The National Commission for Women (NCW) is a statutory body of the Government of India, generally concerned with advising the government on all policy matters affecting women. It was established on 31 January 1992 under the provisions of the Indian Constitution, [1] as defined in the 1990 National Commission for Women Act. [2] The first head of the commission was Jayanti Patnaik. As of 24 February 2024, [update] Rekha Sharma is the chairperson. [3]
The objective of the NCW is to represent the rights of women in India and to provide a voice for their issues and concerns. The subjects of their campaigns have included dowry, politics, religion, equal representation for women in jobs, and the exploitation of women for labour. They have also discussed police abuses against women. [4]
The commission regularly publishes a monthly newsletter, Rashtra Mahila, in both Hindi and English. [5]
In December 2006 and January 2007, the NCW found itself at the center of a minor controversy over its insistence that Section 497 [6] of the Indian Penal Code not be changed to make adulterous wives equally prosecutable by their husbands.
But the grounds on which Ms. Vyas resists the logic of making this a criminal offence — particularly for women, as often recommended — are not as encouraging. She is averse to holding the adulterous woman equally culpable as the adulterous man because women, she believes, are never offenders. They are always the victims. [7]
The NCW has demanded that women should not be punished for adultery, as a woman is "the victim and not an offender" in such cases. They have also advocated the amendment of Section 198 of the CrPC to allow women to file complaints against unfaithful husbands and prosecute them for their promiscuous behaviour. This was in response to "loopholes" in the Indian Penal Code that allowed men to file adultery charges against other men who have engaged in illicit relations but did not allow women to file charges against their husbands. The Commission has also worked to guarantee women security in unconventional relationships. [7]
The NCW came under sharp criticism for their response to the attack by forty male members of the Hindu right-wing Sri Ram Sena on eight women in a bar in Mangalore in late January 2009. Video from the attack shows the women were punched, pulled by their hair, and thrown out of the pub. [9]
NCW member Nirmala Venkatesh was sent to assess the situation, and said in an interview that the pub did not have adequate security and that the women should have protected themselves. Venkatesh said, "If the girls feel they were not doing anything wrong why are they afraid to come forward and give a statement?" [10] On 6 February, the NCW said they decided not to accept Venkatesh's report but would not be sending a new team to Mangalore. On 27 February, the Prime Minister's Office approved the removal of Nirmala Venkatesh on disciplinary grounds. [11]
The NCW came under fire again after the molestation of a 17-year-old girl by a gang of men outside a pub in Guwahati on 9 July 2012. NCW member Alka Lamba was accused of leaking the name of the minor victim to the media, and was subsequently removed from the fact-finding committee, though she remains a member of the commission. [12] The following week, NCW chairperson Mamta Sharma made comments suggesting that women "be careful how you dress", which invited criticism that she was guilty of victim blaming. The controversy led activists to call for a restructuring of the commission. [13] [14]
In 2021, the NCW was once again criticized for engaging in victim blaming following the gang rape and murder of a woman in Badaun, Uttar Pradesh. A two-member delegation from the NCW was sent to the site of the incident to meet with the victim's family and prepare a fact-finding report. NCW member Chandramukhi Devi, who was part of the delegation, stated to the press that part of the blame for the incident lay with the victim, as she had chosen to visit the temple late in the evening. Devi stated, "A woman should not go out at odd hours under the influence of somebody. I think if she had not gone out in the evening, or had some child along with her, this could have been prevented." [15] [16] The comments attracted wide criticism on social media, as well as from celebrities. [17] [18] Following public criticism, Devi withdrew her remarks. [19]
The NCW has faced flak for inaction against political leaders for insensitive comments against women, especially on serious matters like rape. Despite complaints, no action is taken, especially during election periods - Samajwadi Party leader Mulayam Singh Yadav reportedly made several sexist comments in 2010 regarding the Women's Reservation Bill. [20] Furthermore, at an election rally during the 2014 elections, he stated that "Boys are boys, they make mistakes, why hand them for rape." [21] His remarks were heavily criticized and despite complaints to the Election Commission and NCW, no action was taken against him, and he was elected from the constituency of Mainpuri. [22]

The Samajwadi Party is a socialist political party in India. It was founded on 4 October 1992 by former Janata Dal politician Mulayam Singh Yadav and is headquartered in New Delhi. The Samajwadi Party is currently led by Chief Minister of Uttar Pradesh, Akhilesh Yadav. As of 2024, it is currently the third-largest political party in India, and the largest party in Uttar Pradesh.
The Uttar Pradesh Police, is the primary law enforcement agency within the Uttar Pradesh state of India. Established in 1863 as the Office of the Inspector General of Police, United Provinces under the Police Act, 1861.
The Jhabua nuns rape case refers to the gang rape of four nuns in the Jhabua district of Madhya Pradesh in India on September 23, 1998, by tribal men. Around 18-26 men barged their way into the Ashram where the nuns lived and ransacked the entire ashram and some of the men gang raped the nuns.

