Gabungan Rakyat Sabah (abbrev: GRS; English: Sabah People's Alliance), officially Gabungan Rakyat Sabah Party [11] [12] is Malaysian coalition of Sabah-based parties. [13] [4]

History

Foundation

On 12 September 2020, Hajiji Noor established an informal alliance named Gabungan Rakyat Sabah (GRS) to compete against Shafie Apdal's ruling Warisan Plus coalition consisting of Sabah Heritage Party (WARISAN), the Democratic Action Party (DAP), Parti Keadilan Rakyat (PKR), and the United Progressive Kinabalu Organisation (UPKO) during the 2020 Sabah state election. The GRS alliance consisted of Muhyiddin's Perikatan Nasional (PN) coalition, the Barisan Nasional (BN) coalition, and Parti Bersatu Sabah (PBS). [2] [4]

During the Sabah state election held on 26 September, the alliance won a simple majority in the Sabah State Legislative Assembly, a total of 38 seats: 17 from Perikatan Nasional, 14 from Barisan Nasional, and seven from PBS. [14] Sabah Perikatan Nasional chairman Hajiji Noor became the new Chief Minister of Sabah on 29 September. [15]

Under the new GRS administration, projects that had been stopped by the previous Sabah government were restarted, including the Sabah Pan-Borneo Highway.

On 9 January 2021, the various leaders of Gabungan Rakyat Sabah signed a memorandum of understanding affirming each party's commitment to the alliance, with chief minister Hajiji Noor maintaining that the alliance would remain intact regardless of the political situation on the peninsula. [16] [17]

Registration and expansion

On 24 November 2021, the alliance's backbenchers club chairperson Salleh Said Keruak floated the idea of registering Gabungan Rakyat Sabah as an official political coalition, arguing it was necessary as a means of strengthening the alliance. [18] The proposal received the support of various party leaders, including Jeffrey Kitingan (STAR), Masidi Manjun (Sabah BERSATU), Yong Teck Lee (SAPP), Bung Mokhtar Radin (UMNO). [19] [20] [21]

The alliance was officially registered and legalised by the Registrar of Societies on 11 March 2022, [2] with Sabah BERSATU, PBS, STAR, and SAPP as its members. [22]

On 9 May 2022, the United Sabah National Organisation (Baru) (USNO Baru) was admitted as a member of the coalition. [23]

On 25 September 2022, GRS chairman Hajiji Noor announced that the coalition would support Barisan Nasional candidates in the upcoming 2022 Malaysian general election, contrary to Perikatan Nasional, of which both Sabah BERSATU and STAR was a member, which had declared Barisan as its main enemy. [24]

Mass defections from Sabah BERSATU

Malaysian United Indigenous Party Sabah, the regional branch of the Malaysian United Indigenous Party, otherwise known as BERSATU, effectively collapsed when all eleven state legislative assemblymen including the party's state chairman Hajiji Noor, and four members of parliament left the party on 10 December 2022. [25] Rumours surfaced that the former members of Sabah BERSATU would take over Parti Gagasan Rakyat Sabah (GAGASAN), [26] [27] which came to pass as Hajiji Noor took over the party on 29 January 2023, with the party itself having been admitted into the coalition earlier on 9 December. [28] [29]

Political analysts regarded Hajiji Noor's decision to leave Sabah BERSATU as a shrewd, [4] with Romzi Ationg commenting that the transformation of the Gabungan Rakyat Sabah coalition into a purely Sabah-based entity had been long awaited by the local population. [30]

However, as a result of the parliamentary anti-hopping law, the four former Sabah BERSATU members of parliament could not join Parti Gagasan Rakyat Sabah. They instead became direct members of the coalition, [31] allowed by the coalition.

Ronald Kiandee is a Malaysian politician. A member of the Malaysian United Indigenous Party (BERSATU) and its Vice President since August 2020 and 2nd State Chairman of Sabah since December 2022, he has served as the Member of Parliament (MP) for Beluran since November 1999. He served as Minister of Agriculture and Food Industries in the Perikatan Nasional (PN) administration under former Prime Minister Muhyiddin Yassin from March 2020 to the collapse of the PN administration in August 2021. He was reappointed to the same post for a second term in the Barisan Nasional (BN) administration under former Prime Minister Ismail Sabri Yaakob from August 2021 until the dissolution of the BN government in November 2022, when BN lost its reelection campaign in the 2022 general election. Prior to serving in the Cabinet, Kiandee was the Chairman of the Public Accounts Committee (PAC) in the Pakatan Harapan (PH) administration from 2018 to 2019 and Deputy Speaker of the Dewan Rakyat in the BN administration from 2008 to 2018. He is presently the sole MP of the Malaysian United Indigenous Party of Sabah and one of the only two Christian MPs of PN alongside Ali Biju.

