Vietnam syndrome is a term in U.S. politics that refers to public aversion to American overseas military involvements after the domestic controversy over the Vietnam War. In 1973, the U.S. ended combat operations in Vietnam. [1] Since the early 1980s, some possible effects of Vietnam syndrome include public opinion against war, [2] ending the active use of military conscription, a relative reluctance to deploy ground troops, and "Vietnam paralysis".
In the domestic debate over the reasons for the US being unable to defeat North Vietnamese forces during the war, conservative thinkers, many of whom were in the US military, argued that the US had sufficient resources but that the war effort had been undermined at home. In an article in Commentary, "Making the World Safe for Communism", the journalist Norman Podhoretz stated: [3]
Do we lack power?... Certainly not if power is measured in brute terms of economic, technological, and military capacity. By those standards, we are still the most powerful country in the world.... The issue boils down in the end, then, to the question of will.
The term "Vietnam syndrome" thereafter proliferated in the press and policy circles as a way of explaining the United States, one of the world's superpowers, failing to repel North Vietnam's invasion of South Vietnam. Many hawkish conservatives such as Ronald Reagan agreed with Podhoretz. In time, the term "Vietnam syndrome" expanded as a shorthand for the idea that Americans were worried they would never win a war again and that their nation was in utter decline. [4]
In the fall of 1983, President Reagan put his beliefs into action by ordering the invasion of Grenada. A long-simmering internal leadership dispute within the ruling Marxist-Leninist party on the Eastern Caribbean island had suddenly spun out of control, leading to political executions and innocent civilian deaths in the capital city on Oct. 19. [5] Reagan concluded that swift American military action was necessary to protect about 1,000 American residents on the microstate, and also to restore Westminster-style democracy and end growing Soviet Bloc influence over the former British colony. Reagan pushed past the hesitancy of the Pentagon leadership, and the expected domestic and international blowback, to authorize a surprise U.S.-led intervention at dawn on Oct. 25. His presidential directive specifically instructed the Pentagon to take strict secrecy measures to head off any pre-emptive action by the Cubans or the Soviets. [6] "Frankly, there was another reason I wanted secrecy", Reagan later confided in his autobiography. "It was what I call the 'post-Vietnam syndrome,' the resistance of so many in Congress to the use of military force abroad for any reason, because of our nation's experience in Vietnam.... I suspected that if we told the leaders of Congress about the operation, even under terms of the strictest confidentiality, there would be someone who would leak it to the press together with the prediction that Grenada was going to become 'another Vietnam.'.... We didn't ask anybody, we just did it." [7]
In the later 1970s and the 1980s, Ronald Reagan talked about the aspects of the Vietnam syndrome but argued that it could be overcome if Americans adopted a more confident and optimistic posture in the world, with him as leader. In the speech to the Veterans of Foreign Wars (VFW), which used the term "Vietnam syndrome", Reagan alleged that the time was right for such a change of attitude and action since the Soviet Union was outspending the US in the global arms race such that the latter's global power was decreasing. He accused the Carter administration of being "totally oblivious" to the Soviet threat.[ citation needed ]
Asserting a need for a more aggressive and activist foreign policy, Reagan also suggested that Americans could have defeated the Viet Cong and the North Vietnamese Army, alleged that the American public had turned against the war from the influence of North Vietnamese propaganda, and implied that officials had let down the soldiers and had been "afraid to let them win" the war.[ citation needed ]
Reagan equated the "Vietnam syndrome" with a reluctance on the part of the American public to support US military interventions but also with feelings of guilt about the devastation brought about because of the Vietnam War and with feelings of doubt over the morality of America's intentions and actions during the war. Reagan, however, argued that America had fought for "a noble cause" and blamed the war in Vietnam exclusively on North Vietnam's aggression:[ citation needed ]
For too long, we have lived with the "Vietnam Syndrome." Much of that syndrome has been created by the North Vietnamese aggressors who now threaten the peaceful people of Thailand. Over and over they told us for nearly 10 years that we were the aggressors bent on imperialistic conquests. They had a plan. It was to win in the field of propaganda here in America what they could not win on the field of battle in Vietnam. As the years dragged on, we were told that peace would come if we would simply stop interfering and go home.
