The Climate and Development Knowledge Network (CDKN) works to enhance the quality of life for the poorest and most vulnerable to climate change. CDKN does this by combining research, advisory services and knowledge management in support of locally owned and managed policy processes. It works in partnership with decision-makers in the public, private and non-governmental sectors nationally, regionally and globally. [1]
CDKN is led by SouthSouthNorth [2] in South Africa, in partnership with Fundación Futuro Latinoamericano [3] in Ecuador, ICLEI - Local Governments for Sustainability, South Asia, [4] in India, and the Overseas Development Institute in the UK.
CDKN works across Africa, Asia and Latin America and the Caribbean, with a focus on nine priority countries: Kenya, Ethiopia, Ghana, Bangladesh, Nepal, India, Colombia, Peru and Ecuador.
CDKN collaborates and partners with the Future Climate for Africa programme's Capacity Development and Knowledge Exchange Unit. Future Climate for Africa (FCFA) aims to generate fundamentally new climate science focused on Africa, and to ensure that this science has an impact on human development across the continent. FCFA's goal is to reduce disruption and damage from climate change and to safeguard economic development and poverty eradication efforts over the long-term. In this way, FCFA aims to make new African infrastructure and urban and rural plans and investments more climate-resilient. [5]
CDKN also supported seven universities from five southern African countries in a project led by the University of Cape Town, to develop a master's curriculum on climate change and sustainable development for the Southern African Regional Universities Association (SARUA). [6]
CDKN has been involved in capacity building in Rwanda through the national environment and climate change fund, FONERWA – the largest climate fund of its kind in Africa. By building capacity at national and district level to scope, develop and implement successful climate compatible development projects, the work will help support implementation of Rwanda's Green Growth & Climate Resilience Strategy and build momentum for low carbon, climate resilient economic growth in the country. As part of continued work in Rwanda through the project, "Building resilience in Rwanda through business collaboration," a CDKN-funded research study showed that small businesses around Nyabugogo River, Gatsata and other water catchment areas in Kigali could face further losses due to flooding if no urgent actions are taken to address the problem. A survey, carried out as part of the project, looked at how small businesses in Kigali are being affected by recurrent flooding, and found that the areas experienced losses estimated at Rwf178.2 million in direct and indirect damages caused by floods. The Minister for Disaster Management and Refugee Affairs, Seraphine Mukantabana, said the findings are part of the needed continued efforts to sustain all actions for reducing disaster risks and building disaster-resilient communities: "We have the second Economic Development and Poverty Reduction Strategy to sustain the development momentum but we know potential obstacles that could impede achievement of these goals due to increasing disaster risks and impact of climate change." [8]
In 2016, CDKN produced the report an "Economic assessment of the impacts of climate change in Uganda", [9] which was commissioned by the Government of Uganda. It aimed to provide the government with economic evidence on the current and future costs associated with climate variability and predicted climate change, and the necessary adaptation measures for different sectors at both national and local scales. This evidence is intended to help policy-makers mainstream climate change and resilience into national and sectoral policies and develop the case for investing in adaptation. [10]
Evidence from the study has already informed Uganda's Intended Nationally Determined Contribution (INDC) to the 21st Conference of Parties (COP 21) to the United Nations Framework Convention on Climate Change (UNFCCC) in Paris, France, in late 2015. [10]
After a heat wave hit Ahmedabad, a western city of 5.5 million people, in May 2010, killing over 1,300 people, local authorities mapped areas with "high-risk" populations including slums, as part of an extreme heat action plan. [11] CDKN supported the creation and roll-out of the action plan. [12]
The project built up public awareness of the risks of high temperatures and set up "cooling spaces" in temples, public buildings and malls in the summer months. [11]
The plan also involved community outreach initiatives, putting an early warning system in place that provides a seven-day advance forecast about high temperatures and impending heat waves, and capacity-building of health-case professionals to treat people with heat-related complications. [13] According to The Hindu , the city's Heat Action Plan, unveiled in 2013, has brought down heatwave-linked deaths by up to 25%. [13]