The United Sabah National Organisation (New) (Malay: Parti Pertubuhan Kebangsaan Sabah Bersatu (Baru); abbrev: USNO (Baru)) is a political party in Sabah, Malaysia. The party was formed in 2013 with the aim of reviving the long-buried struggle of USNO (Lama). The establishment of the new USNO Party was inspired by the struggle of Tun Mustapha Harun from the dissolved old USNO party in favor of the peninsula-based UMNO. This revived political party is also one of the main component parties of the Gabungan Rakyat Sabah coalition (GRS) since March 2022.

The Parti Gagasan Rakyat Sabah or also registered as Parti Gagasan Bersama Rakyat Sabah and better known as Gagasan Rakyat, is a political party based in Sabah, Malaysia mainly to serve as a Sabah-based community and regionalist party. The party was formed and registered on 28 August 2013 by Sabah local politician, Ationg Tituh as a multi-racial Sabah opposition party then with the vision to present the views and will of the original Sabahans to the government. Datuk Seri Panglima Haji Hajiji bin Haji Noor is a Malaysian politician who has served as the 16th Chief Minister of Sabah since 2020 and Member of the Sabah State Legislative Assembly (MLA) for Sulaman since 1990. He is also the first official chairman of political coalition party in Sabah, the Gabungan Rakyat Sabah Party and 3rd President of the Parti Gagasan Rakyat Sabah (GAGASAN).

Jasnih bin Daya is a Malaysian politician who has served as Member of the Sabah State Legislative Assembly (MLA) for Pantai Dalit since September 2020. He served as the State Assistant Minister of Finance of Sabah in the Gabungan Rakyat Sabah (GRS) state administration under Chief Minister Hajiji Noor and Ministers Hajiji and Masidi Manjun from October 2020 to January 2023. He is a member of Parti Gagasan Rakyat Sabah (GAGASAN), a component party of the Gabungan Rakyat Sabah (GRS) coalition. He was a member of the United Malays National Organisation of Sabah, a component party of the Barisan Nasional (BN) coalition. He left Sabah UMNO for GAGASAN on 21 February 2023.

James bin Ratib is a Malaysian politician who served as Sugut N.48 Division Chief of Parti Gagasan Rakyat Sabah (GAGASAN) and also an official member of Sugut Division of GRS-GAGASAN. He is also a politician who has served as the State Minister of Community Development and People's Wellbeing of Sabah in the Gabungan Rakyat Sabah (GRS) state administration under Chief Minister Hajiji Noor since January 2023 and Member of the Sabah State Legislative Assembly (MLA) for Sugut since May 2013. Dr Ruddy bin Awah is a Malaysian politician who has served as the State Assistant Minister of Rural Development of Sabah in the Gabungan Rakyat Sabah (GRS) state administration under Chief Minister Hajiji Noor since January 2023 as well as Member of the Sabah State Legislative Assembly (MLA) for Pitas since September 2020. He served as the State Assistant Minister of Science, Technology and Innovation of Sabah in the GRS state administration under Chief Minister Hajiji from October 2020 to January 2023. The 16th Assembly consists of 79 members that 73 members were elected in the 2020 Sabah election and 6 members were nominated by the Government and is serving from 26 October 2020 until the next state election.

John Ambrose Dumpangol is a Malaysian politician who served as the Senator from January 2018 to January 2024. He is a member of the Parti Gagasan Rakyat Sabah (GAGASAN), a component party of the Gabungan Rakyat Sabah (GRS) coalition and was a member of Malaysian United Indigenous Party of Sabah, a former component party branch of the GRS coalition and component party of the Perikatan Nasional (PN) coalition and was a member of the United Malays National Organisation (UMNO), a component party of the Barisan Nasional (BN) coalition. He left UMNO on 13 December 2018, joined BERSATU on 15 March 2019 and moved to Sabah BERSATU after its formation on 6 April 2019. He left Sabah BERSATU on 10 December 2022. and joined GAGASAN on 5 February 2023. He is of Kadazan-Dusun descent and is a Christian of the Roman Catholic denomination.

