The All India Backward and Minority Communities Employees Federation, abbreviated as BAMCEF, is an organisation for employees of oppressed communities that was established in 1971 by Kanshi Ram, D. K. Khaparde, and Dinabhana.

BAMCEF started at a convention held in Delhi in 1978, with an official launch on 6 December 1978, the death anniversary of B. R. Ambedkar. [3] The goal of BAMCEF is to establish a society and the nation on the values of Equality , Freedom, Fraternity and Justice.

History

As an employee of the Defence Research and Development Laboratory in Pune, Kanshi Ram realized that the formation of a Scheduled Castes and Scheduled Tribes bureaucracy was important to serve depressed class's interests. He set about forming a federation, through which he worked his way up the bureaucratic hierarchy. By identifying a few zealous officers, he was able to influence lower-ranked staff. [4]

The motto of this organisation is to 'Change the System', to inspire the SC/ST/OBC and Minority bureaucrats to do their bit for the moolnivasi (SC/ST/OBC and Minority) masses. In this way, a continuous supply of intellectual property, money and talent was ensured. Ram did not want to make BAMCEF an employees' union. He wanted it to become an organisation of educated Bahujan employees: "the think tank, talent bank, and financial bank of the Bahujan samaj. [5]

BAMCEF raised funds to promote their agenda and for training. Kanshi Ram appointed state-level conveners as well as mandal conveners to act as links between state and district levels. [6] Suryakant Waghmore says it appealed to "the class among the indigenous moolnivasi bahujans that was comparatively well-off, mostly based in urban areas and small towns working as government servants and partially alienated from their untouchable identities". [7]

Others established the Dalit Shoshit Samaj Sangharsh Samiti (DS4) in 1981. This organization made an impact on people in North and South India. Later, this group was led by Ishaan Singh Tomar. Before the formation of the Bahujan Samaj Party (BSP), DS4 entered local elections in Delhi and Haryana in the name of "Limited Political Action". Later on, Ram dissolved DS4 and formed BSP as a completely political wing. [8] This caused strain within BAMCEF ranks. [9]

In early 1986, BAMCEF split. Kanshi Ram announced that he was no longer willing to work for any organisation other than BSP. One element of BAMCEF, which was associated with Kanshi Ram, became a shadow organisation to help BSP in electoral mobilisation. Those remaining in BAMCEF after Ram's departure registered BAMCEF as an independent non-political organisation in 1987.D.K. Khaparde became 2nd president of BAMCEF until his death in the year 2000.Waman Meshram was presided as the 3rd president of BAMCEF in the year 2000. [10]

Controversy

The organization has been under scanner of Maharashtra police for spreading fake history by publishing videos on YouTube claiming Sambhaji was killed by Brahmin Nanasaheb Peshwa but in reality Sambhaji was killed by Aurangzeb which resulted in 2018 Bhima Koregaon violence in Maharashtra. [11]

She was the first female Scheduled Caste chief minister in India. In 1997 and in 2002 she was chief minister with outside support from the Bharatiya Janata Party (BJP), the second time only for a year up to 26 August 2003 due to BJP withdrawing support.

Kanshi Ram, also known as Bahujan Nayak or Manyavar, Sahab Kanshiram was an Indian politician and social reformer who worked for the upliftment and political mobilisation of the Bahujans, the backward or lower caste people including untouchable groups at the bottom of the caste system in India. Towards this end, Kanshi Ram founded Dalit Shoshit Samaj Sangharsh Samiti (DS-4), the All India Backwards (SC/ST/OBC) and Minorities Communities Employees' Federation (BAMCEF) in 1971 and the Bahujan Samaj Party (BSP) in 1984. He ceded leadership of the BSP to his protégé Mayawati who has served four terms as Chief Minister of Uttar Pradesh.

Bahujan is a Pali term frequently found in Buddhist texts, with a literal meaning of "the many", or "the majority". In a modern context, it refers to the combined population of the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Muslims, and minorities, who together constitute the demographic majority of India. The word bahujan appears in the dictum "Bahujana sukhaya bahujana hitaya cha", articulated by Gautama Buddha.

