Aitkul B. Samakova is a Kazakhstani politician,former member of parliament,and political scientist. She has been a representative to the Mazhilis and the Senate of Kazakhstan,and the First Deputy to the Kazakhstan Minister of Trade. Samakova was Kazakhstan's Minister of the Environment from 2002 to 2006. [1]
Samakova was born on 2 February 1949 in Kazakhstan. [2]
In 1967,Samakova earned a technical degree at an Almaty polytechnic college. [2] From 1967 until 1980,Samakova worked at a canning plant in Almaty,first as an engineer and then in management positions. [2] In 1973 she earned another technical degree in Taraz,and then in 1983 she graduated from Kazakhstan's Higher Party School (kk) with a degree in political science,followed by a law degree from Abai Kazakh National Pedagogical University in 1999. [2]
In 1980,Samakova became the Party Secretary for the Frunze district of the Communist Party of Kazakhstan. [2] From 1980 to 1991 she served in that capacity,as the head of the Almaty City Party Committee,and as the deputy head of the Communist Party of Kazakhstan department of trade and consumer services. [2]
In 1991,Samakova was appointed the First Deputy to the Kazakhstan Minister of Trade. [2] Then,in 1996,she became the Head of the Department of Citizenship in the executive branch of the Republic of Kazakhstan. [2]
In 1998,Samakova joined the Senate of Kazakhstan. [2] In 1999,the President of Kazakhstan appointed her the Chairman of the National Commission for Family and Women Affairs under the President of the Republic of Kazakhstan,and she was briefly the Deputy Head of Government in that year. [3] In this capacity,she was responsible for representing the government of Kazakhstan on issues pertaining to the treatment of women to international bodies like the United Nations. [4]
In 2002,she was appointed Minister of the Environment. [5] She was a member of the Tasmagambetov Cabinet and the Daniyal Akhmetov Cabinet. While Minister of the Environment,Samakova continued to be Chairman of the National Commission for Family and Women Affairs under the President of the Republic of Kazakhstan. [2] She continued to hold this post after leaving the Environment Ministry in 2006. [2]
In 2007 Samakova became a deputy to the Mazhilis for Nur Otan. [6] Samakova served on the Environment and Nature Management Committees,and worked as the Chairman of the Nur Otan's Social Council. [2] She was a representative in the Nur Otan until 2016. [2] [7]
Samakova is a member of the Board of Directors of the Export Insurance company KazakhExport. [2]
The Parliament of the Republic of Kazakhstan is the bicameral legislature of Kazakhstan. The lower house is the Mäjilis,with 98 seats which are elected to five-year terms. The upper house is the Senate,which has 50 members.
The Agrarian Party of Kazakhstan was a political party in Kazakhstan. The party remained active for just under seven years before it was dissolved on 22 December 2006,and incorporated into the new Nur Otan party.
The Mäjilis of the Parliament of the Republic of Kazakhstan,commonly referred to as Mäjilis or Mazhilis is the lower house of the Parliament of Kazakhstan,alongside the upper house Senate. Together,they form the national bicameral legislature of Kazakhstan,responsible for enacting legislation. Olga Vasilyevna Shishigina is a retired Kazakhstani track and field athlete who mainly competed in the 100 metres hurdles. Honoured Master of Sports and the pride of Kazakhstan,which has won many medals in various competitions. She won an Olympic gold medal in 2000,and many medals on the regional and continental level. She is the only gold medalist in both the Championship and the Olympic Games in Athletics. Olga's first victory was at the Asian Games,which was held in Hiroshima in 1994. Shishigina was banned between 1996 and 1998 for failing a drug test. She holds the rank of Major in the Border Guard Service of Kazakhstan.
Gulzhan Zhanpeiskyzy Karagusova member of Majilis of Parliament of Kazakhstan from Nur Otan party. Has served as the Minister of Labor and Social Protection in the Government of Kazakhstan since 2001. She is a speaker for Kazakhstan's Economic Forum.
Zagipa Yakhyakyzy Baliyeva is a female Kazakh politician who served as the Minister of Justice of Kazakhstan starting from 13 April 2006 until 2009. Baliyeva previously served as the Chairwoman of the Central Electoral Commission from 1996 until 13 April,when Onalsyn Zhumabekov replaced her and she became the Minister of Justice. She became a member of Otan political party on 30 May 2006.
Amanat,previously known as Nur Otan until 2022,is a political party in Kazakhstan. Being the largest to date,it has been the ruling party of the country from 1999,with a membership claiming to be of over 762,000 people in 2007. The Amanat has been led by Erlan Qoşanov since 26 April 2022.
Jastar Ruhy,previously known as Jas Otan until 2022 is a youth wing of AMANAT,the ruling party of Kazakhstan. The youth organisation was originally formed at the 1st Jas Otan Congress in Astana on 14 May 2008.
Legislative elections were held in Kazakhstan on 15 January 2012. The result was a victory for the Nur Otan party,which won 83 of the 98 seats in the Mäjilis. However,the Organization for Security and Co-operation in Europe (OSCE) stated that the election "did not meet fundamental principles of democratic elections." The elections marked the first time that the second-placed party would gain parliamentary seats irrespective of whether it cleared the 7% electoral threshold. Due to the Zhanaozen massacre and the resulting state of emergency there,the election was not planned to be held in Zhanaozen. However,this decision was overturned on 10 January 2012.
Nurlan Zairollauly Nigmatulin is a Kazakh politician who served as the Chairman of the Mäjilis from 22 June 2016 to 1 February 2022 and from 20 January 2012 to 3 April 2014. Prior to that,he headed the Presidential Administration of Kazakhstan,and was the first deputy chairman of Nur Otan from 2009 to 2012,and äkim of Karaganda Region from 2006 to 2009.
Kabibullah Kabenuly Dzhakupov is a Kazakh politician and civil engineer. He served as the Chairman of the Mäjilis from 2014 to 2016 while being a member of the lower chamber Mäjilis since 2007.
