Clay Tallman was a Democratic politician from the U.S. State of Nevada. He was Commissioner of the United States General Land Office from 1913 to 1921. He was born May 7,1874,at Belding,Michigan. [2] He graduated from what is now Michigan State University in 1895. [3]
Tallman was appointed Commissioner on May 27,1913,by Woodrow Wilson. [4] He was a lawyer from Nevada,and was a member of the Nevada State Senate from 1909 to 1913,serving as President pro tempore during his last session. [4] He was also chairman of the Democratic State Central Committee of Nevada,and was his party's candidate for the United States House of Representatives in 1912. [4]
Tallman was confirmed by the United States Senate,and was commissioned June 5,1913. He was replaced by William Spry on March 22,1921. [5] He died at Montrose,Colorado August 25,1949. [3]
Patrick Anthony McCarran was an American farmer,attorney,judge,and Democratic politician who represented Nevada in the United States Senate from 1933 until 1954. McCarran was born in Reno,Nevada,attended Nevada State University,and was a farmer and rancher. In 1902,he won election to the Nevada Assembly but left office in 1905 after an unsuccessful campaign for the Nevada State Senate. He studied law privately and was admitted to the bar in 1905,then won election as Nye County District Attorney. He served a two-year term,after which he returned to Reno. From 1913 to 1919,McCarran was a justice of the Supreme Court of Nevada,serving as chief justice from 1917 to 1919. His support for the aviation industry was well known and resulted in Paradise,Nevada's former McCarran Field being named in his honor.

The 1912–13 United States Senate elections were held on various dates in various states. They were the last U.S. Senate elections before the ratification of the Seventeenth Amendment in 1913,establishing direct elections for all Senate seats. Senators had been primarily chosen by state legislatures. Senators were elected over a wide range of time throughout 1912 and 1913,and a seat may have been filled months late or remained vacant due to legislative deadlock. Some states elected their senators directly even before passage of Seventeenth Amendment. Oregon pioneered direct election and experimented with different measures over several years until it succeeded in 1907. Soon after,Nebraska followed suit and laid the foundation for other states to adopt measures reflecting the people's will. By 1912,as many as 29 states elected senators either as nominees of their party's primary or in conjunction with a general election.

Nevada Commission on Ethics v. Carrigan,564 U.S. 117 (2011),was a Supreme Court of the United States decision in which the Court held that the Nevada Ethics in Government Law,which required government officials recuse in cases involving a conflict of interest,is not unconstitutionally overbroad. Specifically,the law requires government officials to recuse themselves from advocating for and voting on the passage of legislation if private commitments to the interests of others materially affect the official's judgment. Under the terms of this law,the Nevada Commission on Ethics censured city councilman Michael Carrigan for voting on a land project for which his campaign manager was a paid consultant. Carrigan challenged his censure in court and the Nevada Supreme Court ruled in his favor,claiming that casting his vote was protected speech. The Supreme Court reversed,ruling that voting by a public official on a public matter is not First Amendment speech.
