The Rural Housing Service (RHS) is an agency of the United States Department of Agriculture (USDA). Located within the Department's Rural Development mission area. RHS operates a broad range of programs to provide moderate- low- and very-low-income Americans in rural communities with:

RHS administers direct loans, loan guarantees and grants. Direct loans are made and serviced by USDA staff; loan guarantees are made to banks or other private lenders, and grants are made directly to a person or organization.

RHS works with other federal agencies, and a number of both nonprofit and private organizations nationally, in order to pool resources to help America's rural residents most effectively.

The RHS National Office is located in Washington, D.C., and is responsible for setting policy, developing regulations, and performing oversight. In the field, RHS operations are carried out through the USDA's state and local Rural Development offices and service centers, several of which are located in each state and Puerto Rico. (Four multistate offices exist in addition to local offices within the states -- Vermont/New Hampshire; Massachusetts/Connecticut/Rhode Island; Maryland/Delaware; and Florida/Virgin Islands.) The Customer Service Center, located in St. Louis, Missouri, provides loan origination and servicing directly to RHS Single-Family Housing borrowers.

For all Rural Development programs, the rural area definition was revised by the 2014 Farm Bill. Specifically, the Farm Bill allows some areas with populations up to 35,000 to remain eligible until receipt of the 2020 decennial census. Effective February 2, 2015, areas with populations greater than 35,000 no longer qualify for Rural Housing Program assistance.

Any area classified as “rural” or a “rural area” prior to October 1, 1990, and determined not to be “rural” or a “rural area” as a result of data received from or after the 1990, 2000, or 2010 decennial census, and any area deemed to be a “rural area” at any time during the period beginning January 1, 2000, and ending December 31, 2010, shall continue to be so classified until the receipt of data from the decennial census in the year 2020, if such area has a population in excess of 10,000 but not in excess of 35,000, is rural in character, and has a serious lack of mortgage credit for lower and moderate-income families.

An exception to the rural eligibility requirements is the Farm Labor Housing Program]l (Section 514/516), which is the only federal program available for development of housing for farm workers. This program is available in both rural and urban areas.

It was created in 1935 as the Rural Electrification Administration (REA), a New Deal agency promoting rural electrification.

The Farm Service Agency (FSA) is the United States Department of Agriculture agency that was formed by merging the farm loan portfolio and staff of the Farmers Home Administration (FmHA) and the Agricultural Stabilization and Conservation Service (ASCS). The Farm Service Agency implements agricultural policy, administers credit and loan programs, and manages conservation, commodity, disaster, and farm marketing programs through a national network of offices. The Rural Business-Cooperative Service is one of three agencies within USDA Rural Development responsible for administering various economic development programs to rural communities in the United States and its territories. Because these three agencies are closely aligned, they are commonly referred to as the USDA Rural Development, Business & Cooperative Programs.

A VA loan is a mortgage loan in the United States guaranteed by the United States Department of Veterans Affairs (VA). The program is for American veterans, military members currently serving in the U.S. military, reservists and select surviving spouses and can be used to purchase single-family homes, condominiums, multi-unit properties, manufactured homes and new construction. The VA does not originate loans, but sets the rules for who may qualify, issues minimum guidelines and requirements under which mortgages may be offered and financially guarantees loans that qualify under the program.

Nehemiah Corporation of America is a non-profit organization based in Sacramento, California specializing in homeownership, affordable housing and community development. It started in 1994 as a small organization, but grew to prominence later in the 1990s after it developed a program that allowed home buyers to make down payments on their purchases using funds that were derived from the home sellers. This program, the Nehemiah Program, became popular and was widely emulated, giving birth to what came to be known as the seller-funded down-payment assistance industry. The industry attracted criticism from U.S. federal agencies and was ultimately shut down in 2008 by a change in federal law.

A loan guarantee, in finance, is a promise by one party to assume the debt obligation of a borrower if that borrower defaults. A guarantee can be limited or unlimited, making the guarantor liable for only a portion or all of the debt.

Section 516 grants are a USDA farm labor housing program authorized by Section 516 of the Housing Act of 1949. Qualified nonprofit organizations, Indian tribes, or public bodies obtain grants for the development cost of farm labor housing. Grants may be used simultaneously with Section 514 loans if the housing, for which there is a “pressing need,” will not be built without assistance from the Rural Housing Service (RHS). Grants may be made for up to 90% of the development cost of the housing. In a given fiscal year, up to 10% of the Section 516 funds shall be for domestic and migrant farm worker housing. Applicants must contribute at least 10% of the total development costs from their own resources or from other sources including Section 514 loans. Funds may be used to buy, build, or improve housing and related facilities for farm workers, and to purchase and improve the land where the housing will be located, including installation of streets, water supply and waste disposal systems, parking areas, and driveways as well as for the purchase and installation of appliances such as ranges, refrigerators, and clothes washers and dryers. Related facilities may include the maintenance workshop, recreation center, small infirmary, laundry room, day care center, and office and living quarters for the resident manager.

Section 514 loans are a domestic, farm labor housing program in the United States, authorized under Section 514 of the Housing Act of 1949. They are the only nationwide program to provide housing for farm laborers. The Rural Housing Service (RHS) makes loans to farm owners, associations of farm owners, Indian tribes, or nonprofit organizations to provide modest living quarters, basic household furnishings, and related facilities. Loans may also be used to repair existing housing for farm labor use. The loans are repayable in 33 years and bear an interest rate of 1%.

Section 502 loans are a rural housing loan program, administered by the Rural Housing Service (RHS), authorized under Section 502 of the Housing Act of 1949. Borrowers may obtain loans for purchasing or repairing new or existing single-family housing. Loans are made directly by RHS or by private lenders with a USDA guarantee. Borrowers with income of 80% or less of the area median may be eligible for 33- year direct loans and may receive payment assistance to bring the interest rate to as low as 1%. In a given fiscal year, at least 40% of the units financed under this section must be made available only to very low-income families or individuals. In addition, families or individuals at or below 60% of the area median may qualify for loan terms up to 38 years. Borrowers must have the means to repay the loans, but be unable to secure reasonable credit terms elsewhere. Borrowers with income of up to 115% of the area median may be eligible for 30-year guaranteed loans from private lenders. Priority is given to first-time home buyers, and the RHS may require that borrowers complete a home ownership counseling program.

The Farmers Home Administration (FmHA) was a U.S. government agency established in August 1946 to replace the Farm Security Administration. It superseded the Resettlement Administration during the Great Depression and operated until 2006. FmHA mission and programs involved extending credit for agriculture and rural development. Direct and guaranteed credit went to individual farmers, low-income families, and seniors in rural areas.

Kentucky Housing Corporation (KHC), the Kentucky state housing agency, was created by the 1972 Kentucky General Assembly to provide affordable housing opportunities. KHC is a self-supporting, public corporation.

A USDA Home Loan from the USDA loan program, also known as the USDA Rural Development Guaranteed Housing Loan Program, is a mortgage loan offered to rural property owners by the United States Department of Agriculture, Rural Development.

Affordable housing is housing that is deemed affordable to those with a median household income as rated by the national government or a local government by a recognized housing affordability index. A general rule is no more than 30% of gross monthly income should be spent on housing, to be considered affordable as the challenges of promoting affordable housing varies by location.
