Amita Dhanda is an Indian academician and activist. Earlier a Professor of Law, she is now designated as Professor Emerita at NALSAR University of Law, Hyderabad. She was appointed as a member of the strong 14- Member National Advisory Council for the implementation of the RTE act in 2010. She is also on the Academic Council of Tamil Nadu National Law School. [1] She started her career as a researcher at the Indian Law Institute, Delhi and since then has gone on to become a full-time Professor at NALSAR. [2] She has contributed to the research of Mental Health and disability studies in India and is the head of the Centre for Disability Studies in NALSAR. Amita Dhanda identifies as a feminist [2] and has written several papers based in gender. She has authored three books and is also a guest writer for Kafila, along with few other online news magazines and national dailies. Her expertise also extends to Interpretation Of Statutes, which she holds repute for.

Early life

Amita Dhanda pursued LLM and then completed her PhD from Delhi. In 1984, she started as a researcher in Indian Institute of Law, Delhi. Justice Bhagwati, who was the then Chief Justice of India decided to have her clerk for him based on her capabilities. She worked at the Institute for 15 years, that is from 1984 till 1999. She learned how to write, research, edit and teach with the assistance of renowned scholars. In her time with the Institute, she did hands on research on the mental health of prisoners in West Bengal and also suggested amendments to the Disability Act of 1995. [2] From 1999, she joined as a full-time professor in NALSAR, where she teaches Administrative Law, Law and Poverty, Law and Literature and Judicial Process. [2]

Career

Amita Dhanda teaches Legal Theory, Law and Poverty, and sexually-disoriented courses on pedagogy and inclusion. Dhanda became a professor of law and Dean (Academic) at National Academy of Legal Studies and Research (NALSAR) at Hyderabad after a five-year stint as a research faculty at the Indian Law Institute, Delhi. At NALSAR, she is head of the Centre for Disability Studies. She has written extensively on the legal position of persons with mental disability. [3] [4] [5] [6] Legal Order and Mental Disorder (published in 2000), Dhanda's book on the legal status of persons with mental illness is a pioneering effort in the field. [7] She is also the Author of Decolonisation of Legal Knowledge and Engendering Law: Essays in Honor of Latika Sarkar. She has also edited N S Bindra's Interpretation of Statutes.

Dhanda was involved in the negotiations of the UN Ad Hoc Committee that drafted the UN Convention on the Rights of Persons with Disabilities adopted in December 2006. [8] In 2011, she was a leader of a committee set up by the Ministry of Social Justice and Empowerment of the Government of India for drafting a law on the rights of people with disabilities. Dhanda is assisting the Government of Gujarat in formulating a rights sensitive mental health law. Her research expertise has been drawn upon by international and national institutions such as the WHO. She is also activist for patients rights, [9] particularly in attempting to give agency and protections to the mentally ill, as well as to protect women who are divorced on the basis of "mental illness". [10] Dhanda's research has been referred to by premier institutions, both nationally and internationally, such as WHO, UNICEF, NHRC, NCW, NIMH. [11] She is also a contributing writer for Scroll, an online political and cultural news magazine. She has also written several articles for The Hindu as well, a renowned national daily. The other online magazines and National Dailies she has written for include Frontline , Kafila and Indian Express.

At present Dr. Dhanda is engaged in research work which includes the field of mental health, child rights, disability and environment.

