The Chief Special Adviser to the First Minister (Welsh: Prif Gynghorydd Arbennig y Prif Weinidog) is the chief of staff and most senior special adviser of the first minister of Wales.
After the creation of the National Assembly for Wales and the position of First Secretary of Wales in 1999, the inaugural first secretary Alun Michael employed a team of four special advisers in his office, including a chief of staff. [1] In May 2000, his successor Rhodri Morgan gave the chief of staff the title of Senior Special Adviser to the First Secretary. [2] In October 2000, the office of First Secretary of Wales was renamed First Minister of Wales. [3] The chief of staff's title also changed to reflect this, becoming Senior Special Adviser to the First Minister. [4] Under First Minister Carwyn Jones, the office was renamed Chief Special Adviser to the First Minister in 2016. [5] [6]
First Secretary Alun Michael's chief of staff was Gareth Williams, a Labour politician who stood in the 1999 European Parliament elections. [1] He resigned from the post when Michael resigned as first secretary in February 2000. [7] Michael's successor Rhodri Morgan brought in his ally Kevin Brennan to act as his chief of staff until a successor was found. [7] He appointed Paul Griffiths as his senior special adviser to the first secretary in May 2000. [2] After the office of First Secretary of Wales was renamed First Minister of Wales, [4] Morgan appointed another senior special adviser, Mark Drakeford, to serve alongside Griffiths [8] later that year. [9] Griffiths left the role in August 2007 [10] while Drakeford stepped down when Morgan resigned in 2009. [11]
During the One Wales coalition government between Labour and Plaid Cymru, First Minister Rhodri Morgan and his successor Carwyn Jones employed Anna Nicholl from Plaid Cymru [12] as a senior special adviser from 2008 to 2011. [13] [14] From May 2011 to May 2016, Jones's senior special adviser was Jo Kiernan. [15] [16] [17] In 2016, Jones appointed Matt Greenough to the role and renamed it Chief Special Adviser to the First Minister. [18] [6]
Carwyn Jones's successor Mark Drakeford appointed Jane Runeckles as his chief special adviser in December 2018. [19] [20] His successor Vaughan Gething appointed David Hagendyk as his adviser in March 2024. [21] Gething's successor Eluned Morgan appointed Rhodri Morgan's chief of staff Kevin Brennan as her chief special adviser on her ascendency to the premiership in August 2024. [22] [23] [24] In December 2024, she announced that he would leave the role after he was nominated for a peerage by Prime Minister Keir Starmer. She appointed former MP and MEP Wayne David as his successor from the new year onwards. [25] [26] [27]
The chief special adviser is the first minister's chief of staff and their most senior special adviser.

The Welsh Government is the executive arm of the devolved government of Wales. The government consists of cabinet secretaries and ministers. It is led by the first minister, usually the leader of the largest party in the Senedd, who selects ministers with the approval of the Senedd. The government is responsible for tabling policy in devolved areas for consideration by the Senedd and implementing policy that has been approved by it.
The first minister of Wales is the leader of the Welsh Government and keeper of the Welsh Seal. The first minister chairs the Welsh Cabinet and is primarily responsible for the formulation, development and presentation of Welsh Government policy. Additional functions of the first minister include promoting and representing Wales in an official capacity, at home and abroad, and responsibility for constitutional affairs, as they relate to devolution and the Welsh Government.
Mair Eluned Morgan, Baroness Morgan of Ely,, is a Welsh Labour politician who has served as First Minister of Wales and Leader of Welsh Labour since 2024. She previously served as Cabinet Secretary for Health and Social Care in the Welsh Government from 2021 to 2024.
Jane Elizabeth Hutt is a Welsh Labour politician serving as Welsh Government Chief Whip since 2023, Trefnydd of the Senedd since March 2024 and Cabinet Secretary for Social Justice since July 2024. She has served as the Member of the Senedd (MS) for the Vale of Glamorgan since 1999.
