The Carter Doctrine was a policy proclaimed by President of the United States Jimmy Carter in his State of the Union Address on January 23, 1980, which stated that the United States would use military force, if necessary, to defend its national interests in the Persian Gulf. It was a response to the Soviet Union's intervention in Afghanistan in 1979, and it was intended to deter the Soviet Union, the United States' Cold War adversary, from seeking hegemony in the Persian Gulf region.

The following key sentence, written by Zbigniew Brzezinski, President Carter's National Security Adviser, concludes the section:

Let our position be absolutely clear: An attempt by any outside force to gain control of the Persian Gulf region will be regarded as an assault on the vital interests of the United States of America, and such an assault will be repelled by any means necessary, including military force.

Brzezinski modeled the wording on the Truman Doctrine, [1] and insisted the sentence to be included in the speech "to make it very clear that the Soviets should stay away from the Persian Gulf." [2]

In The Prize: The Epic Quest for Oil, Money, and Power , author Daniel Yergin notes that the Carter Doctrine "bore striking similarities" to a 1903 British declaration in which British Foreign Secretary Lord Lansdowne warned Russia and Germany that the British would "regard the establishment of a naval base or of a fortified port in the Persian Gulf by any other power as a very grave menace to British interests, and we should certainly resist it with all the means at our disposal." [3]

The Persian Gulf region was first proclaimed to be of national interest to the United States during World War II. Petroleum is centrally important to modern armies. The United States, the world's leading oil producer at the time, supplied most of the oil for the Allied armies. Many American strategists were concerned that the war would dangerously reduce the US's oil supply and so they sought to establish good relations with Saudi Arabia, a kingdom with large oil reserves. On February 16, 1943, US President Franklin Roosevelt said, "the defense of Saudi Arabia is vital to the defense of the United States." [4]

On February 14, 1945, while he was returning from the Yalta Conference, Roosevelt met with Saudi Arabian King Ibn Saud on the Great Bitter Lake in the Suez Canal, the first time a US president had visited the Persian Gulf region. During Operation Desert Shield in 1990, US Defense Secretary Dick Cheney cited the landmark meeting between Roosevelt and Ibn Saud as one of the justifications for sending troops to protect Saudi Arabia's border. [5]

In World War II, Britain and the Soviet Union had jointly invaded and partitioned Iran in 1941 which was to end with the conclusion of the war. However, Soviet-aligned rebellions, the Azerbaijan People's Government and Republic of Mahabad, created a crisis in the Allied occupation zone, the Iran crisis of 1946, which was one of the first struggles of the Cold War. U.S. pressure on the Soviets to withdraw from Iran was one of the first postwar conflicts between the two superpowers. [6] [7]

The Persian Gulf region was still regarded as an area of vital importance to the US during the Cold War. Three Cold War American presidential doctrines (the Truman, Eisenhower, and Nixon Doctrines) played roles in forming the Carter Doctrine. The Truman Doctrine, which stated that the US would send military aid to countries threatened by Soviet communism, was used to strengthen both Iran and Saudi Arabia's security. In October 1950, President Truman wrote to Ibn Saud that "the United States is interested in the preservation of the independence and territorial integrity of Saudi Arabia. No threat to your Kingdom could occur which would not be a matter of immediate concern to the United States." [8]

The Eisenhower Doctrine called for US troops to be sent to the Middle East to defend US allies against their Soviet-backed adversaries. Ultimately, the Nixon Doctrine's application provided military aid to Iran and Saudi Arabia so that US allies could ensure peace and stability there. In 1979, the Iranian Revolution and the Soviet intervention of Afghanistan prompted the restatement of US interests in the region in the form of the Carter Doctrine. [9] The Yemenite War of 1979, with Soviet support to South Yemen, may also have been a "smaller shock" contributing to the crisis of that year, and Carter's foreign policy shift. [10] National Security Advisor Zbigniew Brzezinski advised President Carter that the United States's "greatest vulnerability" lay on an arc "stretching from Chittagong through Islamabad to Aden." Henry Kissinger gave Carter similar advice. [11]

In July 1979, responding to a national energy crisis that resulted from the Iranian Revolution, President Carter delivered his "Crisis of Confidence" speech, urging Americans to reduce their energy use to help lessen American dependence on foreign oil supplies. [12] Recently, some scholars have claimed that Carter's energy plan, if it had been fully enacted, would have prevented some of the current economic difficulties caused by the American dependency on foreign oil. [13]

The 1979 oil crisis also led to a vast surge in energy wealth for the oil-rich Soviet Union, which along the lines of resource curse literature, has been hypothesized to have caused the boldness of Soviet Politburo in the intervention in the first place. [14] Previously, the Soviet Union's "Third World" strategy combined largely cautious support of revolutions with covert action. However, the invasion of Afghanistan indicated that Soviet policy had become more direct and belligerent. This was seen to advance a long-term Soviet geopolitical goal, the acquisition of strategic presence on the Indian Ocean, closer to the realm of possibility. [14] This caused previous critics of containment policy to become some of its major supporters.

