Clyde A. "Chip" Perfect Jr. is a former Republican member of the Indiana Senate. He represented District 43,which includes all of the counties of Ohio and Jennings along with parts of the counties of Bartholomew,Dearborn,Decatur,Jackson,and Ripley. He was elected to the Senate in 2014,succeeding Johnny Nugent. He was a member of the Senate's committees on agriculture,local government,natural resources,and pensions and labor. [1] Perfect introduced a bill in 2019 to remove restrictions on child labor,raising conflict-of-interest concerns,as this would likely benefit his business. [2] [3]
Perfect received bachelor's degree from Purdue University in agricultural education. [4]
Perfect is president and CEO of Perfect North Slopes, [3] a ski resort in southeastern Indiana, [5] close to Lawrenceburg. [3] He is also a former president of the Midwest Ski Areas Association. [6]
Perfect was elected to his seat in 2014,winning 71.7% of the vote against Democrat Rudy Howard. [7] He ran unopposed in the primary and general elections in 2018. [8]
Perfect was chairman of the Senate Commerce Chairman. [9] He introduced a bill in 2019 to repeal restrictions on child labor;the legislation would likely benefit his business,which employs hundreds of minors each winter. [2] [5] Perfect's bill would have removed work permit requirements and work hour restrictions for 16- and 17-year old students. [5] Perfect and some other business leaders described the regulations as burdensome, [3] [10] while the Indiana School Boards Association opposed the bill. [10] After Common Cause Indiana [10] and others raised conflict-of-interest concerns about Perfect's sponsorship of the measure, [3] he backed away from the proposal but said that he did nothing wrong by introducing the bill and that the Senate Ethics Committee had approved his bill sponsorship. In 2020,Perfect was the only Indiana lawmaker to vote against legislation prohibiting businesses from requiring the "implantation of any identity or tracking device" (such as a microchip) as a condition of employment without the employee's consent. The legislation had unanimously passed the state House and passed 9–1 in the Senate Pensions and Labor Committee,with Perfect the sole "no" vote. Henry Frederick Schricker was an American politician who served as the 36th and 38th Governor of the U.S. state of Indiana from 1941 to 1945 and from 1949 to 1953. He is the only Indiana governor elected to two non-consecutive terms,and the only governor between 1852 and 1977 to be elected to more than one term in office. His terms were marked by strong opposition party control of the Indiana General Assembly,which attempted to remove powers from the governor that had been granted during the Great Depression. Schricker fought the attempt in the state courts,and although his power was significantly reduced,the Indiana Supreme Court ruled in the case of Tucker v. Indiana that the governor was the chief executive of the state,and the legislature could not pass legislation that interfered with the division of powers.

In February 2011,a series of public employee protests began in the United States against proposed legislation which would weaken the power of labor unions. By March,eighteen states had proposed legislation which would remove some collective bargaining powers from unions,along with another five states which proposed legislation which would negatively affect unions. The protests occurred when public employee unions mounted protests against legislation proposed by Republican governors such as Scott Walker (Wisconsin),Rick Scott (Florida),Mitch Daniels (Indiana),Sean Parnell (Alaska),Rick Snyder (Michigan),John Kasich (Ohio),Paul LePage (Maine) and Jan Brewer (Arizona) which,among other things,would strip public employees of some collective bargaining rights as well as require higher employee contributions to pension and health care plans. The governors stated they needed these changes in order to cut state spending and balance the states' budgets. The protests began in Wisconsin,then spread to Indiana and Ohio,with unions around the country rallying to show their opposition to the proposed legislation. Several other states considered similar legislation. Virginia,North Carolina,and Texas prohibit formal collective bargaining with public employees.
