The 2020 Santa Cruz graduate students' strike was a wildcat strike launched against the University of California, Santa Cruz (UCSC).

Background

In August 2018, the University of California (UC) system signed a collective bargaining agreement (CBA) with United Auto Workers (UAW) Local 2865 representing over 19,000 academic student employees, including graduate student teaching assistants, across the UC system. While the contract was originally ratified by a majority of members that participated in voting, 83% of graduate workers from UCSC voted against ratification. [1] With the high cost of living in the Santa Cruz area because of nearby Silicon Valley, many UCSC graduate workers expressed dissatisfaction with the contract since it did not include a cost of living adjustment (COLA). [1] Graduate workers at UCSC spend 50 to 80% of their income on rent, well over the 30% threshold to be considered rent burdened. [2] Seeking parity with University of California, Riverside, [3] union members broke with UAW Local 2865 leadership in an effort to get the university system to pay for the $1,412 per month wage increase. [4] Simultaneously, organizers were elected into the graduate student association on a COLA slate.[ citation needed ]

Wildcat strike actions

By the end of 2019, graduate student instructors and teaching assistants engaged in a "grading strike" by refusing to submit over 12,000 fall-quarter grades for undergraduate students. This amounted to roughly 20% of all UCSC grades not being received by the December 18 deadline. [5]

On February 10, tensions escalated when graduate students initiated demonstrations which sought to block traffic flow in and out of campus. Tony Boardman, a co-president of the UCSC Graduate Student Association who was participating in the strike, estimated that about 350 of graduate student workers took part with hundreds of undergraduate student protesters. [5] Several hundred undergraduates as well as many faculty members marched in solidarity and picketed alongside them, shutting down both entrances to UCSC for hours on Friday, February 21, with solidarity protests at many of the other UC campuses. [6]

Protesters in support of COLA disrupted a computer science midterm students had been taking on February 27, 2020, for about 5 minutes. Undergraduate students present at the time later posted online to Reddit expressing their frustration and discontent with strikers. Members of the UCSC's COLA movement apologized and claimed to not know there was an ongoing midterm, adding that the disruption was intended to explain their cause to the reluctant STEM students. [7]

Gaining support

Graduate assistants blocked all entrances to the Santa Cruz campus before dawn on March 5, 2020, as part of a day of action for all 10 campuses of a UC-wide COLA movement. [8] [9] [10]

Graduate workers and undergraduate supporters at other UC sister schools, including Santa Barbara, San Diego, Los Angeles, Irvine, Riverside, and Berkeley have staged demonstrations in support of COLA and the striking workers. Graduate students at UC San Diego began a grading strike, withholding grades starting on March 24. [11]

On March 3, the system-wide bargaining committee of UAW 2865 called for a unfair labor practice strike from its entire membership, before voting against authorizing a strike vote. [12] Once ratified by a vote of the membership, the UC system would have to address the unfair labor practices in order to prevent a strike. However, these negotiations were sidetracked by the COVID-19 pandemic, and the transition to remote learning. UAW then released specific COVID related closure demands. [13]

Reaction and effects

In a message circulated on January 6, interim provost Lori Kletzer stated that "[The grading strike] has made meeting and working together impossible... and has delayed the implementation of plans to better support graduate students." [5] Later in the same month, UCSC Chancellor Cynthia Larive voiced her disapproval of the strikes as well as citing the potential harm to undergraduate students. [3]

In an open letter published on February 14, Janet Napolitano, then president of the UC system, wrote that the wildcat strike "is the wrong way to go." And that "participation in the wildcat strike will have consequences, up to and including the termination of existing employment at the University." [14] In a response letter published February 19, the UC Academic Council called on Napolitano not to retaliate against striking graduate students and to lessen the police presence on campus. Three-hundred faculty at UCSC signed a letter promising not to retaliate against students demonstrating for higher pay. Similar letters garnered hundreds of faculty signatures at Berkeley and Davis. [15]

