The 2019 Mettupalayam wall collapse refers to the collapse of a 20-foot wall on several houses during heavy rains in December 2019 which killed 17 people during their sleep, all members of the Dalit community. The incident happened in small village called Nadur in Mettupalayam, Tamil Nadu, in southern India. The incident led to protests mostly from the local villagers and pro-Dalit organizations who claimed it was built to segregate the members of the Dalit Community.

Incident

The incident occurred on around 5:30 a.m on 2 December 2019, when a portion of a 20-foot wall collapsed on four houses, killing 17 people inside while they were asleep. [1] [2] The deceased included 2 males, 3 children and 10 females. [3] It happened during the heavy rains of December 2019 where more than 1000 people were kept in relief camps in various districts in the state. [4] Police reported that the compound wall became wet due to the rains and collapsed, burying the victims alive during their sleep. [5] The Fire department took three hours to recover the bodies of the victims. [6]

The wall was built with basalt rocks and was 80 feet long, 22 feet tall and 2 feet wide. It was built 10 years earlier and it was also claimed by the villagers that it was built to isolate the Dalit-settlements from the two-acre property of the owner. The residents of the colony had been demanding the removal of the wall for several years, stating it was a threat to their safety. [7] [8]

Protests

On 2 December 2019, This led to huge protests just hours after the incident, when protesters of pro-Dalit organizations, the local villagers and the relatives of the dead assembled in front the Government Hospital in Mettupalayam, where the bodies were kept, and raised slogans. The police later arrested 25 protesters, the protesters were sent to jail for 15 days. [9] [10] The protesters claimed it was a wall of discrimination to keep the Dalits at bay. [11] The Thanthai Periyar Dravidar Kazhagam, started their protests demanding the release of the 24 arrested protesters. [12] The same day hundreds of people joined by various political parties blocked the road in front of the Mettupalayam Government hospital and continued their protests till police dispersed them. [13]

On 3 December 2019, Members belonging to the Aathi Thamizhar Peravai blocked the roads near Goripalayam demanding a hike of ₹20 lakhs from the ₹4 lakhs announced by the government to the families of the victims. [14]

On 22 December 2019, Tamil Puligal, a Dalit organization claimed that over 3000 members of the Dailt community will be converting to Islam as a sign of protest against wall collapse incident and the discrimination. [15] [16] [17] However, some residents of Nadur village rejected these claims. [18] [19] [20] One convert said that "converting legally are being threatened by the police. As a result, there are people who can't talk about the conversion openly". [21] While some villagers alleged that the members of the Hindu Munnani, a Sangh Parivar outfit and one of the frontal Organizations of the Rashtriya Swayamsevak Sangh (RSS) in the state, visited the villagers and threatened them against their conversion to Islam. In February 2020, the Tamil Puligal claimed that more than 430 Dalits have legally converted to Islam in various areas in Coimbatore as a protest against the wall collapse incident and discrimination. [23] [24] [25] [26]

Reactions

The Government of Tamil Nadu announced a relief of Rs 4 lakh each to the family members of the deceased from the State Disaster Relief Fund. [27]

Dravida Munnetra kazhagam president M.K Stalin visited the families of the deceased and said the government should give government job to a family member. He also said the disaster could have been prevented if the officials had not shown any negligence. [28]

The Viduthalai Chiruthaigal Katchi, leader Thol. Thirumavalavan visited the village and consoled the families of the victims. [29] D. Ravikumar one of the leaders of the party also mentioned the incident in the Lok Sabha. [30]

The Chief Minister of Kerala, Pinarayi Vijayan expressed his condolences and said that the government of Kerala is ready to provide any help for the families of the victims. [31]

Makkal Needhi Maiam president Kamal Haasan said that no amount of relief can compensate for the loss and expressed his condolences. [32]

Director Pa. Ranjith said it was a discriminatory wall and accused the AIADMK government for trying to suppress the incident. [33]

Viduthalai Chiruthaigal Katchi formerly known as the Dalit Panthers of India or the Dalit Panthers Iyyakkam is an Indian social movement and political party that seeks to combat caste based discrimination, active in the state of Tamil Nadu. The party also has a strong emphasis on Tamil nationalism. Its chairman is Thol. Thirumavalavan, a lawyer from Chennai and its general secretary is the writer Ravikumar.

The 1981 Meenakshipuram conversion was a mass religious conversion that took place in the Indian village of Meenakshipuram, in which hundreds of low caste Hindus converted to Islam. This incident sparked debate over freedom of religion in India and the government decided to introduce anti-conversion legislation. Later, many converts converted back to Hinduism, citing the lack of fulfillment of promises made during the conversions.

The caste system among South Asian Christians often reflects stratification by sect, location, and the caste of their predecessors. There exists evidence to show that Christian individuals have mobility within their respective castes. But, in some cases, social inertia caused by their old traditions and biases against other castes remain, causing caste system to persist among South Asian Christians, to some extent. Christian priests, nuns, Dalits and similar groups are found in India, Pakistan, Bangladesh, and Nepal.

