Neath Port Talbot is a county borough and one of the unitary authority areas of Wales. Neath Port Talbot is the eighth most populous local authority area in Wales and the third most populous county borough. The actual population taken at the 2011 census was 139,812. The coastal areas are mainly English-speaking, however there are many Welsh-speaking communities in the Valleys to the north of the borough.

It had a population in 2011 of 3,063,456 and has a total area of 20,779 km2 (8,023 sq mi). Wales has over 1,680 miles (2,700 km) of coastline and is largely mountainous with its higher peaks in the north and central areas, including Snowdon, its highest summit. The country lies within the north temperate zone and has a changeable, maritime climate.

A community is a division of land in Wales that forms the lowest tier of local government in Wales. Welsh communities are analogous to civil parishes in England. In 2016 there were 870 communities in Wales.

Neath North includes some or all of the neighbourhoods of Llantwit and Neath town centre in the parliamentary constituency of Neath. It is bounded by the wards of Bryncoch South to the northwest; Cadoxton to the North; Tonna to the northeast; Cimla to the southeast; Neath South to the south; and Neath East to the southwest.

Bryncoch South is an electoral ward of Neath Port Talbot county borough, Wales forming part of the parish of Blaenhonddan. The ward elects two county councillors to Neath Port Talbot County Borough Council.

The Welsh language spelling is Cymla, pronounced the same way. Its meaning is a place with common land, which it presumably was until industrial expansion led to its being covered with housing.

The 2012 United Kingdom local elections were held across England, Scotland and Wales on 3 May 2012. Elections were held in 128 English local authorities, all 32 Scottish local authorities and 21 of the 22 Welsh unitary authorities, alongside three mayoral elections including the London mayoralty and the London Assembly. Referendums were also held in 11 English cities to determine whether or not to introduce directly elected mayors.

Cllr Lockyer initially won his seat at a by-election on 6 May 2010, on a 63% turnout. [2] This had followed the resignation of previous Labour councillor, Derek Vaughan, who had been elected as a Member of the European Parliament for Wales in 2009. He had been councillor for Neath North since 1995. [3]

Between 1989 and 1996 Neath North was a ward to West Glamorgan County Council. The Labour councillor, Frank Evans, had previously been a representative for the Neath No.1 ward and was elected unopposed to Neath North in 1989. He was re-elected in 1993. [4] He was elected to Neath Port Talbot Council in 1995.