Sexual harassment case

Professor Dhanda accused NALSAR Vice Chancellor Veer Singh of sexual harassment in 2011. [12] She claimed that the Vice Chancellor sent her a mail on 22 December which contained a sexual innuendo, an allegation which the Vice Chancellor denied and said that he will file a defamation against Dhanda. [13] However, no defamation case was filed. A committee formed by NALSAR chancellor, which included ex-Supreme Court judge S.S.M Quadri and Andhra Pradesh High Court judges Ramesh Ranganathan and V.V.S Rao, examined the allegations but did not find any merit to them. Subsequently, charges against Singh were absolved. [14]

<span class="mw-page-title-main">Domestic violence in India</span>

Domestic violence in India includes any form of violence suffered by a person from a biological relative but typically is the violence suffered by a woman by male members of her family or relatives. Although men also suffer domestic violence, the law under IPC 498A specifically protects only women. Specifically only a woman can file a case of domestic violence. According to a National Family and Health Survey in 2005, total lifetime prevalence of domestic violence was 33.5% and 8.5% for sexual violence among women aged 15–49. A 2014 study in The Lancet reports that although the reported sexual violence rate in India is among the lowest in the world, the large population of India means that the violence affects 27.5 million women over their lifetimes. However, an opinion survey among experts carried out by the Thomson Reuters Foundation ranked India as the most dangerous country in the world for women.

Lotika Sarkar was a noted Indian feminist, social worker, educator and lawyer, who was a pioneer in the field of women's studies and women's rights in India. She was a founding member of Centre for Women's Development Studies (CWDS), Delhi, established in 1980, and also Indian Association for Women Studies, established in 1982. Starting in 1951, she taught law at Faculty of Law, University of Delhi till 1983, and also remained the head of the law faculty; thereafter she taught at Indian Law Institute. She was the first Indian woman to graduate from Cambridge University, and later in 1951 she also became the first woman to receive a PhD degree in law from the university.

Kalpana Kannabiran is an Indian sociologist, lawyer, human rights columnist, writer and editor based in Hyderabad, India. In March 2021, after a decade-long tenure, she retired from the post of Professor and Regional Director of the Council for Social Development, Southern Regional Centre, a research institute recognised by the Indian Council of Social Science Research. She is amongst the founding faculty of NALSAR University of Law, Hyderabad, and is a co-founder of the women's rights group, Asmita Resource Centre for Women, established in 1991 in Hyderabad. She was nominated as the Civil Society Advisory Governor for Asia by the Commonwealth Foundation, London in January 2020 for a term of three years. Dr. Meena Dhanda is an Indian philosopher and writer, based in the United Kingdom. She is a Professor of Philosophy and Cultural Politics at the University of Wolverhampton, and is internationally recognised as a leading academic in the development of diaspora dalit studies. She conducts philosophy with a 'practical intent', and her work has confirmed existence of caste discrimination in Britain in areas covered by the Equality Act 2010, and pushed for more legal protections against caste-based discrimination.

Arlene S. Kanter is an American academic, lawyer and a Bond, Schoeneck & King Distinguished Professor of Law at Syracuse University College of Law. In 2005, she was named the Laura J. and L. Douglas Meredith Professor of Teaching Excellence by Syracuse University. She is the founder and director of the Disability Law and Policy Program and director of the Office of International Programs.

Sonajharia Minz is an academic, trained in mathematics and computer science. She was vice-chancellor of Sido Kanhu Murmu University.

<span class="mw-page-title-main">Mental health in India</span> Overview of mental health care system in India

Mental healthcare in India is a right secured to every person in the country by law. Indian mental health legislation, as per a 2017 study, meets 68% (119/175) of the World Health Organization (WHO) standards laid down in the WHO Checklist of Mental Health Legislation. However, human resources and expertise in the field of mental health in India is significantly low when compared to the population of the country. She was the Founder Director of Multiple Action Research Group (MARG), and was one of the four signatories of the Mathura Open Letter to the Supreme Court of India in 1979 in regard to the Mathura rape case, which helped spark a national movement against sexual violence in India.

Nishtha Jaswal is an academician and scholar in Law. In 2024, she retired as the Vice Chancellor of Himachal Pradesh National Law University, Shimla. She was the second Vice-Chancellor of HPNLU, Shimla and the third woman Vice Chancellor at a National Law University. She served as the Vice Chancellor of Himachal Pradesh National Law University, Shimla from November 2018 till January 2024.
