The 1st Northern Provincial Council is the current meeting of the Northern Provincial Council, with the membership determined by the results of the 2013 provincial council election held on 21 September 2013. The council met for the first time on 25 October 2013. According to the Constitution of Sri Lanka the maximum term of a provincial council is 5 years from the date of its first meeting.
The 1st Northern Provincial Council election was held on 21 September 2013. The Tamil National Alliance (TNA), the largest party representing the Sri Lankan Tamils, won 30 of the 38 seats. [1] The United People's Freedom Alliance (UPFA), which was in power nationally, became the second largest group after winning 7 seats. [1] The Sri Lanka Muslim Congress (SLMC) won the remaining seat. The new provincial council met for the first time on 25 October 2013. [2] [3] C. V. K. Sivagnanam (TNA-ITAK) and Anton Jeyanathan (TNA-ITAK) were elected unopposed as Chairman and Deputy Chairman respectively. [4] [5] [6]
C. V. Vigneswaran was appointed Chief Minister by Governor G. A. Chandrasiri on 1 October 2013. [7] [8] [9] Vigneswaran took his oath as chief minister and provincial councillor in front of President Mahinda Rajapaksa at the Presidential Secretariat on 7 October 2013. [10] [11] [12] The four other ministers took their oaths in front of Vigneswaran at Veerasingam Hall on 11 October 2013: P. Ayngaranesan (TNA-EPRLF); B. Deniswaran (TNA-TELO); T. Kurukularajah (TNA-ITAK); and P. Sathiyalingam (TNA-ITAK). [13] [14]

Emmanuel Arnold is a Sri Lankan Tamil politician, former provincial councillor and the former Mayor of Jaffna.
Northern Provincial Council is the provincial council for the Northern Province in Sri Lanka. In accordance with the Sri Lankan constitution, NPC has legislative power over a variety of matters including agriculture, education, health, housing, local government, planning, road transport and social services. The constitution also gives it powers over police and land but successive central governments have refused to devolve these powers to the provinces. NPC has 38 members elected using the open list proportional representation system.
Trincomalee Urban Council (TUC) is the local authority for the city of Trincomalee in eastern Sri Lanka. TUC is responsible for providing a variety of local public services including roads, sanitation, drains, housing, libraries, public parks and recreational facilities. It has 12 members elected using the open list proportional representation system.
The 1st Eastern Provincial Council was a meeting of the Eastern Provincial Council, with the membership determined by the results of the 2008 provincial council election held on 10 May 2008. The council met for the first time on 4 June 2008 and was dissolved prematurely on 27 June 2012.

Canagasabapathy Visuvalingam Vigneswaran, PC is a Sri Lankan Tamil lawyer, judge, politician and Member of Parliament. After practising law for more than 15 years, Vigneswaran was a member of the judiciary for 25 years. He was a magistrate and a judge of the District Court, High Court, Court of Appeal and Supreme Court. He was Chief Minister of the Northern Province from October 2013 to October 2018. He was elected to the Parliament of Sri Lanka in August 2020. Vigneswaran is leader of the Tamil People's Alliance and the Tamil People's National Alliance.
Ananthi Sasitharan is a Sri Lankan Tamil activist, politician and provincial minister. She is the wife of Velayutham Sasitharan, the rebel Liberation Tigers of Tamil Eelam's political head for Trincomalee.
