A quango or QUANGO is an organisation to which a government has devolved power, but which is still partly controlled and/or financed by government bodies. The term was originally a shortening of "quasi autonomous NGO", where NGO is the acronym for a non-government organization.

Metro is the passenger information brand used by the West Yorkshire Combined Authority in England. It was formed on 1 April 1974 as the West Yorkshire Passenger Transport Executive (WYPTE) at the same time as the metropolitan county of West Yorkshire. The Metro brand has been used from the outset, and since the formal abolition of the WYPTE on 1 April 2014, it has been the public facing name of the organisation. Leeds City Council is the local authority of the City of Leeds in West Yorkshire, England. The Greater Manchester Combined Authority (GMCA) is a combined authority for Greater Manchester, England. It was established on 1 April 2011 and consists of 11 members; 10 indirectly elected members, each a directly elected councillor from one of the ten metropolitan boroughs that comprise Greater Manchester, together with the directly elected Mayor of Greater Manchester. The authority derives most of its powers from the Local Government Act 2000 and Local Democracy, Economic Development and Construction Act 2009, and replaced a range of single-purpose joint boards and quangos to provide a formal administrative authority for Greater Manchester for the first time since the abolition of Greater Manchester County Council in 1986.

West Yorkshire County Council (WYCC) – also known as West Yorkshire Metropolitan County Council (WYMCC) – was the top-tier local government administrative body for West Yorkshire from 1974 to 1986. A strategic authority, with responsibilities for roads, public transport, planning, emergency services and waste disposal, it was composed of 88 directly elected members drawn from the five metropolitan boroughs of West Yorkshire. Wakefield is a metropolitan borough with city status. The council and provides a full range of local government services including Council Tax billing, libraries, social services, town planning, waste collection and disposal, and it is a local education authority. Wakefield is divided into 21 wards, electing 63 councillors. A third of the council is elected for three of every four years.
Mark Burns-Williamson, is a British Labour Party politician who served as the West Yorkshire Police and Crime Commissioner from 2012 to 2021. He was the chair of the West Yorkshire Police Authority from 2003 to 2012 He was also the Wakefield District Councillor for Castleford Central and Glasshoughton Ward from 1998 to 2012.
The Mayor of West Yorkshire is a directly elected mayor responsible for the metropolitan county of West Yorkshire in England. The Mayor chairs and leads the West Yorkshire Combined Authority, and assumes the office and powers of the West Yorkshire Police and Crime Commissioner.
At around £290 billion every year, public sector procurement accounts for around a third of all public expenditure in the UK. EU-based laws continue to apply to government procurement: procurement is governed by the Public Contracts Regulations 2015, Part 3 of the Small Business, Enterprise and Employment Act 2015, and the Public Contracts (Scotland) Regulations of 2015 and 2016. These regulations implement EU law, which applied in the UK prior to Brexit, and also contain rules known as the "Lord Young Rules" promoting access for small and medium enterprise (SMEs) to public sector contracts, based on Lord Young's Review Growing Your Business, published in 2013.
