The Weather Service Modernization Act of 1992, Public Law 102-567, Title VII, 106 Stat. 4303, was a bill put forward to the 102nd Congress in 1991-1992 to modernize the technology and operations of the National Weather Service (NWS). It was discussed in sessions of Congress for two years. [1] On September 22, 1992, it was referred to the House Committee on Science, Space and Technology. The bill was proposed as a time when the U.S. Congress had considerable interest in the NWS Modernization Program which would impact upon local weather offices. The bill was finally enacted on October 29, 1992 and signed by President George H. Bush. [2] [3] [4]
The Weather Service Modernization Act of 1992 came at a time when "a new framework was needed to implement research advances in in-situ technology, radar and satellite to real time, meso-scale observations of weather, water, and climate." [5] The bill was proposed to ensure to that Congress made it compulsory of the Secretary of Commerce to "certify that the modernization process will not degrade local weather services." [6] It effectively ensured that basic weathers services of surface, upper air and radar operations, public forecasts, statements and warnings, hydrologic, marine, fire, and weather forecasts and warnings, agricultural forecasts and advisories, climatological services, emergency management support and services wouldn't be affected by the plan of modernization at a local level. [7] The Modernization Act effectively made it law that the network should provide complete coverage over the CONUS at a height of 3.05 km (10000 ft.) above ground level (AGL) without affecting the quality of service. [8] The act required an increase in local staff and for many staff to relocate to areas where weather services were considered weak. [3]
The Weather Service Modernization Act of 1992 was put forward as part of the Department of Commerce's annual budget with a 10–year National Implementation Plan under the National Aeronautics and Space Administration Authorization Act. The objectives of the proposal were as follows:

The National Oceanic and Atmospheric Administration is a Washington, D.C.-based scientific and regulatory agency within the United States Department of Commerce, a United States federal government department. The agency is charged with forecasting weather, monitoring oceanic and atmospheric conditions, charting the seas, conducting deep sea exploration, and managing fishing and protection of marine mammals and endangered species in the U.S. exclusive economic zone.
A weather station is a facility, either on land or sea, with instruments and equipment for measuring atmospheric conditions to provide information for weather forecasts and to study the weather and climate. The measurements taken include temperature, atmospheric pressure, humidity, wind speed, wind direction, and precipitation amounts. Wind measurements are taken with as few other obstructions as possible, while temperature and humidity measurements are kept free from direct solar radiation, or insolation. Manual observations are taken at least once daily, while automated measurements are taken at least once an hour. Weather conditions out at sea are taken by ships and buoys, which measure slightly different meteorological quantities such as sea surface temperature (SST), wave height, and wave period. Drifting weather buoys outnumber their moored versions by a significant amount.
A tornado warning is a severe weather warning product of the National Weather Service that is issued by regional offices of weather forecasting agencies throughout the world to alert the public when a tornado has been reported or indicated by weather radar within the parent severe thunderstorm. It can be issued after a tornado, funnel cloud and rotation in the clouds has been witnessed by the public, storm chasers, emergency management or law enforcement, and indicates that residents in the affected areas should take immediate safety precautions.
The National Weather Service (NWS) is an agency of the United States federal government that is tasked with providing weather forecasts, warnings of hazardous weather, and other weather-related products to organizations and the public for the purposes of protection, safety, and general information. It is a part of the National Oceanic and Atmospheric Administration (NOAA) branch of the Department of Commerce, and is headquartered in Silver Spring, Maryland, within the Washington metropolitan area. The agency was known as the United States Weather Bureau from 1890 until it adopted its current name in 1970.
NEXRAD or Nexrad is a network of 160 high-resolution S-band Doppler weather radars operated by the National Weather Service (NWS), an agency of the National Oceanic and Atmospheric Administration (NOAA) within the United States Department of Commerce, the Federal Aviation Administration (FAA) within the Department of Transportation, and the U.S. Air Force within the Department of Defense. Its technical name is WSR-88D.