On 24 January 2009, the Sri Ram Sena attacked a group of young women and men in a pub in Mangalore, India. A group of 40 activists of the Sri Rama Sena barged into the pub "Amnesia – The Lounge" and beat up a group of young women and men, claiming the women were violating traditional Indian values. Two of the women were hospitalised. The video of the incident has become one of the most watched clips on YouTube, though how the TV crew happened to be ready at the 'unannounced' attack is not known.
Alka Lamba is an Indian politician serving for the President of All India Mahila Congress. After serving the Indian National Congress in various capacities for more than 20 years, she quit to join the Aam Aadmi Party on 26 December 2014. In February 2015, Lamba was elected to the Delhi Legislative Assembly from Chandni Chowk. She quit AAP in September 2019 citing disrespect for her within the party. On 6 September 2019, she formally returned to the Congress party. She was however disqualified from the Delhi assembly by Delhi speaker for violating the rules for party change over a gesture of strong warning to tainted turncoats.
On 9 July 2012, in Guwahati city, the capital city of Assam, an Indian state, a teenage girl was allegedly molested and manhandled by a crowd of approximately 30 men outside a bar, many of whom were subsequently arrested based on video footage of the event. A local TV journalist from News Live was accused of instigating the mob and was arrested on 20 July 2012. Investigations are ongoing.
On 28 July 2012, activists belonging to the Hindu Jagarana Vedike affiliated with the Sangh Parivar, allegedly attacked a birthday party at an unlicensed homestay in Mangalore, Karnataka.
The 2012 Delhi gang rape and murder, commonly known as the Nirbhaya case, involved a rape and fatal assault that occurred on 16 December 2012 in Munirka, a neighbourhood in South Delhi. The incident took place when Jyoti Singh, a 22-year-old physiotherapy intern, was beaten, gang-raped, and tortured in a private bus in which she was travelling with her male friend, Avnindra Pratap Pandey. There were six others in the bus, including the driver, all of whom raped the woman and beat her friend. She was rushed to Safdarjung Hospital in Delhi for treatment and transferred to Singapore eleven days after the assault, where she succumbed to her injuries two days later. The incident generated widespread national and international coverage and was widely condemned, both in India and abroad. Subsequently, public protests against the state and central governments for failing to provide adequate security for women took place in New Delhi, where thousands of protesters clashed with security forces. Similar protests took place in major cities throughout the country. Since Indian law does not allow the press to publish a rape victim's name, the victim was widely known as Nirbhaya, meaning "fearless", and her struggle and death became a symbol of women's resistance to rape around the world.
Mulayam Singh Yadav was an Indian politician, a socialist figure and founder of the Samajwadi Party. Over the course of his political career spanning more than six decades, he served for three terms as the Chief Minister of Uttar Pradesh, and also as the Union Minister of Defence in the Government of India. A long-time parliamentarian, he was a seven-time Member of Parliament representing Mainpuri, Azamgarh, Sambhal and Kannauj constituencies in the Lok Sabha, a ten-time member of the Legislative Assembly, member of the Legislative Council and the Leader of Opposition for several times as well. The veteran politician was a prominent figure of his time in Indian politics, and was often referred to as Netaji and Dhartiputra by party leaders and workers. In 2023, the socialist leader was posthumously conferred with Padma Vibhushan, India’s second highest civilian award by the Government of India.
The 2013 Mumbai gang rape, also known as the Shakti Mills gang rape, refers to the incident in which a 22-year-old photojournalist, who was interning with an English-language magazine in Mumbai, was gang-raped by five people including a juvenile. The incident occurred on 22 August 2013, when she had gone to the deserted Shakti Mills compound, near Mahalaxmi in South Mumbai, with a male colleague on an assignment. The accused had tied up the victim's colleague with belts and raped her. The accused took photos of the victim during the sexual assault, and threatened to release them to social networks if she reported the rape. Later, an eighteen-year-old call centre employee reported that she too had been gang-raped, on 31 July 2013 inside the mills complex.
The Indian general election of 2014 were held to constitute the 16th Lok Sabha in India. Voting took place in all 543 parliamentary constituencies of India to elect members of parliament in the Lok Sabha. The result of this election was declared on 16 May. The 15th Lok Sabha completed its constitutional mandate on 31 May 2014. Since the last general election in 2009, the 2011 Indian anti-corruption movement by Anna Hazare, and other similar moves by Baba Ramdev, have gathered momentum and political interest. Issues such as Inflation, price rise and corruption were some of the chief issues.
On 27 May 2014, a gang rape and murder of two teenage girls was reported in the Katra village of Budaun district, Uttar Pradesh, India. It was widely reported in the press in India as well as overseas. After an extensive investigation, CBI concluded that there was no gang rape and the suspects were released. However, on 28 October 2015 the POCSO court rejected the CBI closure report; it was a major setback for CBI.

On 6 February 2020, at around 6:30 pm, a group of intoxicated men entered the campus of Gargi College, a women's college affiliated to University of Delhi. The incidents happened during the annual cultural fest of the college, Reverie. Reportedly, some students were sexually assaulted by members of the mob. It was also reported that some of the men masturbated in front of the female students.
On 14 September 2020, a 19-year-old Dalit woman was allegedly gang-raped in Hathras district, Uttar Pradesh, India, by four upper caste men. She died two weeks later in a Delhi hospital.
In May 2022, the gang rape of a 17-year-old girl in Road no. 44, Jubilee Hills, Hyderabad, sparked outrage across Telangana and India. The minor girl returning home after attending a get-together at Amnesia pub was gang-raped by six persons, including five minors in Jubilee Hills area of the State capital. All the accused were arrested by police from their separate hideouts.
