Charles Russell "Charlie" Miller [1] (born November 17, 1967) [2] is a retired United States Army major general who last served as Director, Strategy, Plans and Policy of the Army Staff from July 2022 to July 2024. He served as the Director for Plans, Policy, Strategy, and Capabilities of the United States European Command from July 2020 to June 2022, and prior to that, he served as the deputy director of Joint Strategic Planning, Strategy, Plans, and Policy of the Joint Staff from July 2019 to July 2020. Born in Staunton, Virginia and raised in the Shenandoah Valley, [2] [8] Miller earned a Bachelor of Science degree from the United States Military Academy in 1990. [1] [6] He later continued his education at the School of International and Public Affairs at Columbia University while serving as an instructor, and briefly as an assistant professor of political science, at the United States Military Academy. Miller received a Master of International Affairs degree focusing on international security policy and Latin America in 1999, a Master of Philosophy degree in international relations and American politics in 2000 and a Doctor of Philosophy degree in international relations and American politics in 2002. [6] His doctoral thesis was entitled "Serving Two Masters: Doctrinal Evolution in the 20th Century US Army". [9] His thesis advisors were Robert Jervis and Richard Betts. [6]
From 2005 to 2007, Miller served as a strategic planner on the Joint Staff. Respected as an analyst, he was sought out by more senior officers like General David Petraeus for advice. From 2007 to 2008, he served as a deputy director on Petraeus' staff in Iraq. [6] [8]
From 2008 to 2009, Miller served as a senior advisor to Chairman of the Joint Chiefs of Staff Michael Mullen. From 2009 to 2011, he served on the U.S. National Security Council as Director for Iraq. [6] [10] [11] Miller was one of the first fellows at the Center for International Security and Cooperation (CISAC) at Stanford University. He later worked as a senior advisor to Chairman of the Joint Chiefs of Staff Martin Dempsey. [12]
In January 2022, Miller was reassigned to the Army Staff as the Director, Strategy, Plans and Policy, replacing Major General Bradley Gericke. [13]
George William Casey Jr. is a retired four-star general who served as the 36th Chief of Staff of the United States Army from 10 April 2007, to 10 April 2011. He served as Commanding General, Multi-National Force – Iraq from June 2004 to 8 February 2007, and was in the army for his entire adult working life. He now resides in Arlington, Virginia.

David Howell Petraeus is a retired United States Army general and public official. He served as the fourth director of the Central Intelligence Agency from September 6, 2011, until his resignation on November 9, 2012. Prior to his assuming the directorship of the CIA, Petraeus served 37 years in the United States Army. His last assignments in the Army were as commander of the International Security Assistance Force (ISAF) and commander, U.S. Forces – Afghanistan (USFOR-A) from July 4, 2010, to July 18, 2011. His other four-star assignments include serving as the 10th commander, U.S. Central Command (USCENTCOM) from October 13, 2008, to June 30, 2010, and as commanding general, Multi-National Force – Iraq (MNF-I) from February 10, 2007, to September 16, 2008. As commander of MNF-I, Petraeus oversaw all coalition forces in Iraq.
Herbert Raymond McMaster is a retired United States Army lieutenant general who served as the 25th United States National Security Advisor from 2017 to 2018. He is also known for his roles in the Gulf War, Operation Enduring Freedom, and Operation Iraqi Freedom.

Stanley Allen McChrystal is a retired United States Army general best known for his command of Joint Special Operations Command (JSOC) from 2003 to 2008 during which his organization was credited with the death of Abu Musab al-Zarqawi, leader of Al-Qaeda in Iraq. His final assignment was as Commander, International Security Assistance Force (ISAF) and Commander, United States Forces – Afghanistan (USFOR-A). He previously served as Director, Joint Staff from August 2008 to June 2009. McChrystal received criticism for his alleged role in the cover-up of the Pat Tillman friendly fire incident. McChrystal was reportedly known for saying what other military leaders were thinking but were afraid to say; this was one of the reasons cited for his appointment to lead all forces in Afghanistan. He held the post from June 15, 2009, to June 23, 2010.
Joseph Francis Dunford Jr. is a retired United States Marine Corps general who served as the 19th chairman of the Joint Chiefs of Staff from October 1, 2015 to September 30, 2019. He was the 36th commandant of the Marine Corps. Dunford is the first Marine Corps officer to serve in four different four-star positions; the others include commander of the International Security Assistance Force and United States Forces – Afghanistan from February 2013 to August 2014, and as the thirty-second assistant commandant of the Marine Corps from October 23, 2010 to December 15, 2012. He has commanded several units, including the 5th Marine Regiment during the 2003 invasion of Iraq.
David William Barno is a retired lieutenant general of the United States Army. He was commander of Combined Forces Command-Afghanistan from 2003 to 2005.
Derek J. Harvey is a retired US Army Colonel who previously served on the staff of Congressman Devin Nunes, ranking member of the House Permanent Select Committee on Intelligence. Harvey is a former National Security Council (NSC) staffer in President Donald Trump's administration and was the first director of the Afghanistan-Pakistan Center of Excellence at U.S. Central Command (CENTCOM), having been selected by General David Petraeus in 2009 to lead the new organization. Harvey was the previous senior analytical specialist for Iraq to Petraeus, then Commander, Multi-National Forces-Iraq. After being fired from both USCENTCOM and the NSC, he became a top aide to Republican congressman Devin Nunes on the House Intelligence Committee in September 2017. While in this role, Harvey worked to leak the name of the Ukraine whistle-blower, causing concern about their safety and legal protections of whistle-blowers. In 2022, Derek Harvey was elected to serve a four year term on the Board of County Commissioners in Washington County, Maryland. His term expires in 2026.
Peter R. Mansoor is a retired United States Army officer, military historian, and commentator on national security affairs in the media. He is known primarily as the executive officer to General David Petraeus during the Iraq War, particularly the Iraq War troop surge of 2007. He is a professor at the Ohio State University, where he holds the General Raymond E. Mason Jr. Chair of Military History.
Heidi Jo Hoyle-Cleotelis is a lieutenant general in the United States Army who has served as the deputy chief of staff for logistics of the United States Army since December 2023. She was the 22nd commanding general of the Military Surface Deployment and Distribution Command, serving from June 23, 2020, to July 20, 2022. She previously served as the 41st chief of ordnance and commandant of the United States Army Ordnance School.
Charles A. Flynn is a retired United States Army general who last served as the commanding general of United States Army Pacific from 2021 to 2024. He previously served as Deputy Chief of Staff for Operations, Plans and Training (G3/5/7) of the Army Staff from 2019 to 2021. He is the younger brother of Lieutenant General Michael T. Flynn, Donald Trump's first National Security Advisor.

Richard "Ross" Coffman is a retired United States Army lieutenant general who last served as the deputy commanding general for combat development of United States Army Futures Command from 2022 to 2024. He previously served as director of the Next Generation Combat Vehicle Cross Functional Team from August 2018 to August 2022. Coffman attended Harvard University, Embry Riddle University, and Centre College.
