The Utah Inland Port is a proposed dry port in the northwest quadrant of Salt Lake City, Utah and other undeveloped land in Salt Lake County. Its publicly stated purpose is to ensure the optimal movement of goods. [1] It has been the subject of controversy over concerns about increased pollution and environmental degradation, and loss of local control of the land by existing municipalities, primarily Salt Lake City.
The Utah Inland Port Authority is a government-run corporation with the responsibility and legal powers to develop and run the Utah Inland Port. As of August 2022, its current executive director is Ben Hart. [2] The Port Authority is governed by a Port Authority Board. Per Utah Code, eight board members are appointed, and seven hold their post ex officio [3] The current board chair is Utah House of Representatives Chief of Staff Abby Osborne; its previous chairs include World Trade Center Executive Director Miles Hansen, West Valley Assistant Manager Nicole Cottle, Salt Lake City Councilman James Rogers, and President and CEO of the Salt Lake Chamber of Commerce Derek Miller.
In 2016, the University of Utah submitted an assessment regarding a potential inland port in the Salt Lake City area. Funded by the World Trade Center Utah and the Governor's Office of Economic Development, the report found the potential for strong economic benefits, including high-paying job opportunities, and rural economic development. It also found a need to perform additional studies on environmental impacts and the effect on tax revenues. [4]
Also in 2016, Governor Gary Herbert created an Inland Port Exploratory Committee to "drive the development" of an inland port in Utah. At the time, he stated that "despite anti-trade, isolationist rhetoric at the national level, Utah remains committed to promoting international trade." [5]
The Inland Port Authority and Inland Port were created as legal entities by the Utah State Legislature, in bill SB234, in 2018. [6] The boundaries of the port were first spelled out at this time, amounting to about 16,000 acres.
In 2019, HB0433 significantly broadened the Inland Port Authority's reach. [7] [8] The proposed boundaries amount to approximately one-third of Salt Lake City's land area. [9]
On March 11, 2019, Salt Lake City Mayor Jackie Biskupski and the Salt Lake City's Attorney's Office brought a lawsuit against the port, challenging the legality of the legislation underlying the port's creation. [9] On January 9, 2020, the presiding judge rejected the city's claims and dismissed the case. The city's new mayor, Erin Mendenhall, called the decision a "disappointment" but stated she planned to appeal the decision to the state Supreme Court. [10] The Utah State Supreme Court heard oral arguments from both parties in April 2021. [11] In June 2022, the Utah Supreme Court ruled the port’s existence was not unconstitutional and continued development could proceed. [12]
In September 2022, the Port Authority announced it would “pause… all major capital projects” until it develops a “Northwest Quadrant Master Development Plan.” [13] Also in September, a third-party analysis sponsored by activism group Stop the Polluting Port concluded that the proposed transloading facility on Salt Lake City's west end would be uneconomical and fail to provide expected benefits. [14]
Beginning in April 2023, the Utah Inland Port Authority expanded from one inland port area in the northwest quadrant of Salt Lake County, Utah to include seven additional port project areas throughout the state of Utah.

In 2024, a ninth satellite port was approved, on 9,000 acres in the Weber River area. A Weber county representative said that major polluters would not be allowed into the satellite port due to it being in a nonattainment status already. [22]
The Inland Port is located in non-attainment zones for several airborne pollutants, meaning that current air quality standards are not met. [23] Critics argue that the presence of an inland port would increase diesel truck traffic in the area and therefore further exacerbate poor air quality in Utah. [24] Also, language adopted in the Utah code makes it difficult to regulate natural resources moving through the Inland Port; critics fear the port's presence would ease the export of coal, thus increasing its usage and associated environmental impacts including climate change. [23]
State Senator Luz Escamilla introduced a bill in the Utah state legislature that would fund the Utah Department of Environmental Quality to install air and water monitors at the site of the proposed port, to establish baseline readings for future comparison. [25]
No official environmental impact study has been completed, although Miller had stated one would be complete by the first quarter of 2019. [26] A final draft of the port's overall business plan - with an environmental sustainability plan included - was released in May 2020. It was approved unanimously by the board the next month despite negative public comments. [27]
Similar warehouse complexes in central California's Inland Empire area have seen increased truck exhaust, being colloquially dubbed "diesel death zones" and leading to additional regulations on emissions. [28]
A critical analysis estimates the Inland Port's presence could create about 11,600 new truck trips and 23,000 additional car trips daily, at half of the Port's developable potential. "By way of comparison, the total number of daily vehicle trips on I-80 between downtown and the [Salt Lake City International] airport was about 42,000 in 2017," the report states. "This traffic would not only affect I-80 but also I-15 and other streets serving the Port area, including Bangerter Highway and 5600 West." [29]
The Great Salt Lake is currently at half of its historical size; the shrinkage can be attributed directly to withdrawals for industrial, agricultural and economic activities. Additionally, the ecosystem surrounding the lake is considered to be under severe stress due to the falling water levels and other human activities. Environmental advocates are concerned the port's presence would increase the environmental pressures on the ecosystem and increase water expenditures. [26] (Joliet, IL, the site of America's largest inland port, is estimated to be less than a decade from running out of water completely. [30] The largest warehouses in the port area use tens of millions of gallons of water yearly. [31] ) Millions of migratory birds also use the land as a stopover point yearly. [32]
In November 2023, the Utah Inland Port Authority board adopted a wetlands policy allowing for at least 1% of tax differential for project areas containing wetlands within the Great Salt Lake or Utah Lake watershed. The policy allows for incentives that encourage developers to preserve wetland habitats impacted by future projects, though it does not explicitly mandate preservation. [33]
Salt Lake City leaders have argued that the State Legislature is unfairly taking control of local land. SB 234 gave the Inland Port Authority administrative authority over all land-use decisions, and the power to capture 100 percent of newly generated taxes within the inland port borders. [34] This would amount to millions of dollars in tax revenue that would not be captured by Salt Lake City for local property taxes. [35]
City leaders also assert that the creation of the inland port would take tax revenue that would otherwise have gone to Salt Lake City schools and libraries. [36] The Utah League of Cities & Towns called the creation of the Inland Port Authority "nothing short of a state takeover of a swath of Salt Lake City without the city's consent." [35] Prior to the passage of SB 234, Salt Lake City had approved a master plan that governed the development of the inland port area, as well as agreements with northwest quadrant landowners committing to reinvest tax revenues into the area to aid development. [35] That master plan and agreements would be superseded by the creation of the inland port.