Fairuz Renddan is a Malaysian politician who has served as State Assistant Minister of Youth and Sports of Sabah in the Gabungan Rakyat Sabah (GRS) state administration under Chief Minister Hajiji Noor and Minister Ellron Alfred Angin since January 2023 and Member of the Sabah State Legislative Assembly (MLA) for Pintasan since September 2020. He served as State Assistant Minister of Special Tasks and Coordination in the GRS state administration under Chief Minister Hajiji from October 2022 to January 2023. He was political secretary to Chief Minister Hajiji from 2020 to his appointment as an assistant minister in 2022. He is a member of the Parti Gagasan Rakyat Sabah (GAGASAN), a component party of the GRS coalition and was a member of the Malaysian United Indigenous Party of Sabah, a component party of the Perikatan Nasional (PN) and formerly GRS coalition. He served as the State Youth Chief of Sabah BERSATU and Division Youth Chief of BERSATU of Kota Belud.He left Sabah BERSATU on 10 December 2022 and joined GAGASAN on 5 February 2023.

The Anwar Ibrahim cabinet is the current federal cabinet of Malaysia, formed on 3 December 2022, nine days after Anwar Ibrahim took office as the 10th Prime Minister of Malaysia. The composition of the cabinet was announced by Anwar a day earlier on 2 December 2022, consisting of most of the political coalitions and parties represented in the 15th Parliament. Although Perikatan Nasional (PN) was also invited to join the government, it decided to decline the invitation and instead formed the opposition. The government is often referred to as "unity government".

<span class="mw-page-title-main">Malaysian United Indigenous Party of Sabah</span> Sabah branch of a political party of Malaysia

Malaysian United Indigenous Party of Sabah, also abbreviated as Sabah BERSATU or sometimes written as Sabah PPBM, is a branch of a political party in Sabah, Malaysia. Before the mass resignations of the members of the Gabungan Rakyat Sabah (GRS) and the entire leadership of Sabah BERSATU from the party in December 2022, Sabah BERSATU was already split from the central leadership of Malaysian United Indigenous Party (BERSATU) in their political affiliations at the federal level. It was the only branch of BERSATU that moved without direction from the central leader. This party was led and directed by Hajiji Noor and was built independently in political affiliations after the approval of the GRS registration. The branch of the party, together with other component parties of the GRS coalition, partnered with Barisan Nasional (BN) in the 2022 general election, contrary to the rest of BERSATU, which contested under the Perikatan Nasional (PN), opposing BN.

United Malays National Organisation of Sabah, also abbreviated as Sabah UMNO, is a branch of the United Malays National Organisation in Sabah, Malaysia. Sabah UMNO supported and was part of the federal government under Prime Minister Anwar Ibrahim. Sabah UMNO also had one elected representatives holding a deputy ministerial positions respectively in the Anwar Ibrahim cabinet.

<span class="mw-page-title-main">2023 Sabah political crisis</span> Political crisis in Sabah, Malaysia

The 2023 Sabah political crisis or widely reported on local media as Langkah Kinabalu or the Kinabalu Move, began on 6 January 2023, when the state government of Sabah led by Gabungan Rakyat Sabah (GRS) collapsed when its coalition party Barisan Nasional (BN) withdrew its support. The Leader of UMNO Sabah, a component party of BN, Bung Moktar Radin, Kinabatangan Member of Parliament (MP) and Lamag Assemblyman, cited a lack of confidence in the leadership of Chief Minister of Sabah Hajiji Noor in the withdrawal. UMNO Sabah want to change support from supporting GRS coalition to supporting the WARISAN Plus coalition. On 9 January, both Malaysian leaders, prime minister Anwar Ibrahim and deputy prime minister Ahmad Zahid Hamidi travelled to Kota Kinabalu to meet with Sabah political leaders. This crisis resulted in the approval of the Anti-Switching Parties Law in Sabah (approved in 25 May 2023).

In Malaysian politics, a frog refers to an act where a politician crosses the bench from one party to another (changing support). This term was first coined in during the 1994 Sabah state elections after United Sabah Party losing its majority even the party won the state elections. Despite its usage nationwide, it is more familiar within the state of Sabah. Since May 25, 2023, nine (9) states of Malaysia has approved the Parties hopping prevention law also known as the "Anti-Switching Parties Law" or "Anti-Hopping Parties Law" for both Parliament and State legislative assembly including Sabah and Sarawak.
