Child and Adult Care Food Program

The Child and Adult Care Food Program (CACFP) is a type of United States federal assistance provided by the Food and Nutrition Service (FNS) of the United States Department of Agriculture (USDA) to states in order to provide a daily subsidized food service for an estimated 3.3 million children and 120,000 elderly or mentally or physically impaired adults [1] in non-residential, day-care settings. It is a branch within the Policy and Program Development Division of the Child nutrition programs, along with the School Programs Branch, which runs the National School Lunch Program. [2] The program is commonly referred to as the Child Care, Child Care Food, Adult Care, or Adult Care Food Program, and is often operating in conjunction with other child and adult day-care programs, such as the Head Start. Its federal identification number, or CFDA number, is 10.558. [2] Section 17 of the National School Lunch Act, and USDA issues the program regulations under 7 CFR part 226. [3]

Program benefits

The program’s benefits consist of nutritious meals and snacks served to eligible children and adults who are enrolled for care at participating child care centers, adult day care centers, outside-school-hours care centers, after-school at-risk programs, family and group day care homes, and homeless and emergency shelters. These centers and shelters can be public and private non-profit centers, proprietary organizations, schools, private homes, and elderly centers, among others, on condition that they all comply with federal, state and local licensing and approval requirements. [2] Through CACFP, children and older adults gain access to "nutritious foods that contribute to the wellness, healthy growth, and development of young children, and the health and wellness of older adults and chronically impaired disabled persons." [1]

In 2023, a study published in the Journal of the Academy of Nutrition Dietetics noted that CACFP positively impacts the lives of children and families who receive subsidized meals in child care settings. [4] Specifically, researchers found that children from low income families between 13 and 48 months old who received meals through this initiative were 39% less likely to be categorized as having poor or fair health and 41% less likely to be admitted to the hospital via emergency room. [5] They were also 30% less likely to have overall household food insecurity compared to children from similar socioeconomic backgrounds who ate meals provided by their caretakers. [5]

Administration

The USDA's Food and Nutrition Service (FNS) administers the program through grants-in-aid to states. The program is administered within most states by its designated educational agency, such as New York’s Department of Health. [6] In certain states, the program is administered by an alternate agency, such as the state department of health, family and/or social services. At the discretion of the state’s governor, different agencies may administer the program’s child-care and adult day-care components, such as Wildwood C.A.C.F.P in Colorado. In the state of Virginia, the program is directly administered by the Food and Nutrition Service Mid-Atlantic Regional Office (MARO). [2]

Actual federal assistance provided to states and their designated agencies are in the form of cash reimbursement for meals served, and any other donation by the USDA to provide such meals. Program funds are provided to states through letters of credit issued under the FNS Agency Financial Management System. The states, in turn, use the funds to reimburse institutions for costs of actual operations (e.g., providing meals), as well as to support state administrative expenses. Generally, a state’s claim to cash reimbursement from the USDA is computed by first determining the number of meals served (by category and type), and multiplying the amount of service by a per-unit payment rate, also known as the “reimbursement rate.” The “type” of meal refers to the kind of meal service for which the institution seeks reimbursement, such as breakfasts, lunches, snacks, supplements, and dinners served. The “category” refers to the type of economic need of the child or adult to whom a meal is served, which can be categorized as “paid,” “reduced price,” or “free” meals. [2]

Child-care, adult day-care, and outside-school-hours centers may charge a single fee to cover tuition, meals, and all other day care services to recoup certain costs; however, the vast majority of these centers operate non-pricing (free) programs. Nevertheless, all institutions must determine the eligibility of children and adults enrolled at these centers (e.g. low-income, mentally or physically disabled, etc.) for free or reduced price meals because such eligibility determinations affect the reimbursement rates for meals served to the participants. Homeless children residing at a participating homeless shelter are considered categorically eligible for meals served by that shelter. After-school at-risk programs, emergency shelters, and family day care homes are prohibited from charging separately for meals. [2]

The Child Nutrition Act of 1966 (CNA) is a United States federal law (act) signed on October 11, 1966 by President Lyndon B. Johnson. The Act was created as a result of the "years of cumulative successful experience under the National School Lunch Program (NSLP) to help meet the nutritional needs of children." The National School Lunch Program feeds 30.5 million children per day. NSLP was operated in over 101,000 public and nonprofit private schools in 2007. The Special Milk Program, functioning since 1954, was extended to June 30, 1970 and incorporated into the act. The act also provided Federal funding assistance towards non-food purchases for school equipment.

