Harm reduction, or harm minimization, refers to a range of public health policies designed to lessen the negative social and/or physical consequences associated with various human behaviors, both legal and illegal. Harm reduction is used to decrease negative consequences of recreational drug use and sexual activity without requiring abstinence, recognizing that those unable or unwilling to stop can still make positive change to protect themselves and others.
Drug courts are judicially supervised court dockets that provide a sentencing alternative of treatment combined with supervision for people living with serious substance use. Women in Distress (WID) is a nationally accredited, state-certified, full service domestic violence center in Broward County, Florida. WID adopts an empowerment based model. WID provides victims of domestic violence with safe shelter, crisis intervention and resources, and raises community awareness through intervention, education and advocacy. WID works in partnership with the Broward County Sheriff's Office (BSO). At a press conference in October 2009, Florida Governor Charlie Crist commended Women in Distress and Broward Sheriff's Office for their joint efforts to combat domestic violence. Tiffany Carr, the CEO of Florida Coalition Against Domestic Violence (FCADV) said Broward County had been chosen to lead the rollout of Florida's new $1.2 million program to combat child abuse, because the successful partnership between Women in Distress and Broward Sheriff's Office had rapidly exceeded all expectations.

Risky sexual behavior is the description of the activity that will increase the probability that a person engaging in sexual activity with another person infected with a sexually transmitted infection will be infected or become pregnant, or make a partner pregnant. It can mean two similar things: the behavior itself, the description of the partner's behavior. The behavior could be unprotected vaginal, oral, or anal intercourse. The partner could be a nonexclusive partner, HIV-positive, or an person who injects substances. Substance use is associated with risky sexual behaviors.
