Roseann O'Donnell is an American comedian, television producer, actress, author, and television personality. She began her comedy career as a teenager and received her breakthrough on the television series Star Search in 1984. After a series of television and film roles that introduced her to a larger national audience, O'Donnell hosted her own syndicated daytime talk show, The Rosie O'Donnell Show, between 1996 and 2002, which won several Daytime Emmy Awards. During this period, she developed the nickname "Queen of Nice", as well as a reputation for philanthropic efforts.
Nick News is an American educational television news magazine aimed at children and teenagers. It originally aired on Nickelodeon from 1992 to 2015. It also aired on Nickelodeon's sister network Noggin from 1999 to 2002. Nick News took the form of a news program discussing social, political and economic issues in a format intended to be accessible to both children and adults. In June 2020, the show was revived, and in 2024 TikTok and Instagram accounts under the Nick News banner were created.

The Naked Brothers Band and Miley Cyrus were musical performances for the show. A sweepstakes was announced to promote the show. The number of votes cast broke the record previously set in 2007. 86,708,020 kids cast 88,254,272 votes between March 3–29 in 18 categories, to honor and vote for their favorites. Votes were cast via Nick.com, Nicktropolis, TurboNick, and for the first time via Nick's new mobile website (wap.nick.com). The award show attracted 7.7 million viewers.
The 16th Annual Nickelodeon Kids' Choice Awards was held on April 12, 2003, hosted by Rosie O'Donnell. The award show was held in the Barker Hangar at the Santa Monica Airport in Santa Monica, California. This was the last time O'Donnell would host the awards. By this point, she had hosted the awards seven times in a row. The announcers were Daran Norris and Susanne Blakeslee from The Fairly OddParents, in character as Cosmo and Wanda, respectively, for the event.
