The Commendation Medal is a mid-level United States military decoration presented for sustained acts of heroism or meritorious service. Each branch of the United States Armed Forces issues its own version of the Commendation Medal, with a fifth version existing for acts of joint military service performed under the Department of Defense.
The Air Force Cross (AFC) is the United States Air Force and United States Space Force's second highest military decoration for airmen and guardians who distinguish themselves with extraordinary heroism in combat with an armed enemy force. The medal is awarded to any person, while serving in any capacity with the Air Force or Space Force, who distinguish themselves by extraordinary heroism, not justifying the award of a Medal of Honor.
General Larry D. Welch is a retired United States Air Force four-star general who served as the 12th Chief of Staff of the United States Air Force. As Chief of Staff, he served as the senior uniformed Air Force officer responsible for the organization, training and equipping of a combined active duty, Guard, Reserve and civilian force serving at locations in the United States and overseas. As a member of the Joint Chiefs of Staff, he and the other service chiefs functioned as the principal military advisers to the Secretary of Defense, National Security Council and the President. He currently serves as the Chairman of the Nuclear Weapon Surety Task Force for the Defense Science Board.
Lucius Theus was an American military officer and aviator. A Tuskegee Airman during World War II, he became the third black Major General in the United States Air Force.

Under his leadership Major General James redirected the DMA – a heritage organization of the National Geospatial-Intelligence Agency – from producing products to meet the requirements of the Cold War to a concept of a Global Geospatial Information System (GGIS) directly accessible to combat commanders of the Rapid Deployment Forces. The GGIS was a major paradigm shift in warfare with the delivery of geographic information to fast-moving military forces.
Betty L. Mullis is a retired USAF command pilot born in Kansas. She is now a civilian airline pilot. Joining the USAF in 1972, she had a 33-year service career in the USAF, before she retired in 2005. During her service, she was awarded the Legion of Merit and the Air Force Distinguished Service Medal and achieved the rank of Major-General.