Over the course of January 1980 in response to the Afghan intervention, Carter withdrew the SALT II treaty from consideration before the Senate, [15] recalled the US Ambassador Thomas J. Watson from Moscow, [16] curtailed grain sales to the Soviet Union, [17] and suspended high-technology exports to the Soviet Union. [17] [14]

The doctrine

President Carter, in his State of the Union Address on January 23, 1980, after stating that Soviet troops in Afghanistan posed "a grave threat to the free movement of Middle East oil," proclaimed: [18]

The region which is now threatened by Soviet troops in Afghanistan is of great strategic importance: It contains more than two-thirds of the world's exportable oil. The Soviet effort to dominate Afghanistan has brought Soviet military forces to within 300 miles of the Indian Ocean and close to the Straits of Hormuz, a waterway through which most of the world's oil must flow. The Soviet Union is now attempting to consolidate a strategic position, therefore, that poses a grave threat to the free movement of Middle East oil.
This situation demands careful thought, steady nerves, and resolute action, not only for this year but for many years to come. It demands collective efforts to meet this new threat to security in the Persian Gulf and in Southwest Asia. It demands the participation of all those who rely on oil from the Middle East and who are concerned with global peace and stability. And it demands consultation and close cooperation with countries in the area which might be threatened.
Meeting this challenge will take national will, diplomatic and political wisdom, economic sacrifice, and, of course, military capability. We must call on the best that is in us to preserve the security of this crucial region.

Implementation

The Carter administration began to build up the Rapid Deployment Force, which would eventually become CENTCOM. In the interim, the administration asked Congress to restart Selective Service registration, proposed a five percent increase in military spending for each of the next five years, and expanded the US naval presence in the Persian Gulf and the Indian Ocean. [19] :855 [20] :123

A negative response came from retired strategist George F. Kennan. [21] United States Senator Edward Kennedy charged that Carter had overreacted, exaggerated the Soviet threat, and failed to act diplomatically. Kennedy repeated these allegations during his 1980 Democratic presidential primary bid, in which he was defeated. [22]

Carter's successor, Ronald Reagan, extended the policy in October 1981 with what is sometimes called the "Reagan Corollary to the Carter Doctrine,"[ citation needed ] which proclaimed that the United States would intervene to protect Saudi Arabia, whose security was believed to be threatened during the Iran–Iraq War. Thus, while the Carter Doctrine warned away outside forces from the region, the Reagan Corollary pledged to secure internal stability. According to diplomat Howard Teicher, "with the enunciation of the Reagan Corollary, the policy groundwork was laid for Operation Desert Storm." [23]

Johnson from 1966 to 1968 and was President Jimmy Carter's National Security Advisor from 1977 to 1981. As a scholar, Brzezinski belonged to the realist school of international relations, standing in the geopolitical tradition of Halford Mackinder and Nicholas J. Spykman, while elements of liberal idealism have also been identified in his outlook. Brzezinski was the primary organizer of The Trilateral Commission.

The Nixon Doctrine was put forth during a press conference in Guam on July 25, 1969, by President of the United States Richard Nixon and later formalized in his speech on Vietnamization of the Vietnam War on November 3, 1969. According to Gregg Brazinsky, author of "Nation Building in South Korea: Koreans, Americans, and the Making of a Democracy", Nixon stated that "the United States would assist in the defense and developments of allies and friends", but would not "undertake all the defense of the free nations of the world." This doctrine meant that each ally nation was in charge of its own security in general, but the United States would act as a nuclear umbrella when requested. The Doctrine argued for the pursuit of peace through a partnership with American allies.

The Reagan Doctrine was stated by United States President Ronald Reagan in his State of the Union address on February 6, 1985: "We must not break faith with those who are risking their lives—on every continent from Afghanistan to Nicaragua—to defy Soviet-supported aggression and secure rights which have been ours from birth." It was a strategy implemented by the Reagan Administration to overwhelm the global influence of the Soviet Union in the late Cold War. The doctrine was a centerpiece of United States foreign policy from the early 1980s until the end of the Cold War in 1991.

