The administrative divisions of Brunei mainly consist of daerah (districts), mukim (subdistricts) and kampung or kampong (villages). They are organised hierarchically, with daerah being the first level and kampong the third level.

There are also a few municipal divisions: Bandar Seri Begawan and a few district towns. They are considered to be outside the hierarchy of the main administrative division.

All the administrative divisions are under direct governance of the government through the Ministry of Home Affairs. Generally, the administrative divisions serve for population census. The administrative areas have limited to no autonomy, and is more pronounced towards the lowest administrative level. The major socio-political aspects such as education and law are centralised and managed through separate government ministries or departments.

Districts

There are four districts in Brunei: Brunei-Muara, Belait, Tutong and Temburong. Brunei-Muara is the smallest district but has the most population. [1] Belait is the largest district and the centre for the production of oil and gas. [2]

A district is headed by a Pegawai Daerah or District Officer and assisted by an Assistant District Officer.

Mukims

The administrative level of mukim lies below the district. At present, there are 38 mukims, with 17 in Brunei-Muara, [3] 8 in Tutong, [4] 8 in Belait [5] and 5 in Temburong District. [6] A mukim is headed by a penghulu.

Villages

A village (Malay : kampung or kampong) is the lowest administrative level in Brunei and headed by a ketua kampong or village head. Its population varies from a few hundreds to units of thousands.

Kampong Ayer is not considered a kampong administrative division. It is simply a common term in referring to the whole of the cluster of settlements on the Brunei River. However, Kampong Ayer is a large area which consists of a few mukim and a number of kampong. [3]

Municipalities

There are four areas of population which are considered to be bandaran or municipality, namely:

The municipalities are considered outside the hierarchy of the main administrative division, as their spatial jurisdiction do not necessarily fit to any of the levels, as well as their sizes are not consistent — Bandar Seri Begawan comprises several mukims but other towns comprise only a few villages. Also, the municipalities are governed under different departments from that which administer the districts and their subdivisions, although still within the same ministry. [7]

The municipalities are headed by Pengerusi Lembaga Bandaran or Town Board Chairman.

While Bangar is the focal town of Temburong, it is yet to have a municipal status. Although the official name for Bangar is Pekan Bangar (literally translates as 'Bangar Town'), it is a village subdivision. Similarly, Muara (Malay : Pekan Muara) is a port town in Brunei-Muara District but it is also administered as a village under the mukim of Serasa.

Districts are the principal administrative divisions of Brunei. The country is divided into four districts, namely Brunei-Muara, Belait, Tutong and Temburong. Temburong is an exclave; it is physically separated from the three other districts by the Brunei Bay and Malaysian state of Sarawak. Each district has a town as its administrative and main economic centre, with the exception of Brunei-Muara, where the principal centre is Bandar Seri Begawan, a city and the country's capital.

Brunei-Muara District or simply Brunei-Muara is one of the four districts of Brunei. It has the smallest area among the four districts, with 571 square kilometres (220 sq mi), yet is the most populous, with 289,630 people as of 2016. Bandar Seri Begawan, the country's capital, is located in this district, which is also de facto the district's capital. It is also home to Brunei International Airport, the country's only international airport, as well as Muara Port, the main and only deep-water port in the country. The Brunei River flows within this district and is home to Kampong Ayer, the traditional historic settlement on stilts above the river.

Tutong District or simply Tutong is one of the four districts of Brunei. It has an area of 1,166 square kilometres (450 sq mi); the population was 48,313 in 2016. The administrative town is Pekan Tutong. It is home to Tasek Merimbun, the country's largest natural lake.

Kuala Belait is the administrative town of Belait District, Brunei. The population of the town proper was 4,259 in 2016. Kuala Belait is officially a municipal area, as well as a village under the mukim of the same name. The town is located 85 kilometres (53 mi) west of the country's capital Bandar Seri Begawan, and 20 kilometres (12 mi) west of Seria, the district's other town. It is also in the westernmost part of country, near the mouth of the Belait River.

Municipalities in Brunei are settlements which have been incorporated by the government to run as municipalities. They are independent from the hierarchy of the country's subdivisions but nevertheless overlap with mukims and villages, the second- and third-level administrative divisions of Brunei. The governing body of a municipality is municipal department which is a government department under the Ministry of Home Affairs; the head is a chairman which is equivalent to mayor.