As of February 2020, at least 17 protesters were arrested. [16] On February 28, 2020, more than 82 graduate students were terminated of employment for participating in the strike, [17] [18] causing them to lose their health insurance during the COVID-19 pandemic. [19] As a part of negotiations following the unfair labor practice vote, the UC system reinstated these workers' health insurance. [13]

More than 500 graduate students across 22 departments pledged not to take teaching assistant positions made vacant by the firing of student strikers. [15]

Graduate students at universities across the country issued statements of support, including the University of North Carolina at Chapel Hill, University of Notre Dame, and University of Mississippi. [15] [20]

On August 11, 2020, UCSC reinstated 41 graduate students who were fired in March. [21]

The Baskin School of Engineering, known simply as Baskin Engineering, is the school of engineering at the University of California, Santa Cruz. It consists of six departments: Applied Mathematics, Biomolecular Engineering, Computational Media, Computer Science and Engineering, Electrical and Computer Engineering, and Statistics.

The UCSC Silicon Valley Initiatives are a series of educational and research activities which together increase the presence of the University of California in Silicon Valley. To that end, UC Santa Cruz has set up a 90,000 square-foot satellite campus called the University of Santa Cruz Silicon Valley Campus (SVC), currently located on Bowers street in Santa Clara, California, where it has been since April 2016 The Initiatives, still in the early stages of their development, have had ambitious hopes attached to them by UCSC, among them the possibility of a home for the University's long-planned graduate school of management and the Bio|Info|Nano R&D Institute. It currently houses professional the SVLink incubator-accelerator program, programs and a distance education site for the UCSC Baskin School of Engineering, the UCSC Silicon Valley Extension, the Office of Industry Alliances and Technology Commercialization leadership, and the University of California's online learning program, UC Scout.

A wildcat strike is a strike action undertaken by unionised workers without union leadership's authorization, support, or approval; this is sometimes termed an unofficial industrial action. The legality of wildcat strikes varies between countries and over time.

UAW Local 5810 was the labor union representing postdoctoral researchers and academic researchers at the University of California. It is an affiliate of the International Union, United Automobile, Aerospace and Agricultural Implement Workers of America (UAW) or AFL–CIO. It was merged into UAW Local 4811 in March 2024 when the UAW International Executive Board voted to approve the amalgamation of academic student employees, graduate student researchers and academic researchers and postdoctoral workers into UAW Local 4811. UAW Local 5810 was chartered in 2008. The stand-alone postdoctoral scholar contract and academic researcher contract negotiated between UC and UAW are notable for being the first of their kind in the United States, respectively.

The Graduate Teaching Fellows Federation (GTFF) is a graduate student union at the University of Oregon (UO) established in 1976 to represent graduate student workers, and it is one of the oldest graduate student unions in the United States. Developed out of the earlier Graduate Student Employees Association, the UO administration objected to the establishment of the union, citing that graduate workers were "not public employees", but were rather "primarily students receiving a form of financial aid similar to stipends or scholarships." The Oregon Employment Relations Board (ERB) ruled in favor of the graduate students and supported their right to organize. The GTFF began organizing its first contract in April 1977 with the University of Oregon administration. The negotiations reached an impasse in 1978, and it was not until after two strike votes that an agreement was reached. In 1989, the GTFF secured subsidies for health insurance, which was expanded in 1993 to be fully employer-paid, one of the first such programs offered to graduate teachers in the United States.

Cynthia Larive is an American scientist and academic administrator serving as the chancellor of University of California, Santa Cruz. Larive's research focuses on nuclear magnetic resonance spectroscopy (NMR) and mass spectrometry. She was previously a professor of chemistry and provost and executive vice chancellor at the University of California, Riverside. She is a fellow of AAAS, IUPAC and ACS, associate editor for the ACS journal Analytical Chemistry and editor of the Analytical Sciences Digital Library.