It is time we recognized that ours was, in truth, a noble cause. A small country newly free from colonial rule sought our help in establishing self-rule and the means of self-defense against a totalitarian neighbor bent on conquest. We dishonor the memory of 50,000 young Americans who died in that cause when we give way to feelings of guilt as if we were doing something shameful, and we have been shabby in our treatment of those who returned. They fought as well and as bravely as any Americans have ever fought in any war. They deserve our gratitude, our respect, and our continuing concern.
There is a lesson for all of us in Vietnam. If we are forced to fight, we must have the means and the determination to prevail or we will not have what it takes to secure the peace. And while we are at it, let us tell those who fought in that war that we will never again ask young men to fight and possibly die in a war our government is afraid to let them win. [8]
The Reagan administration hoped that the success of the invasion of Grenada would help dispel the Vietnam syndrome so that the American public could be successfully galvanized to support new US military actions, [9] [10] [11] with President Reagan declaring after the invasion, "Our days of weakness are over. Our military forces are back on their feet and standing tall." [12] [13]
The quick victory during the Gulf War was widely believed to be the end of the Vietnam syndrome. US President George H. W. Bush triumphantly declared after the war, "The ghosts of Vietnam have been laid to rest beneath the sands of the Arabian desert." [14]
"Lift and strike" was a proposed policy by the Clinton administration in 1993, which Bill Clinton had supported during his successful presidential campaign in 1992. The policy sought to improve the chances of a political settlement in the bloody atrocity-filled Bosnian War in the former Yugoslavia by lifting the arms embargo, arming the Bosniaks (Bosnian Muslims), and striking at the Bosnian Serbs if they resisted the rearmament project. A combination of the Vietnam syndrome and very strong opposition from American allies in Europe killed the proposal, which was never enacted. [15]
The Vietnam War was a conflict in Vietnam, Laos, and Cambodia from 1 November 1955 to the fall of Saigon on 30 April 1975. It was the second of the Indochina Wars and a major conflict of the Cold War. While the war was officially fought between North Vietnam and South Vietnam, the north was supported by the Soviet Union, China, and other countries in the Eastern Bloc, while the south was supported by the US and anti-communist allies. This made the conflict a proxy war between the US and Soviet Union. Direct US military involvement lasted from 1965 until its withdrawal in 1973. The fighting spilled over into the Laotian and Cambodian civil wars, which ended with all three countries becoming communist in 1975.
The domino theory is a geopolitical theory which posits that changes in the political structure of one country tend to spread to neighboring countries in a domino effect. It was prominent in the United States from the 1950s to the 1980s in the context of the Cold War, suggesting that if one country in a region came under the influence of communism, then the surrounding countries would follow. It was used by successive United States administrations during the Cold War as justification for American intervention around the world. U.S. President Dwight D. Eisenhower described the theory during a news conference on April 7, 1954, when referring to communism in Indochina as follows:
Finally, you have broader considerations that might follow what you would call the "falling domino" principle. You have a row of dominoes set up, you knock over the first one, and what will happen to the last one is the certainty that it will go over very quickly. So you could have a beginning of a disintegration that would have the most profound influences.
The Reagan Doctrine was a United States strategy implemented by the Reagan Administration to overwhelm the global influence of the Soviet Union in the late Cold War. As stated by US President Ronald Reagan in his State of the Union address on February 6, 1985: "We must not break faith with those who are risking their lives—on every continent from Afghanistan to Nicaragua—to defy Soviet-supported aggression and secure rights which have been ours from birth." The doctrine was a centerpiece of United States foreign policy from the early 1980s until the end of the Cold War in 1991.
