A vapor-tight tank is a piece of portable onshore oil production equipment designed to store crude oil and convey oil vapors to a flare stack.
Vapor-tight tanks are horizontal vessels that can usually hold up to 14.7 pounds per square inch (gauge) (1.01 bar(g)). They use that pressure to force oil vapors to the flare. Connection to a flare allows these systems to be operated in situations with a high hydrogen sulfide content. In fact, their original intended use was sour crude oil production. The first vapor-tight tanks were constructed from used crude oil tank cars by Tornado Technologies.
Vapor-tight tanks are frequently packaged with an integral separator, flare stack, and other equipment to form a complete single-well battery. Because of their small size and portability, they are mostly used in temporary production of oil wells.
Canadian regulations consider that vapor-tight tanks are process vessels, rather than storage tanks, so tankage spacing and secondary containment provisions are not applicable. [1] [2]

All the fatalities were contractors working out of temporary buildings located close to the unit to support turnaround activities. Property loss was $200 million. When including settlements, costs of repairs, deferred production, and fines, the explosion is the world's costliest refinery accident.

Crude tankers move large quantities of unrefined crude oil from its point of extraction to refineries. A fixed roof tank is a type of storage tank, used to store liquids, consisting of a cone- or dome-shaped roof that is permanently affixed to a cylindrical shell. Newer storage tanks are typically fully welded and designed to be both liquid- and vapor-tight. Older tanks, however, are often riveted or bolted, and are not vapor tight. A breather valve, commonly installed on many fixed roof tanks, allows the tank to operate at a slight internal pressure or vacuum. This valve prevents the release of vapors during very small changes in temperature, barometric pressure, or liquid level. Fixed roof tanks without breather valves will generally be freely vented; thus the emissions from a fixed roof tank can be non-trivial. In an oil and gas production, flash-gas is a spontaneous vapor that is produced from the heating or depressurization of the extracted oil mixture during different phases of production. Flash evaporation, or flashing, is the process of volatile components suddenly vaporizing from their liquid state. This often happens during the transportation of petroleum products through pipelines and into vessels, such as when the stream from a common separation unit flows into an on-site atmospheric storage tank. Vessels that are used to intentionally “flash” a mixture of gas and saturated liquids are aptly named "flash drums." A type of vapor-liquid separator. Gas venting, more specifically known as natural-gas venting or methane venting, is the intentional and controlled release of gases containing alkane hydrocarbons - predominately methane - into Earth's atmosphere. It is a widely used method for disposal of unwanted gases which are produced during the extraction of coal and crude oil. Such gases may lack value when they are not recyclable into the production process, have no export route to consumer markets, or are surplus to near-term demand. In cases where the gases have value to the producer, substantial amounts may also be vented from the equipment used for gas collection, transport, and distribution.

Crude oil stabilisation is a partial distillation process that renders crude oil suitable for storage in atmospheric tanks, or of a quality suitable for sales or pipeline transportation. Stabilization is achieved by subjecting ‘live’ crude to temperature and pressure conditions in a fractionation vessel, which drives off light hydrocarbon components to form a ‘dead’ or stabilized crude oil with a lower vapor pressure.