Carwyn Howell Jones is a Welsh politician who served as First Minister of Wales and Leader of Welsh Labour from 2009 to 2018. He served as Counsel General for Wales from 2007 to 2009. Jones served as the Member of the Senedd (MS) for Bridgend from 1999 to 2021.
Margaret Delyth Evans is a Welsh executive and former politician who served as Deputy Minister for Rural Affairs, Culture and Environment in the National Assembly for Wales from 2000 to 2003. A member of the Labour Party, she was the Assembly Member (AM) for Mid and West Wales from 2000 until her retirement from the National Assembly in 2003. In 2010, she became the chief executive of the charity Dress For Success London, where she remained until 2014. She has also been a director at the Film Agency for Wales, a trustee at the charity United Response, and has sat on the board of Sport Wales since 2019.
Lynne Neagle is a Welsh Labour & Co-operative politician serving as Cabinet Secretary for Education since 2024. Born in Merthyr Tydfil, Glamorgan, Wales, Neagle has been the Member of the Senedd (MS) for the constituency of Torfaen since the Senedd was established in 1999.
Mick Antoniw is a Welsh Labour and Co-operative politician, who was Counsel General for Wales from 2021 to 2024, having previously served in the position from 2016 to 2017. He previously served as Minister for the Constitution from 2021 to 2024. He has been the Member of the Senedd (MS) for Pontypridd since 2011.
Humphrey Vaughan ap David Gething is a Welsh Labour and Co-operative Party politician who served as First Minister of Wales from March to August 2024, and served as leader of Welsh Labour from March to July 2024, making him the first black leader of any European country. He has been the Member of the Senedd (MS) for Cardiff South and Penarth since 2011.
Jeremy Miles is a Welsh Labour Co-op politician serving as Cabinet Secretary for Health and Social Care since September 2024.
Mark Drakeford is a Welsh politician who has served as Cabinet Secretary for Finance since September 2024, having previously held the position from 2016 to 2018. He previously served as First Minister of Wales and Leader of Welsh Labour from 2018 to 2024, and as Cabinet Secretary for Health and Social Care from 2013 to 2016, and on an interim basis in 2024. He was first elected as the Member of the Senedd (MS) for Cardiff West in 2011 and is considered to be on the soft left of Labour.
Jayne Bryant is a Welsh Labour Party politician serving as Cabinet Secretary for Housing and Local Government since July 2024. Since May 2016 she has represented Newport West in the Senedd.
The 2018 Welsh Labour Party leadership election took place between 9 November and 6 December 2018 to elect a successor to Carwyn Jones as leader of the Welsh Labour Party.
In Welsh politics, the term clear red water refers to the Welsh Labour strategy of distancing itself from the UK Labour Party and adopting both more progressive and more distinctly Welsh policies. The strategy was first formulated in the early 2000s, with the Rhodri Morgan-led Welsh government using it to distinguish itself from Tony Blair's New Labour. The term itself is credited to Mark Drakeford AM.
The February–March 2024 Welsh Labour leadership election took place to select Mark Drakeford's successor as leader of Welsh Labour, who in turn would become First Minister of Wales. Drakeford announced his resignation and retirement on 13 December 2023, five years after his election. Voting began in February 2024 with the new leader announced on 16 March 2024. Vaughan Gething won the election with 51.7% of the vote. The next scheduled Senedd election is due on or before 7 May 2026.
The Cabinet Secretary for Rural Affairs is a member of the cabinet in the Welsh Government. The current officeholder is Huw Irranca-Davies since March 2024.
The Cabinet Secretary for Social Justice is a member of the Cabinet in the Welsh Government. The current officeholder is Jane Hutt since July 2024.
The Gething government was the Labour-led government of Wales formed on 21 March 2024 following the appointment of Vaughan Gething as First Minister on 20 March 2024.
The Eluned Morgan government is the government of Wales formed by Eluned Morgan from August 2024, following her appointment as First Minister of Wales on 6 August. Morgan first formed an interim government largely continuing the previous Gething government, then announced a fuller reshuffle in September 2024.