However, free meals must be offered to children from families with incomes below 130% of the federal poverty level, and reduced price meals to those with family incomes between 130% and 185% of the poverty level. Those families over 185% poverty level have to pay full price for their meals which are set by the school. Even though the children have to pay for their own meals, the school is still reimbursed to some extent.

The Food Distribution Program on Indian Reservations (FDPIR) allows Indian Tribal Organizations (ITOs) to operate a food distribution program as an alternative to the Food Stamp Program for those living on or near an Indian reservation. The Food and Nutrition Service (FNS), an agency of the U.S. Department of Agriculture, administers FDPIR at the Federal level, and is locally operated through ITOs or State agencies(SAs). Eligibility for benefits is similar to the food stamp (SNAP) program, and funds are drawn from food stamp appropriations. Food Distribution Program Nutrition Education (FDPIR) grants are also awarded to participating FDPIR ITOs. These grants are awarded to support nutrition education activities that are culturally relevant, promoting healthy food choices, and promoting physical activity among participants.

Bright from the Start, also known as Georgia Department of Early Care and Learning, was established on July 1, 2004. The main office is located in downtown Atlanta, Georgia. The department licenses and monitors daycare centers and all state funded pre-k. Bright from the Start is headed by one commissioner and by a board of administrators. Bright from the Start provides children with quality preschool knowledge that will be necessary for their future school achievements. They want to offer a system of professional development for the providers and for the staff.

<span class="mw-page-title-main">Healthy, Hunger-Free Kids Act of 2010</span> Federal statute

The Healthy, Hunger-Free Kids Act of 2010 is a federal statute signed into law by President Barack Obama on December 13, 2010. The law is part of the reauthorization of funding for child nutrition. It funded child nutrition programs and free lunch programs in schools for 5 years. In addition, the law set new nutrition standards for schools, and allocated $4.5 billion for their implementation. The new nutrition standards were a centerpiece of First Lady Michelle Obama's Let's Move! initiative to combat childhood obesity. In FY 2011, federal spending totaled $10.1 billion for the National School Lunch Program. The Healthy, Hunger-Free Kids Act allows USDA, for the first time in 30 years, opportunity to make real reforms to the school lunch and breakfast programs by improving the critical nutrition and hunger safety net for millions of children. Healthy, Hunger-Free Kids Act and Michelle Obama were a step in transforming the food pyramid recommendation, which has been around since the early 1990s, into what is now known as "MyPlate".

School meals are provided free of charge, or at a government-subsidized price, to United States students from low-income families. These free or subsidized meals have the potential to increase household food security, which can improve children's health and expand their educational opportunities. A study of a free school meal program in the United States found that providing free meals to elementary and middle school children in areas characterized by high food insecurity led to increased school discipline among the students.

CalFresh is the California implementation of the federal Supplemental Nutrition Assistance Program (SNAP), formerly known as the Food Stamp program, which provides financial assistance for purchasing food to low-income California residents.

<span class="mw-page-title-main">Summer Food Service Program</span> Federal program reimbursing organizations for childrens meals

The Summer Food Service Program (SFSP) began in 1968. It was an amendment to the National School Lunch Act. Today, the SFSP is the largest federal resource available for local sponsors who want to combine a child nutrition program with a summer activity program. Sponsors can be public or private groups, such as non-profit organizations, government entities, churches, universities, and camps. The government reimburses sponsors for the food at a set rate. There are still communities that have not created a Summer Food Service Program in their community. For those individuals that want to help ensure children have meals during the summer, they can get more information from the USDA or their state government agencies.

Many public libraries in North America offer summer meal programs to keep kids fed throughout the day. In the summer, low-income children may require nutrition away from home. If parents are at work, and there are limited food sources at home, children have fewer options for healthy, balanced meals. Coupled with programming or interactive activities, library meal programs are providing children with healthy lunches and opportunities for learning.

The Institute of Child Nutrition (ICN), formerly known as the National Food Service Management Institute (NFSMI), is a Mississippi-based, federally funded national center dedicated to child nutrition. Established in 1989, the Institute conducts applied research, develops training materials, provides training, and serves as a clearinghouse of information for professionals within federally assisted child nutrition programs. It is located within the School of Applied Sciences at the University of Mississippi. The Institute, authorized by Congress under Section 21 of the Richard B. Russell National School Lunch Act, is funded by a grant administered through the U.S. Department of Agriculture (USDA), Food and Nutrition Service (FNS).