The United States National Climatic Data Center (NCDC), previously known as the National Weather Records Center (NWRC), in Asheville, North Carolina, was the world's largest active archive of weather data. Starting as a tabulation unit in New Orleans, Louisiana in 1934, the climate records were transferred to Asheville in 1951, becoming named the National Weather Records Center (NWRC). It was later renamed the National Climatic Data Center, with relocation occurring in 1993. In 2015, it was merged with the National Geophysical Data Center (NGDC) and the National Oceanic Data Center (NODC) into the National Centers for Environmental Information (NCEI).
The Weather Prediction Center (WPC), located in College Park, Maryland, is one of nine service centers under the umbrella of the National Centers for Environmental Prediction (NCEP), a part of the National Weather Service (NWS), which in turn is part of the National Oceanic and Atmospheric Administration (NOAA) of the U.S. Government. Until March 5, 2013 the Weather Prediction Center was known as the Hydrometeorological Prediction Center (HPC). The Cooperative Institute for Mesoscale Meteorological Studies is a research organization created in 1978 by a cooperative agreement between the University of Oklahoma (OU) and the National Oceanic and Atmospheric Administration (NOAA). CIMMS promotes collaborative research between NOAA and OU scientists on problems of mutual interest to improve basic understanding of mesoscale meteorological phenomena, weather radar, and regional climate to help produce better forecasts and warnings that save lives and property. CIMMS research contributes to the NOAA mission through improvement of the observation, analysis, understanding, and prediction of weather elements and systems and climate anomalies ranging in size from cloud nuclei to multi-state areas.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration is the National Meteorological and Hydrological Services (NMHS) agency of the Philippines mandated to provide protection against natural calamities and to insure the safety, well-being and economic security of all the people, and for the promotion of national progress by undertaking scientific and technological services in meteorology, hydrology, climatology, astronomy and other geophysical sciences. Created on December 8, 1972, by reorganizing the Weather Bureau, PAGASA now serves as one of the Scientific and Technological Services Institutes of the Department of Science and Technology.
The Warning Decision Training Division (WDTD), known as the Warning Decision Training Branch until April 1, 2015, is one of three training organizations in the NWS Training Division which also includes the Forecast Decision Training Branch and the NWS Training Center. WDTD develops and delivers training on the integrated elements of the warning process within a National Oceanic and Atmospheric Administration (NOAA)/National Weather Service (NWS) forecast office. WDTD instructors develop and deliver a variety of in-residence, teletraining, and on-line asynchronous training content.
National Weather Service Lincoln, Illinois also known as National Weather Service Central Illinois is a weather forecast office responsible for monitoring weather conditions for 35 counties in Central and Southeastern Illinois. The Central Illinois office initially consisted of two forecast offices in Peoria and Springfield until the current location in Lincoln became the sole local forecast office in 1995. Federal meteorology offices and stations in the region date back to the 19th century when the Army Signal Service began taking weather observations using weather equipment at the Springer Building in Springfield. Since that time the presence of the National Weather Service greatly increased with the installation of new weather radars, stations and forecast offices. The current office in Lincoln maintains a WSR-88D (NEXRAD) radar system, and Advanced Weather Interactive Processing System (AWIPS) that greatly improve forecasting in the region. Lincoln is in charge of weather forecasts, warnings and local statements as well as aviation weather.
The National Weather Service Miami, Florida is a local weather forecast office of the National Weather Service (NWS) that serves six counties in South Florida – Broward, Collier, Glades, Hendry, Miami-Dade, and Palm Beach – as well as the mainland portion of Monroe County. This office was originally established in 1879 as a Signal Corps station near the Jupiter Inlet Light, before becoming a Weather Bureau Office (WBO) in 1891. The WBO at Jupiter was moved southward to Miami in 1911, due to the city's rapidly growing population. In 1930, a separate Weather Bureau Airport Station (WBAS) was established at the Miami Municipal Airport. The WBAS was later moved to the Miami International Airport in 1942 and remained there until ceasing operations in 1975.
