Nevada, and various programs online. Programs at National University are designed for adult learners. On-campus classes are typically blended learning courses, concentrated to four weeks or on weeknights with occasional Saturday classes. The university uses asynchronous learning and real-time virtual classrooms for its online programs.
