Partial general elections were held in Suriname in March 1878 to elect three of the nine elected members of the Colonial States.
The Colonial States consisted of nine elected members and four appointed by the Governor-General. [1] Elected members served six-year terms, with three members elected every two years. The 1878 elections were to replace the three members elected in 1872, F.H. van Affelen van Oorde , E.F.L. Mollinger and Johannes Cornelis Muller . However, none of the three were still members by 1878; van Oorde resigned in September 1872 and was replaced by Semuel van Praag , Mollinger resigned in 1874 and was replaced by David Baëza (who died the following year and was replaced by Jacob Alexander Salomons ), while Muller resigned in 1876 and was replaced by G.H. Barnet Lyon .
The elections were held using the two-round system, with suffrage restricted to men meeting certain criteria. Voters had multiple votes, and any candidate receiving a number of votes equivalent to over 50% of the valid ballots cast was elected in the first round. If not all seats were filled, a second round was held with twice the number of candidates as seats remaining, who were the candidates who received the most votes but failed to be elected in the first round.
As there were 131 valid ballots cast, candidates required 66 votes to be elected in the first round. Incumbents Barnet Lyon and Salomons, together with Charles Busken Huet , were easily elected in the first round, while van Praag received just 15 votes and lost his seat.

The newly elected States met for the first time on 14 May 1878, with A.J. van Emden initially remaining chairman However, he stepped down from the role a month later. He was not replaced for a year, until David Juda became chairman in May 1879. [2]
Busken Huet resigned just two days after the States opened and was replaced by Marcus Samson van Praag .
The single transferable vote (STV), a type of proportional ranked choice voting (P-RCV), is a multi-winner electoral system in which each voter casts a single vote in the form of a ranked-choice ballot. Voters have the option to rank candidates, and their vote may be transferred according to alternative preferences if their preferred candidate is eliminated or elected with surplus votes, so that their vote is used to elect someone they prefer over others in the running. STV aims to approach proportional representation based on votes cast in the district where it is used, so that each vote is worth about the same as another.

Michael van Praag is a Dutch football administrator and former referee. He was the President of the Royal Dutch Football Association from 27 August 2008 to December 2019 and a Vice President of the UEFA since 30 June 2015. Van Praag previously served as Chairman of Ajax from 1989 until 2003.

Before turning to photography, Oosterling worked as a draughtsman, calligrapher and painter. Together with Augusta Curiel, Karl Friedrich Ludwig Eugen Klein, Julius Eduard Muller, W. Amo and Théodore van Lelyveld, he is considered a pioneer of photography in Suriname.