In October 1973, the Organization of Arab Petroleum Exporting Countries (OAPEC) announced that it was implementing a total oil embargo against the countries who had supported Israel at any point during the Fourth Arab–Israeli War, which began after Egypt and Syria launched a large-scale surprise attack in an ultimately unsuccessful attempt to recover the territories that they had lost to Israel during the Third Arab–Israeli War. In an effort that was led by Faisal of Saudi Arabia, the initial countries that OAPEC targeted were Canada, Japan, the Netherlands, the United Kingdom, and the United States. This list was later expanded to include Portugal, Rhodesia, and South Africa. In March 1974, OAPEC lifted the embargo, but the price of oil had risen by nearly 300%: from US$3 per barrel ($19/m3) to nearly US$12 per barrel ($75/m3) globally. Prices in the United States were significantly higher than the global average. After it was implemented, the embargo caused an oil crisis, or "shock", with many short- and long-term effects on the global economy as well as on global politics. The 1973 embargo later came to be referred to as the "first oil shock" vis-à-vis the "second oil shock" that was the 1979 oil crisis, brought upon by the Iranian Revolution.

A drop in oil production in the wake of the Iranian Revolution led to an energy crisis in 1979. Although the global oil supply only decreased by approximately four percent, the oil markets' reaction raised the price of crude oil drastically over the next 12 months, more than doubling it to $39.50 per barrel ($248/m3). The sudden increase in price was connected with fuel shortages and long lines at gas stations similar to the 1973 oil crisis.

A United States presidential doctrine comprises the key goals, attitudes, or stances for United States foreign affairs outlined by a president. Most presidential doctrines are related to the Cold War. Though many U.S. presidents had themes related to their handling of foreign policy, the term doctrine generally applies to presidents such as James Monroe, Harry S. Truman, Richard Nixon, Jimmy Carter and Ronald Reagan, all of whom had doctrines which more completely characterized their foreign policy.

<span class="mw-page-title-main">Rollback</span> Strategy of forcing a change

In political science, rollback is the strategy of forcing a change in the major policies of a state, usually by replacing its ruling regime. It contrasts with containment, which means preventing the expansion of that state; and with détente, which means developing a working relationship with that state. Most of the discussions of rollback in the scholarly literature deal with United States foreign policy toward communist countries during the Cold War. The rollback strategy was tried and was not successful in Korea in 1950 and in Cuba in 1961, but it was successful in Grenada in 1983. The United States discussed the use of rollback during the East German uprising of 1953 and the Hungarian Revolution of 1956, which were ultimately crushed by the Soviet Army, but decided against it to avoid the risk of a major war.

American support for Ba'athist Iraq during the Iran–Iraq War, in which it fought against post-revolutionary Iran, included several billion dollars' worth of economic aid, the sale of dual-use technology, military intelligence, and special operations training. The U.S. refused to sell arms to Iraq directly due to Iraq's ties to terrorist groups, but several sales of "dual-use" technology have been documented; notably, Iraq purchased 45 Bell helicopters for $200 million in 1985. Of particular interest for contemporary Iran–United States relations are accusations that the U.S. government actively encouraged Iraqi leader Saddam Hussein to invade Iran, supported by a considerable amount of circumstantial evidence and generally regarded as the conventional wisdom in the Arab world, but several scholars and former U.S. government officials deny that any such collusion occurred, and no direct documentary proof of it has been found.

Cold War liberal is a term that was used in the United States during the Cold War, which began after the end of World War II. The term was used to describe liberal politicians and labor union leaders who supported democracy and equality. They supported the growth of labor unions, the civil rights movement, and the war on poverty and simultaneously opposing totalitarianism commonly seen under Communist rule at the time. Cold War liberals supported efforts of containment, such as diplomat George F. Kennan and U.S. president Harry S. Truman during the post-World War II era, towards Soviet Communism.

<span class="mw-page-title-main">Operation Cyclone</span> 1979–1992 CIA program to fund Islamic jihadists in the Soviet–Afghan War

Operation Cyclone was the code name for the United States Central Intelligence Agency (CIA) program to arm and finance the Afghan mujahideen in Afghanistan from 1979 to 1992, prior to and during the military intervention by the USSR in support of the Democratic Republic of Afghanistan. The mujahideen were also supported by Britain's MI6, who conducted their own separate covert actions. The program leaned heavily towards supporting militant Islamic groups, including groups with jihadist ties, that were favored by the regime of Muhammad Zia-ul-Haq in neighboring Pakistan, rather than other, less ideological Afghan resistance groups that had also been fighting the Soviet-oriented Democratic Republic of Afghanistan administration since before the Soviet intervention.

United States foreign policy in the Middle East has its roots in the early 19th-century Tripolitan War that occurred shortly after the 1776 establishment of the United States as an independent sovereign state, but became much more expansive in the aftermath of World War II. With the goal of preventing the Soviet Union from gaining influence in the region during the Cold War, American foreign policy saw the deliverance of extensive support in various forms to anti-communist and anti-Soviet regimes; among the top priorities for the U.S. with regards to this goal was its support for the State of Israel against its Soviet-backed neighbouring Arab countries during the peak of the Arab–Israeli conflict. The U.S. also came to replace the United Kingdom as the main security patron for Saudi Arabia as well as the other Arab states of the Persian Gulf in the 1960s and 1970s in order to ensure, among other goals, a stable flow of oil from the Persian Gulf. As of 2023, the U.S. has diplomatic relations with every country in the Middle East except for Iran, with whom relations were severed after the 1979 Islamic Revolution, and Syria, with whom relations were suspended in 2012 following the outbreak of the Syrian Civil War.

