Carlos Enrique Meyer (born 1953) is an Argentine businessman and public official who was appointed as the nation's Minister of Tourism upon the post's establishment on July 1, 2010.

Life and times

Meyer was born in Ramos Mejía, a western suburb of Buenos Aires, [1] and was raised in Puerto San Julián, in remote Santa Cruz Province. [2] He completed four years of a Licentiate course in hospitality management studies in Buenos Aires, though he did not ultimately graduate. [1] Meyer became a tour guide in 1979, and was later the proprietor of a Santa Cruz tour operator. [1] He married the former María Lavirgen Enríquez, and they had three children. [2]

Puerto San Julián, also known historically as Port St. Julian, is a natural harbour in Patagonia in the Santa Cruz Province of Argentina located at 49°18′S67°43′W. In the days of sailing ships it formed a stopping point, 180 km (112 mi) south of Puerto Deseado. Nowadays Puerto San Julián is also the name of a small town located on the harbour.

Meyer entered public service upon his appointment as Provincial Minister of Tourism by the newly elected Governor Néstor Kirchner, in 1991. He worked closely with private investors from early in his tenure, notably with the founder of The North Face outfitters, Douglas Tompkins, who in 1992 purchased a 20,000 hectares (49,000 acres) ranch along the Santa Cruz River to establish the first of numerous nature preserves owned by Tompkins in Argentina. [3] He focused promotional efforts on El Calafate and the neighboring Los Glaciares National Park, and approved the construction of the Comandante Armando Tola International Airport at El Calafate, opened in 2000. Kirchner became President of Argentina in 2003. A subsequent dispute with the Vice President, Daniel Scioli, led to the dismissal of the Secretary of Tourism, Germán Pérez, and of a number of other officials recommended by Scioli. [4] Citing the need to "retake control of an office which needed a change in personnel," [4] Kirchner named Meyer to the post on August 21. [1]

Meyer took office amid a strong recovery in tourism in Argentina. [2] He and Presidential Spokesman Enrique Albistur sought to further promote the sector by announcing the Marca País ("Country Brand") initiative, a concept akin to "nation branding" which served the dual purpose of obtaining political support from well-known figures in Argentine sports. [5]

Argentina is provided with a vast territory and a huge variety of climates and microclimates ranging from tundra and polar in the south to the tropical climate in the north, through a vast expanse of temperate climate and natural wonders like the Aconcagua, the highest mountain in the world outside the Himalayas, the widest river and estuary of the planet, the huge and very mighty Iguazú Falls, some of the flattest and wide meadows-plains of planet Earth, culture, customs and gastronomies famous internationally, a higher degree of development, good quality of life and people and relatively well prepared infrastructure make this country one of the most visited of America.

Nation branding aims to measure, build and manage the reputation of countries. In the book Diplomacy in a Globalizing World: Theories and Practices, the authors define nation branding as “the application of corporate marketing concepts and techniques to countries, in the interests of enhancing their reputation in international relations.” Many nations try to make brands in order to build relationships between different actors that are not restricted to nations. It extends to public and private sectors in a nation and helps with nationalism. States also want to participate in multilateral projects. Some approaches applied, such as an increasing importance on the symbolic value of products, have led countries to emphasise their distinctive characteristics. The branding and image of a nation-state "and the successful transference of this image to its exports - is just as important as what they actually produce and sell."This is also referred to as country-of-origin effect.

Kirchner's wife and successor, President Cristina Fernández de Kirchner, had the Tourism Secretariat elevated to a cabinet-level post, and on July 1, 2010, Meyer was sworn in as the first Minister of Tourism. [6]

Death and state funeral of Néstor Kirchner

2015 Argentine general election

General elections were held in Argentina on 25 October 2015 to elect the President and National Congress, and followed primary elections which were held on 9 August 2015. A second round of voting between the two leading candidates took place on 22 November, after surprisingly close results forced a runoff. On the first runoff voting ever held for an Argentine Presidential Election, opposition leader and Buenos Aires Mayor Mauricio Macri narrowly defeated FPV candidate and Buenos Aires Province Governor Daniel Scioli. He took office on 10 December, making him the first freely elected president in almost a century who was not either a Radical or a Peronist.

2015 Argentine provincial elections elections

On the 25 October elections numerous provinces also elected governors, with the new ones beginning their terms on 10 December 2015. These provinces were Buenos Aires province, Catamarca, Chubut, Entre Ríos, Formosa, Jujuy, La Pampa, Misiones, San Juan, San Luis and Santa Cruz, encompassing 11 of the country's 23 provinces. The other provinces elected governors in different days of 2015; the only exceptions were Corrientes and Santiago del Estero whose governors' terms were not due to finish in 2015.
