Frederick County is located in the Commonwealth of Virginia. As of the 2020 census, the population was 91,419. Its county seat is Winchester. The county was formed in 1743 by the splitting of Orange County. It is Virginia's northernmost county. Frederick County is included in the Winchester, VA-WV Metropolitan Statistical Area, which is also included in the Washington-Baltimore-Northern Virginia, DC-MD-VA-WV-PA Combined Statistical Area.
Hampshire County is a county in the U.S. state of West Virginia. As of the 2020 census, the population was 23,093. Its county seat is Romney, West Virginia's oldest town (1762). The county was created by the Virginia General Assembly in 1754, from parts of Frederick and Augusta Counties (Virginia) and is the state's oldest county. The county lies in both West Virginia's Eastern Panhandle and Potomac Highlands regions.
Winchester is the northwesternmost independent city in the Commonwealth of Virginia, United States. It is the county seat of Frederick County, although the two are separate jurisdictions. As of the 2020 census, the city's population was 28,120. It is the principal city of the Winchester metropolitan area with a population of just over 145,000 extending into West Virginia, which is a part of the Washington–Baltimore combined statistical area. Winchester is home to Shenandoah University and the Museum of the Shenandoah Valley.
Kingwood is a city in and the county seat of Preston County, West Virginia, United States. The population was 2,980 at the 2020 census. The city sits within the Allegheny Mountains above the Cheat River valley. It is the home of the Preston County Buckwheat Festival, a county fair known for making buckwheat pancakes, as well as Hovatter’s Wildlife Zoo.

Alexander White was an early American lawyer and politician in the present-day U.S. states of Virginia and West Virginia. He served in the House of Burgesses, the Virginia House of Delegates (representing Frederick County and later Berkeley County. During the American Revolutionary War, White facilitated the release of Quaker and Hessian civilian prisoners held by patriots. White also participated in the Virginia Ratifying Convention and became the northwestern Virginia district's inaugural member in the United States House of Representatives. United States President George Washington appointed White one of the commissioners responsible for the planning and construction of Washington, D.C..
George Hay Lee was a Virginia lawyer and politician who served on the Virginia Court of Appeals from 1852 until Virginia declared secession in 1861.
Joseph Dee Morrissey is an American Democratic politician, businessman, and former lawyer who won election to both chambers of the Virginia General Assembly from districts including Richmond or surrounding Henrico County, Virginia. He represented Virginia's 16th Senate district from 2020 to 2024, having been elected during the 2019 election. He represented much of southern Richmond, as well as all of the cities of Petersburg and Hopewell and portions of Chesterfield, Dinwiddie and Prince George counties. He lost the 2023 Democratic primary for his district.
Clifford Lynwood "Clay" Athey Jr. is an American politician and jurist. He served as a member of the Virginia House of Delegates from 2002 to 2012. He has served as a judge of the Virginia Court of Appeals since 2019.
Same-sex marriage has been legally recognized in West Virginia since October 9, 2014. On July 28, 2014, a ruling by the Fourth Circuit Court of Appeals in Bostic v. Schaefer found Virginia's ban on same-sex marriage unconstitutional. On October 6, 2014, the U.S. Supreme Court denied certiorari in Bostic, allowing the ruling to take effect. As a result, on October 9, 2014, Governor Earl Ray Tomblin announced he was ordering state agencies to act in compliance with the controlling precedent in the Virginia case. Even though West Virginia's ban had not been explicitly declared unconstitutional, the Fourth Circuit precedent made it certain the state's statutory ban would be overturned. The state started issuing marriage licenses to same-sex couples that same day. The U.S. District Court for the Southern District of West Virginia officially ruled the state's same-sex marriage ban unconstitutional on November 7, 2014.

The 2017 Virginia lieutenant gubernatorial election was held on November 7, 2017. After the party primary elections were held, the major party nominees were Jill Vogel (Republican) and Justin Fairfax (Democrat). The incumbent Lieutenant Governor, Democrat Ralph Northam, declined to run for re-election in order to run for Governor. In the general election on November 7, 2017, Democratic nominee Justin Fairfax defeated Republican state Senator Jill Vogel to become the 41st Lieutenant Governor of Virginia.
The 2017 Virginia Attorney General election was held on November 7, 2017. The incumbent attorney general, Democrat Mark Herring, was expected to run for governor, but announced he would run for re-election instead. As only Herring and Republican John Adams qualified for their respective party primaries, the two automatically became their parties' nominees. In the general election, Herring defeated Adams to win a second term as Attorney General of Virginia.
The 2018 United States House of Representatives elections in Virginia were held on November 6, 2018, to elect the 11 U.S. representatives from the state of Virginia, one from each of the state's 11 congressional districts. The elections coincided with other states' elections to the House of Representatives, elections to the United States Senate and various state and local elections. Primary elections took place on June 12.
Virginia's 29th House of Delegates district elects one of 100 seats in the Virginia House of Delegates, the lower house of the state's bicameral legislature. District 29 represents the city of Winchester as well as parts of Frederick and Warren counties. The seat is currently held by Bill Wiley, who was elected in a November 3, 2020 special election.
The 2021 Virginia gubernatorial election was held on November 2, 2021, to elect the next governor of Virginia. The election was concurrent with other elections for Virginia state offices. Incumbent Democratic governor Ralph Northam was ineligible to run for re-election, as the Constitution of Virginia prohibits governors from serving consecutive terms. Businessman Glenn Youngkin won the Republican nomination at the party's May 8 convention, which was held in 37 polling locations across the state, and was officially declared the nominee on May 10. The Democratic Party held its primary election on June 8, which former governor Terry McAuliffe easily won.
William D. Wiley is an American politician and member of the Republican Party. In 2020 he was elected to the Virginia House of Delegates. He represents the 32nd district, comprising the city of Winchester, and parts of Warren and Frederick Counties in Virginia. Before his election to the House of Delegates, Wiley spent six years on the Winchester City Council.

The 2023 Virginia Senate election was held on Tuesday, November 7, 2023, concurrently with elections for the Virginia House of Delegates, to elect senators to all 40 seats in the Senate of Virginia for the 163rd and 164th Virginia Assembly. Nomination primaries held through the Department of Elections were held June 20, 2023. These were the first elections held following redistricting as a result of the 2020 census. The Democrats retained control of the Senate.