The Salt Lake County Council was not consulted during negotiations over SB 234. The County Council asked Governor Herbert to veto the bill. [34]
HB 433 allowed the Inland Port Authority to expand its reach outside of the boundaries currently set, and prohibited any city from bringing legal action against the port, or any other challenge to the authority's creation or existence. In the runup to its passage, Jackie Biskupski stated "this bill effectively creates a government entity, not only unaccountable to the community but immune from judicial scrutiny, closing the courtroom door to local communities." Supporters of the bill stated its goal was to allow other interested cities or counties to join the port project. [37]
The land the port would be built on was once considered sacred by the Shoshone, Ute and Goshute Indian tribes. [32]
The bill establishing the Inland Port was passed by the Utah Legislature with broad changes from earlier versions with little time for public comment and review. The bill was discussed for only 15 minutes on the floor of the state legislature. [35] "The citizens of the Westpointe Community Council, which encompasses most of the [area of the inland port], believe the Legislature's late introduction of this bill (SB234) is by design to impede fair and proper citizen and stakeholder due process," said Terry Thomas, vice chairman of the community council. [34]
Greg Hughes, who was the Speaker of the Utah House of Representatives when HB 234 was passed, appointed himself as an Inland Port board member. Less than a week later, he resigned from this position, after it was discovered that he owned property which was close enough to the port boundaries to have legally disqualified him from being on the board in the first place. [38]
In August 2018, board members voted 9-2 against making board subcommittee meetings available for public access. [39] Eventually the board did away with subcommittee meetings altogether. [40]
The board's ex-chair, Derek Miller - who is also the chair of the Salt Lake Chamber of Commerce - sent an email in October 2019 inviting a national rail business a spot on the chamber's "exclusive" Inland Port Committee, in exchange for $10,000. Critics have suggested this represents a "pay-to-play" impropriety. [41] Miller later called the fundraising email a mistake. [42]
In April 2019, environmental activists disrupted the port board's monthly meeting. [43]
In May 2019, environmental advocates demonstrated against the port. [44]
On June 5, 2019, protestors disrupted the Inland Port Authority board meeting. [45]
On July 9, 2019, about 100 protestors stormed the Salt Lake Chamber of Commerce building to protest the port. Fourteen were later charged with riot and criminal trespass after the protests turned violent. [46]
On August 14, 2019, a "working group" meeting was disrupted by protestors. [47]
On October 17, 2019, activists again protested the Inland Port Authority public board meeting. [48]
On September 20, 2021, Protestors gathered outside of the 111 main office of the Port Authority and managed to postpone a meeting designated to create a Public Infrastructure District (PID). [49]
Sugar House is a neighborhood in Salt Lake City, Utah. The name is officially two words, although it is often colloquially written as "Sugarhouse." Jackie Biskupski is an American Democratic politician, who served as the 35th Mayor of Salt Lake City, Utah. Upon taking office, Biskupski became Salt Lake City's 35th mayor, the city's first openly gay mayor, and the second female mayor. She is also a former member of the Utah House of Representatives, representing the 30th District in Salt Lake County from 1999 to 2011.
Daybreak is a master-planned community of over 4,000 acres located in South Jordan, Utah. Daybreak was originally owned by Kennecott Land but as of 2024 was being developed by the Larry H. Miller Company.
