Baku is the capital and largest city of Azerbaijan, as well as the largest city on the Caspian Sea and of the Caucasus region. Baku is located 28 metres (92 ft) below sea level, which makes it the lowest lying national capital in the world and also the largest city in the world located below sea level. Baku lies on the southern shore of the Absheron Peninsula, alongside the Bay of Baku. Baku's urban population was estimated at two million people as of 2009. About 25% of all inhabitants of the country live in Baku's metropolitan area. Baku is the sole metropolis in Azerbaijan.
The swimming events at the 2015 European Games took place at the Baku Aquatics Centre, Baku from 23 to 27 June 2015. 42 events were contested in long course conditions.
The wrestling events at the 2015 European Games were held at the Heydar Aliyev Arena, Baku from 13 to 20 June 2015. 24 events were held, 16 in freestyle across both sexes, and 8 in the Greco-Roman style, for men only.

Russia sent athletes for every sport except athletics, as the level of Russian athletes was too high, according to Russia's Minister of Sports Vitaly Mutko. Russia still had the largest team at the Games, with the athletics programme consisting of only one event. Russia finished in the first place on the medal rankings, winning 79 gold medals.