The Harvard Graduate Students Union (HGSU), officially known as Harvard Graduate Students Union United Auto Workers (HGSU-UAW), is a labor union representing graduate students, teaching assistants, and other student employees at Harvard University. The bargaining unit comprises about 5,000 student employees, including graduate students working as research assistants and teaching fellows as well as several hundred undergraduate students holding teaching positions. Contract negotiations with the university are scheduled to begin in Fall 2018. HGSU is affiliated with the United Auto Workers labor union, whose 400,000 members include 45,000 graduate students and 30,000 academic workers.

The UC Santa Cruz Genomics Institute is a public research institution based in the Jack Baskin School of Engineering at the University of California, Santa Cruz. The Genomics Institute's scientists and engineers work on a variety of projects related to genome sequencing, computational biology, large data analytics, and data sharing. The institute also maintains a number of software tools used by researchers worldwide, including the UCSC Genome Browser, Dockstore, and the Xena Browser.

The 2020 Michigan graduate students' strike was a labor strike launched by the Graduate Employees' Organization 3550, the graduate student employee union that represents approximately 2,100 graduate student instructors at the University of Michigan in Ann Arbor, Michigan, United States. The main cause of the strike was related to graduate students' objection to the university's plans for reopening during the COVID-19 pandemic. Additional calls were made by the union for defunding the campus police. The strike started on September 8, 2020, and was scheduled to last for four days, with a subsequent vote extending the strike for another week. Following the start of the strike, resident assistants and student employees for the university's dining services announced they would also strike over similar concerns regarding the university's COVID-19 policies.

The 2021–2022 Columbia University strike was a labor strike involving graduate student workers at Columbia University in New York City. The strike began on March 15, 2021, and ended on May 13, 2021. However, additional strike action commenced on November 3 and lasted until January 7, 2022, when a tentative agreement with the university was reached. The strike was organized by the Graduate Workers of Columbia–United Auto Workers Local 2110 (SWC–UAW), a labor union representing student workers at the university. The goals of the strike were an increase in wages, increased healthcare and childcare coverage, and third-party arbitration in cases of discrimination and sexual harassment.

Student Researchers United-UAW (SRU-UAW) was a union representing student researchers at the University of California (UC). It was part of the United Auto Workers. The union was composed of more than 17,000 people who work across 10 UC campuses and the Lawrence Berkeley National Laboratory. They were the largest 2021 addition to the UAW, accounting for 0.1% of union members in the US, and, according to organizers, were "the largest academic student employee union in US history." The union later joined UAW 2865 and ceased to be an independent entity.

The 2022 University of California academic workers' strike was a labor strike at all campuses of the University of California (UC) system, including the Lawrence Berkeley National Laboratory. On November 14, some 48,000 academic workers went on strike for better pay and benefits. Led by the United Auto Workers (UAW) labor union, it was the largest strike in the United States in 2022; union organizers describe it as the largest strike in all of U.S. higher education.

The 2024 Boston University strikes are labor strikes in Boston, Massachusetts by graduate student and residential life workers at Boston University. The first strike began on March 25, 2024, and was organized by the Boston University Graduate Workers Union (BUGWU) labor union, which is affiliated with the Service Employees International Union Local 509. It is the longest strike the university has experienced since a 1979 strike which lasted two weeks and four days. A concurrent strike by the Boston University Residence Life Union labor union, also affiliated with SEIU 509, ran for four days starting on April 12, 2024. The ResLife Union would begin another strike on August 31, 2024, starting a second concurrent strike with BUGWU, and concluding on September 6. On August 20, 2024, the BUGWU strike would become the longest higher education student worker strike in the past decade, surpassing the previous 147-day record set by University of Michigan graduate students in 2023, and reported by BUGWU to be the longest graduate strike in American history.

UAW Local 4811 is the chapter of United Auto Workers labor union representing academic student employees, graduate student researchers, academic researchers as well as postdoctoral researchers from all the 11 campuses of the University of California system. UAW Local 4811 was formed by merging UAW Local 2865 and UAW Local 5810 into one combined union in March 2024.
