Reunification Movement for Change

Snap general elections were held in Vanuatu on 16 January 2025, [1] [2] having been moved from 14 January 2025 due to the 2024 Port Vila earthquake on 17 December. [3] The election results showed no political party winning a majority in Parliament.

Contents

Background

The election was called after President Nikenike Vurobaravu dissolved Parliament on the eve of a no-confidence motion against Prime Minister Charlot Salwai in November 2024. [4] Originally scheduled on 14 January 2025, the election was moved to 16 January 2025 due to the 2024 Port Vila earthquake on 17 December. [3] There are over 300,000 registered voters. [5]

Issues

The most pivotal issue for many Ni-vans is how to rebuild following the December 2024 earthquake. The estimated cost to rebuild Port Vila, the nation's capital, and other areas affected by the earthquake is 29 billion vatu ($374 million). [6] Additionally, efforts to rebuild following the earthquake only adds to the list of other disasters for which the country needs to rebuild, namely three tropical cyclones in 2023, an airline collapse, and the economic impact of COVID. Fears regarding the safety of an ability to travel may also have effects on the results. In addition to the injuries caused by the earthquake and the loss of personal property, more than 110 classrooms across 45 schools have also been damaged. Moreover the Port Vila Central Business District remains closed. This could impact whether people feel safe to travel on damaged roads to new polling locations and whether they have the fares required to travel by bus.

Additionally, political stability could be a motivating issue for some. Within the 18 months prior to the snap election, Vanuatu has experienced three Prime Ministers. [7] The Vanuatu Parliament experienced a series of "floor crossings" by members of parliament which led to levels of uncertainty. In an effort to prevent this from occurring, and thereby preserve political stability, Vanuatu held a referendum in May 2024 adopting two new constitutional provisions. The first would force a member of parliament who leaves or is expelled from the party under which they were elected to resign their seat which would then be filled by a by-election. The second would require elected independents and individuals elected as the only member of their party to join a larger party represented in parliament within three months of the first session. Both measures passed by large margins. Understanding the frustration regarding political instability, some candidates have run on a platform to end political instability with independent candidate Mike Esrom Kaun stating "[p]eople are frustrated, are tired and realize that something has to happen and this has been amplified by the disaster that recently happened." [8]

Economic development may also be a factor for some voters. In 2024, the European Union ended Vanuatu's visa-free access, after previously suspending it in 2022, citing security concerns. [9] Specifically, the EU alleged that Vanuatu has been operating investor citizenship schemes. These schemes enabled third-country nationals who would otherwise be required to have a visa when travelling to the EU to receive Vanuatu citizenship in exchange for an investment, thereby obtaining visa-free access to the EU. This created security concerns for the EU. Since the suspension revenue related to the Vanuatu's citizenship scheme has dropped. [10]

Electoral system

The 52 members of Parliament are elected for four years terms by single non-transferable vote in eighteen constituencies, ten of which are multi-member constituencies of between two and seven seats, while the remaining eight are single-member constituencies in which the vote takes the form of a first-past-the-post system. [11]

Candidates

There are 217 candidates in the election, seven of whom are women. [3]

Conduct

Voting was held in 352 polling stations nationwide, along with one station in Nouméa to serve voters residing in New Caledonia, [12] with bus shuttles organised to transport voters there. [13] More than 1,700 officials were deployed to oversee the election, while 350 police officers were also deployed to ensure security during the election. [14] The Vanuatu Election Office acknowledged that it had been hampered in its preparations by the surprise decision to hold the election as well as the 2024 Port Vila earthquake. [15]

Results

Initial results released on 18 January showed the Leaders Party of Vanuatu with a plurality of 11 seats in parliament, followed by the Vanua'aku Party with seven seats, and Union of Moderate Parties and the Reunification Movement for Change with six seats each, the Iauko Group with five seats and the Land and Justice Party winning four seats. [13] Official results were released on 29 January. [16]