The National Weather Service Amarillo, Texas is a weather forecast office that serves 23 counties in the Texas and Oklahoma Panhandles by providing weather forecasts for the many communities it serves as well as airports in Guymon, Dalhart, and Amarillo. The office was established on January 1, 1892, only 5 years after the city of Amarillo was founded. The office operates a WSR-88D (NEXRAD) radar and a number of ASOS sensor suites in order to monitor the latest weather conditions. An AWIPS system is used by the office to produce forecasts, warnings, and advisories.
National Weather Service - Norman, Oklahoma is a Weather Forecast Office (WFO) of the National Weather Service based in Norman, Oklahoma, which is responsible for forecasts and the dissemination of weather warnings and advisories for central and most of western Oklahoma, and western portions of north Texas. It is located in the National Weather Center on the University of Oklahoma campus, where it acts as one of the NOAA Weather Partners, a group of close-together weather-related agencies of the National Oceanic and Atmospheric Administration. NWS Norman is currently overseen by David Andra, who serves as the Meteorologist In Charge of the office.
The National Weather Service Boise, Idaho is a weather forecast office responsible for weather forecasts, warnings and local statements as well as aviation weather forecasts and fire weather forecasts for 3 counties in Southeast Oregon and 14 counties in Southwest and South central Idaho. The U.S. Weather Bureau established an office in the Sonna Building on December 1, 1898. Since then, the U.S Weather Bureau office, now known as the National Weather Service forecast office gained forecast responsibility of Southern Idaho on June 22, 1970 which was expanded to the entire state of Idaho in 1973. After modernization in 1993, the forecast responsibility was changed to Southeast Oregon and Southwest Idaho. The current office in Boise maintains a WSR-88D (NEXRAD) radar system, 8 Automated airport weather station (ASOS) systems and Advanced Weather Interactive Processing System (AWIPS) that greatly improve forecasting in the region. Continuous weather observations have been maintained for the city of Boise since February 1, 1864 about 5 months after the U.S. Army established Fort Boise. The post surgeon for the U.S. Army took observations until July 1, 1877 when the U.S. Signal Service, established an office downtown. The Signal Office was discontinued on July 1, 1890.
National Weather Service - Pleasant Hill/Kansas City, Missouri is a Weather Forecast Office (WFO) of the National Weather Service, which is responsible for forecasts and the dissemination of weather warnings and advisories for 37 counties in northern and western Missouri and seven counties in extreme eastern Kansas, including the Kansas City and St. Joseph metropolitan areas. Though, as the Storm Prediction Center (SPC) in Norman, Oklahoma is responsible for issuing severe thunderstorm and tornado watches, the Pleasant Hill/Kansas City WFO only composes outline and status updates for SPC-issued watches affecting any portion of its designated County Warning Area.
Timothy Cole Gallaudet is an American oceanographer who is a retired Rear Admiral in the United States Navy. Gallaudet previously served as the Assistant Secretary of Commerce for Oceans and Atmosphere within the U.S. Department of Commerce. In this function, he fulfilled the role of Acting Under Secretary of Commerce for Oceans and Atmosphere and Acting Administrator of the National Oceanic and Atmospheric Administration (NOAA) until February 24, 2019. He was the longest-tenured Acting Administrator of NOAA in the organization's history at the time he was replaced, but was subsequently surpassed by his successor, Neil Jacobs. Currently, he is the CEO of Ocean STL Consulting, LLC., and host of The American Blue Economy Podcast.
The NOAA Cooperative Observer Program (COOP) is a citizen weather observer network run by the U.S. National Weather Service (NWS) and National Centers for Environmental Information (NCEI). Over 8,700 volunteers from the fifty states and all territories report at least daily a variety of weather conditions such as daily maximum and minimum temperatures, 24-hour precipitation totals, including snowfall, and significant weather occurrences throughout a day that are recorded via remarks in observer logs. Some stations also report stream stage or tidal levels.
