Calamba, officially the City of Calamba, is a 1st class component city in the province of Laguna, Philippines. According to the 2020 census, it has a population of 539,671 people making it the largest city in the province.

Teresita Santiago Lazaro commonly known as Ningning Lazaro is a Filipina educator, businesswoman, and politician who served as the governor of Laguna from 2001 to 2010. Previously, she served as Vice Governor of the province from 1995 until 2001, member of the Laguna Provincial Board from the 2nd District from 1992 until 1995, Vice Mayor of Calamba, Laguna from 1988 until 1992, and the member of the Calamba Municipal Council from 1986 until 1988.

He also served as mayor of Calamba from 2004 to 2013, representative of the 2nd District of Laguna from 1987 to 1992, 1995 to 2004, and 2013 to 2019, vice governor of Laguna from 1986 to 1987, and provincial board member from 1971 to 1986. He greatly contributed to improving education, health, and infrastructure in his city. During his tenure, the city was chosen as the regional development center of the Calabarzon Region. During his term, the City College of Calamba, the new City Hall of Calamba for Mayor Lajara's term, the Pamilihang Panlungsod ng Calamba and the Calamba Recreational and Institutional Complex were established. He is the second member of the Chipeco family involved in politics.

He served this district for three consecutive terms, having first won in 2004, in 2007, and in 2010. He is the son of Joaquin Chipeco, Jr., the current legislative representative of the lone district of Calamba, He was defeated in an upset by Cha Hernandez in his run for Representative of the Lone District of Calamba.

The council has 15 members which is composed of 12 councilors, one ex officio member elected from the ranks of barangay (village) chairmen, one ex officio member elected from the ranks of Sangguniang Kabataan chairmen and one presiding officer. The Vice-mayor of the city is the presiding officer of the council, who is elected citywide.
