Vishun Roy College VRC(Abbreviations: Vishun Ray Mahavidhyalay, Vishun Rai Mahavidhyalay, VishunDev Ray College, Vishnu Roy College) is an education institute situated in the Bhagwanpur of Vaishali district.It is run and managed by Shrimati Lalmuni Devi Trust, Bhagwanpur. It was established in year 1984 with the mission and vision of offering best class educational opportunities to the children's of Bihar. It includes many good opportunities and one of them a reservation for the back ward caste (OBC/ST,SC). The College have 50 percent seats reserved for the above mentioned caste. The College is affiliated to Bihar School Examination Board, Patna in year 1989. It was built with top class infrastructure and facilities.

The College has the best teaching faculty and facilities including modern methods of learning which would enhance the learning capabilities of the students and would make more interesting for them. So that the students won't fill bored and they understand the topic not just mug it up.

The Chairman of the College is an world wide famous Indian Educationist, Philanthropist, Socialist, Politician and a greate human being with a greate heart Shri Rajdeo Ray. He took greate interest in building up his own college with each and every top class facilities so that the students of Bihar who were being criticised in others States as "slaves" Low class the main reason behind this was "illiteracy" which was very much common in Bihar during 19s. So Rajdeo Babu started working on it and gave a Top class platform by building Vishun Roy College for the betterment of the students and for the betterment of Bihar. Really is a man with golden heart. So he has a huge contribution education for students of Bihar

Soon after its establishment, VR college became famous for its high success rate in Class XII exams. In 2014, seven out of the Bihar's top 10 were from this college. [1] Because of its "stellar record" the college attracted students from far-off districts. [1]

Since 2014, the college has faced allegations of irregularities. Lalkeshwar Prasad Singh, the chairman of the Bihar School Examination Board (BSEB) was suspected of favouring the college. [2]

When allegations of irregularities surfaced, he formed a judicial committee for investigation, but did not inform the state's education department. [2]

2016 Temporarily de-recognition

Vishun Roy College VRC was Temporarily Derecognized by BSEB Patna but not form the reason that it had given too many many fake toppers the only and one reason for its derecognition was that the institution was not fulfilling the requirement and facilities required by the norms of BSEB. On 28 May 2016, the BSEB publicly declared the intermediate results, however it released its official merit list for 10 May 2016 itself but due to some issues, it made the results public to a later date. [3] [4] VR College students emerged as toppers in both arts and science streams in Class XII exams. Student Ruby Rai topped arts stream with 89% marks, while student Saurabh Shresth topped science stream with 97% marks. [5] Rahul Kumar, another science student of VR College, obtained the third highest marks in the state. [6] [4] Around 1,323,000 students had appeared for the exams: no other student had scored more than 90% marks. [4]

When interviewed by the Aaj Tak TV channel, Ruby Rai and Saurabh Shresth were unable to answer basic questions. The science topper Saurabh Shresth could not describe the link between water and H2O (the chemical formula for water). He also wrongly named aluminium as the most reactive element. [5]

After the video of their interviews became popular, the BSEB asked them and other toppers to appear before a team of experts for a test. [7] Saurabh Shresth and Rahul Kumar of VR College failed in this test. Ruby Rai did not appear for the test, citing poor health. The Board subsequently de-recognized VR College temporarily and 'it was told by the board that the college will be get affiliation after court makes Judgement and approve them to take affiliation.', and ordered an inquiry into the irregularities. [8] [4]

On 8 June 2016, the BSEB chairman Lalkeshwar Prasad Singh resigned after being served a show-cause notice by the Bihar state's education department. [2] On 25 June, Ruby Rai appeared before BSEB team for re-evaluation, and failed to answer a single question correctly. She was subsequently arrested. [9]

The 2016 Bihar school examination scandal or topper scam was a corruption scandal in the Indian state of Bihar which came to public light on 31 May 2016, when the Bihar School Examination Board (BSEB) Arts and Humanities topper Ruby Rai, Science topper Saurabh Shrestha and third topper in Science stream Rahul Kumar were interviewed by television channels and they were unable to answer to basic questions. Ruby Rai, a student of Vishun Roy College, Kiratpur Raja Ram village in Vaishali district pronounced Political Science as ‘Prodigal Science’ and described it as a subject related to cooking. Science topper Saurabh Shrestha was unaware of electrons and protons and wrongly said that aluminium is the most reactive element.
