The 1999 Belgian Open singles was the singles event of the sixth edition of the Belgian Open; a WTA Tier IV tournament and one of the most prestigious women's tennis tournament held in Belgium. The tournament had not occurred since 1993, where it was won by Radka Bobková. She did not compete this year.
The 1999 Orange Prokom Open doubles was the singles event of the second edition of the first women's tennis tournament held in Poland. Květa Hrdličková and Helena Vildová were the defending champions, but Hrdličková did not compete this year. Vildová therefore competed with Eva Melicharová, and was defeated in the first round by third seeds Cătălina Cristea and Ruxandra Dragomir.

Lindsay Davenport and Mary Joe Fernández defeated the four-time defending champions Gigi Fernández and Natasha Zvereva in the final, 6–2, 6–1 to win the women's doubles tennis title at the 1996 French Open. It was Davenport's first major title; she would go on to win a further two majors in doubles and three majors in singles, eventually becoming the world No. 1 in both disciplines.
Gigi Fernández and Natasha Zvereva were the defending champions and successfully defended their title, defeating Jana Novotná and Arantxa Sánchez Vicario 1–6, 6–1, 6–4 in the final. It was the 5th US Open, 15th Grand Slam and 66th overall title for Fernández, and the 4th US Open, 15th Grand Slam and 60th overall title, in their respective careers.
Chanda Rubin and Arantxa Sánchez Vicario were the defending champions, but competed this year with different partners. Rubin teamed up with Brenda Schultz-McCarthy and were eliminated in the third round, while Sánchez Vicario teamed up with Gigi Fernández and lost in the semifinals.
