Charles Milupi is a Zambian politician. [1] He is the current Minister of Infrastructure,Housing and Urban Development of Zambia since September 17,2021 and is a nominated member of parliament. [2] He is the president of the Alliance for Democracy and Development (ADD) and the chairperson of the UPND Alliance. [3]
Charles Milupi stood as an independent member of parliament (MP) for Luena constituency at the 2006 general election and won the seat.
On 14 May 2010,Milupi established his own party known as Alliance for Democracy and Development (ADD) [4] and this could no-longer be an independent candidate. [4] A by-election was held for the Luena MP seat,with Milupi contesting as the candidate for his newly-formed political party. [4] He won the by-election and retained his parliamentary seat up until the end of the term in 2011. [5]
Ahead of the 2021 general election,the ADD was one of the parties that joined the UPND Alliance and Milupi was appointed as the chairperson of the alliance. [6] [7] After the UPND won that election,Milupi was appointed as the Minister of Infrastructure,Housing and Urban Development. [2]

Its election into power in 1991 ended the 27-year rule of President Kenneth Kaunda and his United National Independence Party (UNIP).