<span class="mw-page-title-main">Thol. Thirumavalavan</span> Indian politician

Tholkappiyan Thirumavalavan, better known as Thol. Thirumavalavan is a political leader, scholar and activist from the southern Indian state of Tamil Nadu. He is a Member of Parliament from Chidambaram. Founder and President of Viduthalai Chiruthaigal Katchi. He rose to prominence in the 1990s as a Dalit leader, and formally entered politics in 1999. His political platform centres on ending caste discrimination and consequently the caste system. He has also expressed support for Tamil nationalist movements in Sri Lanka.

In the 2012 Dharmapuri violence, a Vanniyar caste mob set fire to about 268 Dalit houses in Natham, old and new Kondampatti and Annanagar Dalit colonies in Dharmapuri district, Tamil Nadu on 8 November 2012. The violence occurred after a Vanniyar girl from Sellankottai village, and a Dalit boy, from the neighbouring Dalit colony of Natham, fled due to parental opposition to get married, a caste panchayat held on the morning of 7 November by leaders from both communities ruled that the girl be returned to her family. Distraught at her decision to stay with her husband, her father allegedly committed suicide. The discovery of his body later that day is said to have provoked a 1,500-strong mob to rampage through Natham and two smaller Dalit settlements, Kondampatti and Anna Nagar, where it set ablaze over 200 houses, damaged at least 50 others, and allegedly looted valuables and cash worth lakhs of rupees. The mob rampaged for four hours and was brought under control after arrest of 90 men and an additional deployment of 1000 policemen.

Samathuvapuram officially Periyar Ninaivu Samathuvapuram is a social equality scheme of the Government of Tamil Nadu to improve social harmony and to reduce caste discrimination. Under the scheme, villages of 100 houses each are being created to accommodate the various castes, with one community hall and burial ground to be shared by all. The scheme is named after the social reformer Periyar E. V. Ramasamy.

Kausalya is a prominent Indian anti-caste activist. She became a cause celebre after her former husband V. Shankar was hacked to death by killers hired by her family. They were opposed to her, a Thevar, marrying Shankar who belongs to devendra kula vellalar caste. Her case, known as Udumalai Shankar murder case became emblematic of the endemic issue of "honour killings" of intercaste couples as well as the enduring issues of caste violence in Tamil Nadu. On 9 December 2018, she wedded Mr. Sakthi in Coimbatore. Her decision to get remarried was received well with wishes pouring in from many sections.

The 1997 Melavalavu massacre refers to the murder of a Panchayat President of the village and six other men of the Dalit community by dominant caste members in Melavalavu, Madurai on 30 June 1997. The men were hacked to death after some dominant caste members refused to accept a Panchayat president from the Dalit Community.

The 2004 Kalapatti violence refers to the violence against Dalits by dominant-caste villagers in the village of Kalapatti, Tamil Nadu on 16 May 2004. About 100 Dalit houses have been burned down by a mob of 200 villagers and Dalits who attempted to escape were attacked, including the reports of sexual assaults against Dalit women. The attacks lasted for 2 hours and 14 people were seriously injured in the violence including a man's arm reportedly hacked off.

The 2018 Ambalapattu violence refers to the violence on New Year's Eve of 2018 in a Dalit settlement in the village of Ambalapattu, Tamil Nadu. The settlement was attacked by dominant caste villagers during the New year celebrations by the Dalit community. Around 80 dominant caste villagers damaged Dalit homes, motor-bikes and properties. 8 Dalits were injured and 4 were admitted to the hospital.

Shankar murder case is a very prominent case in the South Indian state of Tamil Nadu. Kousalya, an Engineering student from the dominant Thevar community, loved and married Sankar Velusamy, who studied in the same college and belonging to the Dalit community. The pair were married for 8 months when they both were attacked in daylight on 13 March 2016 near the Udumalaipet Town Bustand by a gang of three armed men. While Sankar died on the spot, Kousalya sustained injuries and survived. The Sessions court sentenced six people including Chinnaswamy, the father Kousalya. The court found it to be a case of honour killing by the father of Kousalya, who married a lower caste man against his wishes. The Court also ordered a compensation of 11.95 lakhs as a compensation to be equally split between Kousalya and Velusamy, Sankar's father.

The Uthapuram caste wall, called by various names as the wall of shame, the wall of untouchability is a 12 ft high and 600 meter long wall built by dominant caste villagers reportedly to segregate the Dalit population in the Village of Uthapuram in Tamil Nadu. The village witnessed violence between Dalits and the dominant castes during 1948, 1964 and 1989 and was also known for its caste based discrimination.

The 1995 Kodiyankulam violence occurred on August 31, 1995 when a force of 600 policemen attacked the all-Dalit village of Kodiyankulam in Thoothukudi district, Tamil Nadu, India and destroyed property and took away cash and jewellery worth several lakhs of rupees. The police raid was on the instruction of the dominant caste officials. The raid was reportedly held to destroy the material prosperity of the Dalits.

The 1987 Vanniyar reservation protest was week-long a protest organized by the Vanniyar Sangham headed by S. Ramadoss in Tamil Nadu in September 1987 demanding 20 percent reservation for Vanniyars in education and employment in the state and 2 percent in education and employment in the Union government. The agitation turned violent and destructive, the protestors damaged roadways and reportedly cut down lakhs of trees to block roadways, and destroyed public property. The activists of the Vanniyar Sangham attacked Dalit settlements and burned down more than 1,400 Dalit houses in numerous villages. At least 21 people were shot dead by the Tamil Nadu police sent to suppress the agitators.
