Territorial authorities are the second tier of local government in New Zealand, below regional councils. There are 67 territorial authorities: 13 city councils, 53 district councils and the Chatham Islands Council. District councils serve a combination of rural and urban communities, while city councils administer the larger urban areas. Five territorial authorities also perform the functions of a regional council and thus are unitary authorities. The Chatham Islands Council is a sui generis territorial authority that is similar to a unitary authority.
Triennial elections for all 74 cities, districts, twelve regional councils and all district health boards in New Zealand were held on 9 October 2004. Most councils were elected using the first-past-the-post method, but ten were elected using the single transferable vote (STV) method. It was the first time that the STV method was available; the change came through successful lobbying by Rod Donald.

There have been 43 mayors so far.
Waimate is a town in Canterbury, New Zealand and the seat of Waimate District. It is situated just inland from the eastern coast of the South Island. The town is reached via a short detour west when travelling on State Highway One, the main North/South road. Waimate is 45.7 km south of Timaru, Canterbury's second city, 20 km north of the Waitaki River, which forms the border between Canterbury and the Otago province to the south and 47.5 km north of Oamaru, the main town of the Waitaki District.
Waimate District is a territorial authority located in the Canterbury Region of the South Island of New Zealand. The main town is Waimate, while there are many smaller rural communities dispersed throughout the area. Its boundary to the south is the Waitaki River, to the west Lake Benmore and to the north-east the Pareora River.

Under section 10 of the Local Electoral Act 2001, a "general election of members of every local authority or community board must be held on the second Saturday in October in every third year" from the date the Act came into effect in 2001, meaning 8 October 2016.
The Mayor of Central Otago officiates over the Central Otago District of New Zealand which is administered by the Central Otago District Council. The first Mayor of Central Otago was W.S. McIntosh who was elected in 1989, when following the local government reforms of that year, the Central Otago District Council was formed in the place of the previous county and borough councils of Central Otago.
Waimate District Council is the territorial authority for the Waimate District of New Zealand.
The Mayor of Thames-Coromandel officiates over the Thames-Coromandel District of New Zealand, which is administered by a district council. The office has existed since 1975, when the Thames Borough and the Coromandel County were amalgamated.
The Mayor of Whangarei is the directly elected head of the Whangarei District Council, the local government authority for the Whangarei District in New Zealand, which it controls as a territorial authority. The position has existed since 27 October 1896, when the Whangarei Borough Council was constituted. Later the mayor presided over Whangarei City Council. The position has existed in its present form since 1 November 1989, following the amalgamation of Whangarei County Council, Whangarei City Council and Hikurangi Town Board. The mayor is supported by a deputy mayor.
