The 2025 Youngstown State Penguins football team will represent Youngstown State University as a member of the Missouri Valley Football Conference (MVFC) during the 2025 NCAA Division I FCS football season. The Penguins will be led by sixth-year head coach Doug Phillips, and play their games at Stambaugh Stadium located in Youngstown, Ohio.