The rights of lesbian, gay, bisexual, transgender, and queer (LGBTQ) people in the U.S. state of Utah have significantly evolved in the 21st century. Protective laws have become increasingly enacted since 2014, despite the state's reputation as socially conservative and highly religious. Utah's anti-sodomy law was invalidated in 2003 by Lawrence v. Texas, and fully repealed by the state legislature in 2019. Same-sex marriage has been legal since the state's ban was ruled unconstitutional by federal courts in 2014. In addition, statewide anti-discrimination laws now cover sexual orientation and gender identity in employment and housing, and the use of conversion therapy on minors is prohibited. In spite of this, there are still a few differences between the treatment of LGBTQ people and the rest of the population, and the rights of transgender youth are restricted.
Gary Richard Herbert is an American politician who served as the 17th governor of Utah from 2009 to 2021. A member of the Republican Party, he chaired the National Governors Association during the 2015–2016 cycle.
Gregory Holden Hughes is an American politician who served as a member of the Utah House of Representatives representing District 51 from January 1, 2003 through December 31, 2018. Hughes is the former Speaker of the House for the House of Representatives in the state of Utah. He announced that he would not be seeking reelection as Speaker of the House or as a representative in 2018. In 2020, Hughes ran for the office of Governor of Utah. Spencer Cox became the Republican nominee after the Republican primary vote. Hughes ran to replace retiring U.S. Congressman Chris Stewart in the 2023 Utah 2nd congressional district special election, losing the primary to Celeste Maloy.
Michael Kent Winder is an American businessman, author, and politician. He was the mayor of West Valley City, Utah between 2010 and 2014. A Republican, he subsequently represented District 30 in the Utah House of Representatives for three terms, from 2017 to 2022. He is the author of fourteen published books on Utah and LDS history, including Presidents and Prophets: The Story of America's Presidents and the LDS Church.
Jenny Wilson is an American politician currently serving as the mayor of Salt Lake County, Utah. In September 2007, she was a primary candidate for mayor of Salt Lake City, Utah. In 2016, she was Utah's national committeewoman for the Democratic Party. She is the daughter of Ted Wilson, a former mayor of Salt Lake City. Wilson was the Democratic nominee in the 2018 Utah Senate race, running against Republican nominee Mitt Romney. After her election defeat, she was appointed to replace Ben McAdams as Salt Lake County Mayor, taking the oath of office in January 2019. She was elected to that position for a full four-year term in the 2020 general election.
Luz Robles Escamilla is the Senator for the Utah State Senate's 10th District. Prior to redistricting she represented the 1st District, defeating Republican Carlton Christensen for the seat November 4, 2008 after having beaten incumbent Sen. Fred Fife for the party nomination earlier that year.
Benjamin Michael McAdams is an American politician and attorney who served as the U.S. representative from Utah's 4th congressional district from 2019 to 2021. He was the only Democratic member of Utah's congressional delegation, and a member of the Blue Dog Coalition. From 2013 to 2019, he served as mayor of Salt Lake County, and from 2009 to 2012, he was the Utah state senator from the 2nd district, which includes Salt Lake City, South Salt Lake, and a portion of West Valley. McAdams was elected to Congress in 2018, narrowly defeating two-term Republican incumbent Mia Love. In 2020, McAdams ran for reelection, but he lost to Republican challenger Burgess Owens. He is the most recent Democrat to represent Utah in Congress.
David Keith Nelson was an American LGBT and gun rights activist. He founded or helped found several LGBT-related nonprofit organizations in Utah and helped direct others. His work with the Democratic Party encouraged many LGBT Utahns to serve as party leaders. His work as a legislative and executive lobbyist accomplished the adoption of several LGBT- and weapon-friendly state and local laws, rules, ordinances and policies, and the rejection of other legislation.
J. Stuart Adams is the Senator for the Utah State Senate's 7th District. Prior to redistricting he represented the 22nd District. Adams was appointed to the Utah House of Representatives in 2002, and then to the Senate in 2009. In 2012, he was chosen to be Senate Majority Whip. In 2018, he was chosen as the Senate President.
Doug Owens is an American politician from Utah that represents District 33 in the Utah House of Representatives. He ran for Congress twice for Utah's 4th District. He was the Democratic nominee for Congress in this district in 2014 and 2016, and he was defeated by Mia Love both times.
The 2015 Salt Lake City mayoral election took place on November 3, 2015, to elect the Mayor of Salt Lake City, Utah. The election was held concurrently with various other local elections, and was officially nonpartisan.
On July 26, 2017, Jeff Payne, a then detective with the Salt Lake City Police Department (SLCPD), arrested nurse Alex Wubbels at the University of Utah Hospital after she refused to illegally venipuncture an unconscious patient. Footage of the incident released on August 31, 2017, went viral online. The SLCPD announced policy changes which would affect how police should handle situations involving drawing blood, and the hospital announced it would also change its police protocol to avoid repeating the incident. Utah lawmakers made a bill to amend the blood draw policy of Utah law enforcement, which Utah Governor Gary Herbert signed into law on March 15, 2018.

Erin Mendenhall is an American politician and activist who has been serving as the mayor of Salt Lake City, Utah since 2020. Upon taking office as Salt Lake City’s 36th mayor, Mendenhall became the city’s third and youngest woman in the role. Prior to assuming office, Mendenhall represented the city’s 5th district on the Salt Lake City Council.