The Safari Club was a covert alliance of intelligence services formed in 1976 that ran clandestine operations around Africa at a time when the United States Congress had limited the power of the CIA after years of abuses and when Portugal was dismantling its colonial empire in Africa. Its formal members were the pre-revolution (Pahlavi) Iran, Egypt, Saudi Arabia, Morocco and France. The group maintained informal connections with the United States, South Africa, Rhodesia and Israel. The group executed a successful military intervention in Zaire in response to an invasion from Angola. It also provided arms to Somalia in its 1977–1978 conflict with Ethiopia. It organized secret diplomacy relating to anti-Communism in Africa, and has been credited with initiating the process resulting in the 1979 Egypt–Israel peace treaty.

Jimmy Carter's tenure as the 39th president of the United States began with his inauguration on January 20, 1977, and ended on January 20, 1981. Carter, a Democrat from Georgia, took office following his narrow victory over Republican incumbent president Gerald Ford in the 1976 presidential election. His presidency ended following his landslide defeat in the 1980 presidential election to Republican Ronald Reagan, after one term in office. Aged 99, he is the oldest living, longest-lived and longest-married president, and has the longest post-presidency. He is the fourth-oldest living former state leader.

The Afghanistan conflict began in 1978 and has coincided with several notable operations by the United States (U.S.) Central Intelligence Agency (CIA). The first operation, code-named Operation Cyclone, began in mid-1979, during the Presidency of Jimmy Carter. It financed and eventually supplied weapons to the anti-communist mujahideen guerrillas in Afghanistan following an April 1978 coup by the People's Democratic Party of Afghanistan (PDPA) and throughout the nearly ten-year military occupation of Afghanistan by the Soviet Union (U.S.S.R.). Carter's successor, Ronald Reagan, supported an expansion of the Reagan Doctrine, which aided the mujahideen along with several other anti-Soviet resistance movements around the world.

Bilateral relations between Iran and Saudi Arabia have been strained over several geopolitical issues, such as aspirations for regional leadership, oil export policy and relations with the United States and other Western countries. Diplomatic relations were suspended from 1987 to 1990, and in 2016 for seven years following certain issues like the intervention in Yemen, Iran embassy bombing in Yemen, incidents in 2015 Hajj, the execution of Nimr al-Nimr, the attack on the Saudi diplomatic missions in Iran. Iran and Saudi Arabia are engaged in an ongoing struggle for influence in the Middle East and other regions of the Muslim world. The two countries have provided varying degrees of support to opposing sides in nearby conflicts, including the civil wars in Syria and Yemen; and disputes in Bahrain, Lebanon, Qatar, and Iraq. The struggle also extends to disputes or broader competition in other countries globally including in West, North and East Africa, South, Central, Southeast Asia, the Balkans, and the Caucasus.

The United States foreign policy during the presidency of Jimmy Carter (1977–1981) was dominated by the Cold War, a period of sustained geopolitical tension between the United States and the Soviet Union.

The Gulf War began on the 2 August 1990, when Iraq invaded Kuwait. The war was fought between the international coalition led by the United States of America against Iraq. Saddam Hussein's rationale behind the invasion is disputed and largely unknown. No Iraqi document has ever been discovered explicitly listing these.

During the Soviet–Afghan War, there was a large amount of foreign involvement. The Afghan mujahidin were backed primarily by Pakistan, the United States, Saudi Arabia, and the United Kingdom making it a Cold War proxy war. Pakistani forces trained the mujahidin rebels while the U.S. and Saudi Arabia offered the greatest financial support. However, private donors and religious charities throughout the Muslim world—particularly in the Persian Gulf—raised considerably more funds for the Afghan rebels than any foreign government; Jason Burke recounts that "as little as 25 per cent of the money for the Afghan jihad was actually supplied directly by states." Saudi Arabia was heavily involved in the war effort and matched the United States' contributions dollar-for-dollar in public funds. Saudi Arabia also gathered an enormous amount of money for the Afghan mujahidin in private donations that amounted to about $20 million per month at their peak. Other countries that supported the Mujahideen were Egypt, China, West Germany, France, Turkey, Japan and even Israel, Iran on the other hand only supported the Shia Mujahideen, namely the Persian speaking Shiite Hazaras in a limited way. One of these groups was the Tehran Eight, a political union of Afghan Shi'a. They were supplied predominately by the Islamic Revolutionary Guard Corps, but Iran's support for the Hazaras nevertheless frustrated efforts for a united Mujahidin front.