Most incumbents were reelected, while at least two neophytes were elected in Port-Vila. The only woman MP in the outgoing parliament, Julia King, lost her seat in Efate. [17] [18] Only one woman was elected to the new parliament, former Port Vila deputy mayor Marie Louis Paulette Milne, who ran in Port Vila Constituency for the Green Confederation. Her husband, former prime minister Moana Carcasses Kalosil, failed to be elected in Efate Rural Constituency. Of 31 independent candidates, only Gaetan Pikioune, who ran in Santo Constituency, was elected. [16]

On 27 January, the Leaders Party of Vanuatu, the Vanua'aku Party, the Union of Moderate Parties, the Reunification Movement for Change the Iauko Group and the Land and Justice Party agreed to form a coalition government. [19]

Moana Carcasses Kalosil is a Vanuatuan politician. He was Prime Minister of Vanuatu from March 2013 to May 2014. He was the first naturalized citizen of Vanuatu to become the country's prime minister.

Ham Lin̄i Vanuaroroa is a ni-Vanuatu politician. He is a former MP from Pentecost Island in Penama Province. He was Prime Minister of Vanuatu from 11 December 2004 until 22 September 2008, and is the current Deputy Prime Minister since 16 May 2014. Lin̄i is the brother of Walter Lin̄i, one of the founders of the modern Republic of Vanuatu. Ham Lin̄i is the current leader of the National United Party (VNUP).

<span class="mw-page-title-main">2008 Vanuatuan general election</span>

General elections were held in Vanuatu on 2 September 2008. In July the Melanesian Progressive Party requested that they be postponed, contesting the constitutionality of the Peoples Representation Act No. 33 of 2007, which allegedly enabled voters in certain constituencies to vote in two constituencies. The Principal Electoral Officer, Martin Tete, confirmed that the election would take place on 2 September, as scheduled. The day was declared a national holiday, to encourage people to vote.

Ralph John Regenvanu is a Ni-Vanuatu anthropologist, artist and politician. He has been a Member of Parliament since September 2008, was a member of Cabinet for most of the period from December 2010 to January 2012 and then from March 2013 to June 2015, and was the Director of the Vanuatu National Cultural Council from 1995 until December 2010.

Harry Iaris Iauko was a Ni-Vanuatu politician. He was a Member of Parliament for Tanna, representing the Vanua'aku Pati, from 2008 until his death.

General elections were held in Vanuatu on 30 October 2012. The previous elections to the 52-member Parliament of Vanuatu were held in 2008. The largest parties in this election were the socialist Vanua'aku Party, which won 11 seats, and the social-democratic National United Party. Thirteen other parties as well as four independents won parliamentary seats. As a result, Edward Natapei of the Vanua'aku Party was able to become the Prime Minister. Since then, both Serge Vohor of the conservative Union of Moderate Parties and Sato Kilman of the People's Progressive Party have held that position, with Kilman being the incumbent Prime Minister of Vanuatu at the time of the 2012 election.

Harry Pascal Sebastien Iauko, born 16 May 1986, is a Vanuatuan politician.

A by-election was held in the Tanna constituency in Vanuatu on 27 May 2013. It followed the death of incumbent MP Harry Iauko, who was also the Minister for Infrastructure, Public Utilities and Public Service.

A by-election to the Parliament of Vanuatu was held in the constituency of Port-Vila on 15 October 2015. It followed the death of sitting MP Edward Natapei, of the centre-left Vanua'aku Pati. Natapei died after a long illness in July. Although Port-Vila is a multi-member constituency, only one seat was vacant, and therefore only one new member was elected.

General elections were held in Vanuatu on 22 January 2016. The previous elections occurred in October 2012. The president of Vanuatu, Baldwin Lonsdale, dissolved the Parliament of Vanuatu in November 2015. This occurred after the conviction of 14 parliamentarians for bribery. The convicted MPs include former Prime Ministers Serge Vohor and Moana Carcasses Kalosil. The president called for a snap election to form a new government.

Nikenike Vurobaravu is a Vanuatuan diplomat and politician who has served as President of Vanuatu since 23 July 2022. Previously having been employed in numerous diplomatic and government positions, including as the first resident High Commissioner to Fiji, he was elected as president during the eighth round of the 2022 Vanuatuan presidential election in July 2022. He is a member of the Vanua'aku Pati (VP) political party.
