Bjoern Seibert is a German politician who is the current Head of Cabinet for Ursula von der Leyen, President of the European Commission. [1] He's worked with von der Leyen since she was Defence Minister of Germany. [2]

Seibert coordinated the EU's sanctions during the Russian invasion of Ukraine with the United States, with his role being described as "key" by a European diplomat. [1]

Early life

Seibert studied political science at the University of Erfurt and in the United States. [3]

Career

He served for six years on the Policy Planning and Advisory Staff of the German Defence Minister under von der Leyen. [4]

European Commission

In 2020, Seibert and von der Leyen were criticized for creating a large backlog of high-level and senior position vacancies at the Commission due to their insistence on having personal control over the appointments. Over 70 director, director general or deputy director general jobs were unfilled as well as over 80 mid-level positions. Over 21% of senior positions across departments were vacant in mid-October according to Politico. [5] He has been criticized for his role as leader of von der Leyen's advisers due to them not taking much input from people outside this inner circle, including from her commissioners. [6]

After Russia invaded Ukraine in 2022, Seibert was "critical" [2] to the successful European negotiations with the United States regarding international sanctions on Russia. [7] According to an EU diplomat cited by the Financial Times , he was "the only one [that had] an overview on the EU and in constant contact with the US". [1]

On 28 February 2022, four days after it was invaded by Russia, Ukraine applied for membership of the European Union (EU). Ukrainian President Volodymyr Zelenskyy requested immediate admission under a "new special procedure", and the presidents of eight EU states called for an accelerated accession process. European Commission president Ursula von der Leyen stated that she supports Ukrainian accession, but that the process would take time. On 10 March 2022, the Council of the European Union asked the commission for its opinion on the application. Sofagate is a diplomatic protocol incident that happened during the visit of President of the European Commission Ursula von der Leyen and President of the European Council Charles Michel to Turkey in April 2021. When Michel and von der Leyen were to meet with the Turkish President Recep Tayyip Erdoğan and Foreign Minister Mevlüt Çavuşoğlu, there were only two chairs and two sofas in the room in which they were received. Michel then seated himself in the chair beside Erdoğan while von der Leyen was offered to take a seat on a sofa in the same room across the Turkish Foreign Minister Mevlüt Çavuşoğlu. Michel as a man took the more prominent position than von der Leyen as a woman, despite both having the title President. Many commentators described the incident as sexist, as did von der Leyen herself. Later on, Çavuşoğlu called the accusations against Turkey "unfair", saying that the seating arrangement was made in accordance with the requests of the European side and added protocol officials always "meet and discuss the arrangement before each visit."

The 2021–2023 global energy crisis began in the aftermath of the COVID-19 pandemic in 2021, with much of the globe facing shortages and increased prices in oil, gas and electricity markets. The crisis was caused by a variety of economic factors, including the rapid post-pandemic economic rebound that outpaced energy supply, and escalated into a widespread global energy crisis following the Russian invasion of Ukraine. The proposed International Criminal Tribunal for the Russian Federation is a proposed ad hoc international criminal tribunal aimed at prosecuting the Russian Federation and senior Russian and Belarusian leaders for the Russian invasions of Ukraine as one or more crimes of aggression, as a complement to the existing International Criminal Court investigation in Ukraine. Several international bodies announced their support for its establishment, including the Council of Europe, the European Commission, the NATO Parliamentary Assembly and the European Parliament.

The President of the European Council Charles Michel, the President of the European Commission Ursula von der Leyen and some senior EU officials also attended the event.