The United States and a coalition of six Caribbean countries invaded the small island nation of Grenada, 100 miles (160 km) north of Venezuela, at dawn on 25 October 1983. Codenamed Operation Urgent Fury by the U.S. military, it resulted in military occupation within a few days. It was triggered by strife within the People's Revolutionary Government, which led to the house arrest and execution of the previous leader and second Prime Minister of Grenada, Maurice Bishop, and to the establishment of the Revolutionary Military Council, with Hudson Austin as chairman. Following the invasion there was an interim government appointed, and then general elections held in December 1984.
Neoconservatism is a political movement which began in the United States during the 1960s among liberal hawks who became disenchanted with the increasingly pacifist Democratic Party along with the growing New Left and counterculture of the 1960s. Neoconservatives typically advocate the unilateral promotion of democracy and interventionism in international relations together with a militaristic and realist philosophy of "peace through strength". They are known for espousing opposition to communism and radical politics.
The history of the United States from 1980 until 1991 includes the last year of the Jimmy Carter presidency, eight years of the Ronald Reagan administration, and the first three years of the George H. W. Bush presidency, up to the collapse of the Soviet Union. Plagued by the Iran hostage crisis, runaway inflation, and mounting domestic opposition, Carter lost the 1980 United States presidential election to Republican Reagan.
The Cold War was a period of global geopolitical tension and struggle for ideological and economic influence between the United States and the Soviet Union (USSR) and their respective allies, the Western Bloc and the Eastern Bloc, that started in 1947, two years after the end of World War II, and lasted until the fall of the Soviet Union in 1991. The term cold war is used because there was no direct fighting between the two superpowers, though each supported opposing sides in major regional conflicts known as proxy wars. Aside from the nuclear arms race starting in 1949 and conventional military deployment, the struggle for dominance was expressed indirectly via psychological warfare, propaganda campaigns, espionage, far-reaching embargoes, sports diplomacy, and technological competitions such as the Space Race.
Containment was a geopolitical strategic foreign policy pursued by the United States during the Cold War to prevent the spread of communism after the end of World War II. The name was loosely related to the term cordon sanitaire, which was containment of the Soviet Union in the interwar period.
A United States presidential doctrine comprises the key goals, attitudes, or stances for United States foreign affairs outlined by a president. Most presidential doctrines are related to the Cold War. Though many U.S. presidents had themes related to their handling of foreign policy, the term doctrine generally applies to presidents such as James Monroe, Harry S. Truman, Richard Nixon, Jimmy Carter and Ronald Reagan, all of whom had doctrines which more completely characterized their foreign policy.
In political science, rollback is the strategy of forcing a change in the major policies of a state, usually by replacing its ruling regime. It contrasts with containment, which means preventing the expansion of that state; and with détente, which means developing a working relationship with that state. Most of the discussions of rollback in the scholarly literature deal with United States foreign policy toward communist countries during the Cold War. The rollback strategy was tried and was not successful in Korea in 1950 and in Cuba in 1961, but it was successful in Grenada in 1983. The United States discussed the use of rollback during the East German uprising of 1953 and the Hungarian Revolution of 1956, which were ultimately crushed by the Soviet Army, but decided against it to avoid the risk of a major war.
The Geneva Conference was intended to settle outstanding issues resulting from the Korean War and the First Indochina War and involved several nations. It took place in Geneva, Switzerland, from 26 April to 20 July 1954. The part of the conference on the Korean question ended without adopting any declarations or proposals and so is generally considered less relevant. On the other hand, the Geneva Accords that dealt with the dismantling of French Indochina proved to have long-lasting repercussions. The crumbling of the French colonial empire in Southeast Asia led to the formation of the states of the Democratic Republic of Vietnam, the State of Vietnam, the Kingdom of Cambodia, and the Kingdom of Laos. Three agreements about French Indochina, covering Cambodia, Laos, and Vietnam, were signed on 21 July 1954 and took effect two days later.