Politics in reorganised present-day Punjab is dominated by mainly three parties – Indian National Congress, Aam Aadmi Party and Shiromani Akali Dal (Badal). Since 1967, Chief Minister of Punjab has been predominantly from Jat Sikh community despite its 21 percent state population. Exceptions are Giani Zail Singh, the Chief Minister of Punjab from 17 March 1972 to 30 April 1977 belonging to Ramgarhia community that has population of 6 percent and is a part of significant OBC community having population of 31.3 percent in the state and Charanjit Singh Channi who held the position for 111 days from 20 September 2021 to 16 March 2022 and was from Scheduled Caste(Dalit) who have 32 percent population in the state. Other prominent party is Bahujan Samaj Party especially in Doaba region founded by Kanshi Ram of Rupnagar district. In 1992 BSP won 9 seats Vidhan Sabha elections. Also BSP won 3 lok sabha seats from Punjab in 1996 general elections and only Garhshanker seat in 1997 Vidhan Sabha elections. Communist parties too have some influence in the Malwa area. In the 2014 general elections, the first-time contesting Aam Aadmi Party got 4 out of 13 seats in Punjab by winning 34 of the total 117 assembly segments, coming second in 7, third in 73 and fourth in the rest 3 segments. The support for the Aam Aadmi Party increased later in Punjab. The current Government was elected in the 2022 Punjab Assembly elections and the AAP won 92 out of 117 Assembly seats with Bhagwant Mann as the Chief Minister. The Congress flows down to get only 18 seats.

The 2007 Uttar Pradesh legislative assembly election was held during April–May 2007. It was held to elect a government for the state of Uttar Pradesh in India.

Kushwaha is a community of the Indo-Gangetic Plain that has traditionally been involved in agriculture, including beekeeping. The term has been used to represent different sub-castes of the Kachhis, Kachhvahas, Koeris and Muraos. The Kushwaha had worshipped Shiva and Shakta, but beginning in the 20th century, they claim descent from the Suryavansh (Solar) dynasty via Kusha, one of the twin sons of Rama and Sita. At present, it is a broad community formed by coming together of several caste groups with similar occupational backgrounds and socio-economic status, who, over the time, started inter-marrying among themselves and created all India caste network for caste solidarity. The communities which merged into this caste cluster includes Kachhi, Kachhwaha, Kushwaha, Mali, Marrar, Saini, Sonkar, Murai, Shakya, Maurya, Koeri and Panara. In 1921, historian Ganga Prasad Gupta published a book claiming that the Kushwaha were of Kshatriya status or Varna.

D. K. Khaparde was an Indian activist and a founder of the precursor to BAMCEF in 1971 and later the president of BAMCEF.

The Harijan Mandal was an Ambedkarite political party in Jammu and Kashmir. The party was founded in 1951. It was modelled on the Scheduled Castes Federation. Unlike its predecessor, the All Jammu and Kashmir Harijan Mandal, this organization was oriented towards electoral politics. It was led by Babu Milkhi Ram (president), Munshi Ram, Major Singh and Sain Das. The party was concentrated in Jammu. It was opposed to the Jammu Praja Parishad, which was dominated by upper caste Hindus. The party received government support during the reign of Bakshi Ghulam Mohammad.

Dinanath Bhaskar is an Indian politician active in the state of Uttar Pradesh. Once a close associate of Kanshi Ram, he was a founding member of the Bahujan Samaj Party (BSP) and was Minister for Health during the state's coalition government of the Samajwadi Party (SP) and BSP in 1993. He quit the BSP to join the SP in 1996, rejoined the BSP around 2009 and in 2015 joined the Bharatiya Janata Party (BJP).

Narayan Das Ahirwar is an Indian politician from the Samajwadi Party (SP) and the Lok Sabha Member of Parliament representing Jalaun. He also served as minister in the Uttar Pradesh Government from 2007 to 2011. Ahirwar had started politics in 1982 inspired by Kanshi Ram and joined DSSSS. He was a founding member of the Bahujan Samaj Party and served in many organisational roles of the party. He became dissatisfied with the party policy after 2014, stopped taking major responsibilities and later started aligning with SP, helped strengthen it and officially joined the party in 2022. He contested as the SP and INDIA alliance candidate from Jalaun (SC) in the 2024 general election and was elected.
