William Joseph Peter Francis Devaney (born March 7, 1955) is an American football executive who was recently the general manager of the New Jersey Generals of the United States Football League (USFL), a position he has held since 2023. Prior to that Devaney was a football executive. He was the general manager for the St. Louis Rams of the National Football League from 2008 to 2011. He used to be an assistant to the general manager with the Atlanta Falcons. He replaced the longtime Rams president of football operations, Jay Zygmunt, at the end of the 2008 season. [1]
Devaney began his career serving as the director of pro personnel under Bobby Beathard during his time with the San Diego Chargers from 1990 to 2000. He also worked a brief stint with the San Francisco 49ers for three seasons. Devaney then worked with the CBS pregame show for two years. In 2006 Devaney began working as an assistant to Rich McKay, president and former general manager of the Atlanta Falcons from 2006 to early 2008. [2] In February 2008 the St. Louis Rams hired him as vice president of pro personnel to help conduct their 2008 draft. He was promoted to general manager of the Rams on December 24, 2008. He made his first major hire as the Rams' general manager on January 17, 2009, when the Rams announced that Steve Spagnuolo would be its new head coach. Since the hiring he had revamped the entire front office of the Rams. He was fired at the end of the 2011 season after a 10–38 record as GM. [3]
Devaney was raised in the Leonardo section of Middletown Township, New Jersey, and attended Mater Dei High School. [4] He went on to attend Elon University.
On February 24, 2016, Devaney was hired by the University of Nebraska as executive director of player personnel and special assistant to the head coach for the football team. Proceeding the firing of Mike Riley, Devaney was fired on December 15, 2017. [5] In 2018, the Alliance of American Football named him the general manager of the Atlanta Legends. [6]
In 2022, the United States Football League named Devaney the general manager of the New Jersey Generals. [7] On January 1, 2024, it was announced the Generals would not be a part of the UFL Merger. [8]

The 2001 NFL season was the 82nd regular season of the National Football League (NFL), and the first season of the 21st century. The league permanently moved the first week of the regular season to the weekend following Labor Day. In the wake of the September 11 attacks, the NFL's week 2 games were postponed and rescheduled to the weekend of January 6 and 7, 2002. He began his National Football League (NFL) career in 2001 with the New England Patriots, where he served as the offensive coordinator for 14 non-consecutive seasons. During McDaniels' first stint as offensive coordinator from 2006 to 2008, New England set the season record for points scored and won 16 of their 16 regular season games in 2007. In his second stint from 2012 to 2021, the Patriots won three Super Bowl titles. McDaniels was also among the Patriots personnel to be present for all six of their titles during the Brady–Belichick era.
Albert J. Smith was an American professional football scout and executive. He served as a part-time scout for several NFL and USFL teams before joining the Buffalo Bills in 1986, serving as a scout and executive for them for 14 years. With the Bills, the team won four AFC Championships. He joined the San Diego Chargers in 2001 as a director of pro personnel, and was promoted to general manager and executive vice president for them two years later. He stayed with the Chargers until being fired following the 2012 season. Smith's son, Kyle, is the assistant general manager of the Atlanta Falcons.
Tim Ruskell is an American football executive. He last served as the general manager of the Orlando Apollos, one of the eight charter teams was the Alliance of American Football (AAF). Ruskell has previously worked for the National Football League (NFL), including positions as the team president and director of player personnel for the Seattle Seahawks, Chicago Bears, Atlanta Falcons, and Tennessee Titans.
James Thomas Popp is an American sports executive and coach. Popp is Vice President, Player Personnel, for the United States Football League (USFL). In 2021, Popp was Chief of Staff, Advisor to the Head Coach for the Charlotte 49ers football and also a running back coach and assistant head coach for the Alabama State Hornets. He worked extensively in the Canadian Football League, and was most recently the general manager of the Toronto Argonauts. Popp spent over two decades as General Manager of the Montreal Alouettes including several stints as Head Coach. Popp served as General Manager for two years for Baltimore Stallions, and the Director of Player Personnel for the Saskatchewan Roughriders. As a CFL general manager, three separate franchises under Popp have won five Grey Cup championship wins out of 11 appearances.

Stephen Christopher Spagnuolo is an American football coach who is the defensive coordinator for the Kansas City Chiefs of the National Football League (NFL). He rejoined Andy Reid in 2019 after being a defensive assistant with him from 1999 to 2006 with the Philadelphia Eagles. He has coached four top-ten defenses as a defensive coordinator in terms of yardage. He has won four Super Bowls as defensive coordinator, one with the New York Giants and three with the Kansas City Chiefs, making him the only coordinator in NFL history to win a Super Bowl with two different franchises. Some historic defenses that Spagnuolo has coached throughout his career include the 2007 New York Giants defense and the 2023 Kansas City Chiefs defense.
Harvey Ray Farmer is an American professional football executive and former player who is a senior personnel executive for the Los Angeles Rams of the National Football League (NFL). He is the former general manager of the Cleveland Browns, having served in that role from 2014 to 2015. Farmer has also previously served with the Kansas City Chiefs and Atlanta Falcons in their scouting departments. He played in the NFL as a linebacker for the Philadelphia Eagles.