The Weinberger Doctrine was a list of points governing when the United States could commit troops in military engagements. The doctrine was publicly disclosed by U.S. Secretary of Defense Caspar Weinberger on November 28, 1984, in a speech entitled "The Uses of Military Power" delivered before the National Press Club in Washington, D.C.
The Cold War from 1979 to 1985, was a late phase of the Cold War marked by a sharp increase in hostility between the Soviet Union and the West. It arose from a strong denunciation of the Soviet invasion of Afghanistan in December 1979. With the election of Prime Minister Margaret Thatcher in 1979, and American President Ronald Reagan in 1980, a corresponding change in Western foreign policy approach toward the Soviet Union was marked by the rejection of détente in favor of the Reagan Doctrine policy of rollback, with the stated goal of dissolving Soviet influence in Soviet Bloc countries. During this time, the threat of nuclear war had reached new heights not seen since the Cuban Missile Crisis of 1962.
The involvement of the United States in the Vietnam War began in the 1950s and greatly escalated in 1965 until its withdrawal in 1973. The U.S. military presence in Vietnam peaked in April 1969, with 543,000 military personnel stationed in the country. By the end of the U.S. involvement, more than 3.1 million Americans had been stationed in Vietnam, and 58,279 had been killed.
American foreign policy during the presidency of Ronald Reagan (1981–1989) focused heavily on the Cold War which shifted from détente to confrontation. The Reagan Administration pursued a policy of rollback with regards to communist regimes. The Reagan Doctrine operationalized these goals as the United States offered financial, logistical, training, and military equipment to anti-communist opposition in Afghanistan, Angola, and Nicaragua. He expanded support to anti-communist movements in Central and Eastern Europe.
Formal relations between the United States and Vietnam were initiated in the nineteenth century under former American president Andrew Jackson, but relations soured after the United States refused to protect the Kingdom of Vietnam from a French invasion.
The Gulf of Tonkin Resolution or the Southeast Asia Resolution, Pub. L. 88–408, 78 Stat. 384, enacted August 10, 1964, was a joint resolution that the United States Congress passed on August 7, 1964, in response to the Gulf of Tonkin incident.
1947–1950 in French Indochina focuses on events influencing the eventual decision for military intervention by the United States in the First Indochina War. In 1947, France still ruled Indochina as a colonial power, conceding little real political power to Vietnamese nationalists. French Indochina was divided into five protectorates: Cambodia, Laos, Tonkin, Annam, and Cochinchina. The latter three made up Vietnam.
The US foreign policy during the presidency of Richard Nixon (1969–1974) focused on reducing the dangers of the Cold War among the Soviet Union and China. President Richard Nixon's policy sought on détente with both nations, which were hostile to the U.S. and to each other in the wake of the Sino-Soviet split. He moved away from the traditional American policy of containment of communism, hoping each side would seek American favor. Nixon's 1972 visit to China ushered in a new era of U.S.-China relations and effectively removed China as a Cold War foe. The Nixon administration signed the Anti-Ballistic Missile Treaty with the Soviet Union and organized a conference that led to the signing of the Helsinki Accords after Nixon left office.
The Cold War in Asia was a major dimension of the worldwide Cold War that shaped diplomacy and warfare from the mid-1940s to 1991. The main countries involved were the United States, the Soviet Union, China, North Korea, South Korea, North Vietnam, South Vietnam, Cambodia, Afghanistan, Iran, Iraq, India, Bangladesh, Pakistan, Indonesia, and Taiwan. In the late 1950s, divisions between China and the Soviet Union deepened, culminating in the Sino-Soviet split, and the two then vied for control of communist movements across the world, especially in Asia.
In today's world of terrorist threat and guerrilla war, the Vietnam syndrome means, if nothing else, a fundamental reluctance to commit American military power anywhere in the world, unless it is absolutely necessary to protect the national interests of the country.
