On 28 September 2023, two shootings occurred in Rotterdam, Netherlands. The first, in which two people were killed, was at a residence on Heiman Dullaertplein, followed by a second, in which one person was killed, in a classroom at the Erasmus University Medical Center.

Shootings

The shootings began on 28 September 2023 at around 14:10 CEST, when the Rotterdam-Rijnmond safety region received reports of a fire and explosions at a residence on the Heiman Dullaertplein in Delfshaven, Rotterdam. [1] [2] The explosive sounds reported were later believed to have originated from gunfire within the residence. [1]

By 14:25, the police had also received reports of a shooting at the nearby Erasmus University Medical Center. [1] The shooting took place in a building located on the Rochussenstraat, which is used as an education center for medical students. [1] During the attack, the gunman also set part of the hospital on fire. [1] [3]

The suspected perpetrator left the Erasmus Medical Center at around 15:30, wearing a bulletproof vest and carrying a gun. [1] [4] He was taken into custody by police underneath the hospital's helipad. [1]

Victims

A 39-year-old mother was killed in her house on Heiman Dullaertplein, and her 14-year-old daughter suffered serious injuries from which she later died. [5] A 43-year-old general practitioner and teacher of the Erasmus University Faculty of Medicine was fatally shot at the Erasmus University Medical Center. [6]

Suspect

A 32-year-old Rotterdam resident was arrested after the shootings. [7] He was identified by Dutch authorities as Fouad L., a student of the Erasmus University medical school, and had previously been convicted of animal cruelty. He was described by prosecutors as showing signs of "psychotic behavior" in a warning sent to the hospital prior to the shooting. [8]

Neighbors of the suspect claimed that there had been repeated behavior that had been reported to police, but every time police came by the curtains would be closed and the suspect would never open his door. An email sent by the Dutch public prosecution service to the teaching hospital that he attended which described this behavior, was posted by the suspect to an online forum. In the forum he described himself as an alcoholic and claimed that he was unable to finish his degree due to teachers "sabotaging" him. [8]

He had been required by Erasmus University to undergo a psychological evaluation before potentially receiving his medical degree, according to Stefan Sleijfer, Chairman of the Board of Directors of Erasmus University Medical Center and Dean of the Faculty of Medicine. Sleijfer stated that the Public Prosecution Service had raised concerns about whether the man was suitable to receive a medical degree. [9]

Aftermath

Classes were canceled at Erasmus University Medical Center and students were invited to gather near the building involved to hold a memorial and mourn. [8]

Reactions

Rotterdam's mayor Ahmed Aboutaleb called the incidents a "pitch-black day" for the city, while outgoing Prime Minister Mark Rutte expressed his condolences to those affected. [8] Minister of Justice and Security Dilan Yeşilgöz-Zegerius expressed her condolences and thanked the emergency services for their efforts and action. [10]

The Overland Park shootings were two shootings that occurred on April 13, 2014, at the Jewish Community Center of Greater Kansas City and Village Shalom, a Jewish retirement community, both located in Overland Park, Kansas United States. A total of three people were killed in the shootings, two of whom were shot at the community center and one shot at the retirement community. The gunman, 73-year-old Frazier Glenn Miller Jr. of Aurora, Missouri, originally from North Carolina, was arrested during the attack and was subsequently tried, convicted of murder and other crimes, and sentenced to death. Miller, a former Klansman, neo-Nazi and former political candidate, died in prison in 2021 while awaiting execution.

On the morning of August 26, 2015, news reporter Alison Parker and photojournalist Adam Ward, both employees of CBS affiliate WDBJ in Roanoke, Virginia, United States, were fatally shot while conducting a live television interview near Smith Mountain Lake in Moneta. They were interviewing Vicki Gardner, executive director of the local chamber of commerce, when all three were attacked by a gunman in a mass shooting. Parker, age 24, and Ward, age 27, died at the scene, while Gardner survived.

On September 10, 2017, a mass shooting occurred at a home in Plano, Texas, United States. The gunman, 32-year-old Spencer Hight, killed eight people and injured a ninth in the home before being killed by police.

The Copper Canyon Apartment Homes shooting was a mass shooting on December 31, 2017, in Highlands Ranch, Colorado. One police deputy, Zackari Parrish, was fatally shot, and four others were wounded. Two civilians were also shot by the gunman, who was later killed in an exchange of gunfire with a SWAT tactical team. The perpetrator reportedly used a rifle and a shotgun. Law enforcement had responded first to a noise complaint, then to a domestic-disturbance call to the apartment. During the second visit, the perpetrator barricaded himself in his bedroom and shot the deputies in an "ambush" style when they entered. The perpetrator was later shot dead by a police tactical team that subsequently re-entered the apartment. It was later determined that the perpetrator, former attorney Matthew Riehl, was a veteran with a history of psychotic episodes and he had recently stopped taking his medication.

On 29 May 2018, Benjamin Herman, a prisoner on temporary leave from prison, stabbed two female police officers, took their guns, shot and killed them and a civilian in Liège, Belgium. The gunman took a woman hostage before he was killed by police. The attacker had since 2017 been suspected of having been radicalised in prison after converting to Islam, and was reported to be part of the entourage of a prison Islamist recruiter. The method of the attack was said by investigators to match and be specifically encouraged by the Islamic State which claimed the attack. Prosecutors say they are treating the attacks as "terrorist murder". The attack is treated as "jihadist terrorism" by Europol.

On June 28, 2018, a mass shooting occurred at the offices of The Capital, a newspaper serving Annapolis, Maryland, United States. The gunman, Jarrod Ramos, killed five employees with a shotgun and injured two others who were trying to escape. Ramos was arrested shortly thereafter. He pleaded guilty but not criminally responsible to 23 charges; in July 2021, a jury found him criminally responsible. It is the deadliest mass shooting in Maryland history.

A lone gunman, David Katz, shot and killed two people and injured another ten before killing himself.

Gökmen Tanis, a 37-year-old Turkish man, was arrested later that day following a major security operation and manhunt. He was later convicted of murder with terrorist intent and sentenced to life in prison. The shooting was classified as an act of Islamic extremism.

Yeşilgöz previously served as a member of the House of Representatives from 2017 to 2021 and as State Secretary for Economic Affairs and Climate Policy from 2021 until 2022.
