The tournament was held by the International Basketball Federation from August 29 to September 8, 2002. The United States hosted the event in Indianapolis, Indiana.

Due to the exclusion of Russia and Belarus, the following changes in promotions and relegations were made: Latvia as the second-placed team of Division I A were promoted to the 2022 Top Division, their second Junior World Championship tournament this season. In Division I B, the top two teams were promoted to the next year's Division I A. In both tournaments, no team was relegated to a lower division.

Division III represents the sixth and the lowest tier of the IIHF World Junior Championship. The tournament would have been held in Querétaro, Mexico, from 6 to 16 January 2022, but was cancelled due to the COVID-19 pandemic. Later it was rescheduled and was played from 22 to 30 July 2022.