Women and young people at the forefront of climate adaptation action. The Ahmedabad heat wave project shows that women hawkers and street vendors are natural and easy brokers of learning around how to deal with heat wave. They pick up measures to respond as well as pass on the message to other women and children in the city. [14]
In Nepal, CDKN through this project directly responds to expressed demand from water user groups, municipal governments, and national government about growing contestation with upstream communities, and have requested design interventions to ensure sustainable water flow. This project draws from over five years of research and local engagement on the interrelation of water, urbanization, and climate change in three rapidly urbanizing cities experiencing water stress carried by Southasia Institute of Advanced Studies. It also seeks to contribute to climate adaptive and inclusive water governance by catalyzing evidence and encouraging informed decision-making processes at local, provincial, and federal levels of government. In doing so, it seeks to enhance institutional mechanisms for cooperation and equitable water access. [15]
In Nepal, the CDKN project "Scaling Up Climate Smart Agriculture (CSA) in Nepal", is developing portfolios of targeted climate-smart agricultural technologies and practices for benefitting women and marginalised farmers of the three agro-ecological zones of Nepal. [16]
Another CDKN project found that the use of photovoltaic panels in an industrial sector in Sialkot, Pakistan, could mitigate up to 377,000 tons of carbon dioxide and gain average savings of US$27,400 per year on electricity costs. The project, conducted alongside Ecofys, assessed a Nationally Appropriate Mitigation Action (NAMA) as a policy tool to provide renewable energy to the city's industry. [17]
In Latin America and the Caribbean, CDKN is working alongside municipal governments to orientate the growth of their cities towards low carbon and climate resilient development through the Cities Footprint Project. In its first phase, Cities Footprints has been implemented in three cities: La Paz in Bolivia, Quito in Ecuador and Lima in Perú. [18]
The project focuses on assessing the carbon and water footprints of each municipal government and of each participating city, and on promoting [greenhouse gas emissions] reductions and water management measures that contribute to climate change mitigation and adaptation respectively. [19]
A joint initiative between the International Development Research Centre (IDRC) and CDKN, the Resilient Cities Initiative, helps strengthen decision-making and scale-up effective action on climate resilient development to improve the livelihoods of those most affected by climate change in Latin America. [20] According to IDRC, the projects are:
CDKN's Negotiations Support programme provides legal and technical support to negotiators from the most climate vulnerable countries. These countries have the most to lose from climate change but are often unable to fully represent their interests in international climate negotiations. [21] The Negotiations Support programme won the International category at the Management Consulting Association Awards for the negotiation support work around the Paris Climate Agreement. [22]
CDKN funds and supports the Legal Response Initiative (LRI), which seeks to create a more level playing field between actors in the climate change negotiations. [23]
The Legal Response Initiative provides free legal support to poor and particularly climate vulnerable developing countries, and civil society observer organisations, at international negotiations under the United Nations Framework Convention on Climate Change (UNFCCC). It operates through a network of lawyers from law firms, barrister chambers and universities in different jurisdictions who give hands-on assistance during meetings, draft legal opinions or build the capacity of lawyers and negotiators from developing countries. The Legal Response Initiative won 'Best Education Initiative' at the Climate Week Awards in 2014 [24] and 2017. [25]
In 2015, CDKN launched a digital book, Mainstreaming Climate Compatible Development, [26] which provides insights and lessons learned from practical experience in increasing climate resilience in developing countries. It informs and supports decision makers, development planners and practitioners working to address climate change by sharing practical approaches to address key challenges of climate compatible development. [27]
In 2015, CDKN became the co-secretariat of the Low Emission Development Strategies Global Partnership (LEDS GP) alongside the National Renewable Energy Laboratory (NREL). [28]
CDKN is also an active member of the Climate Technology Centre and Network, [29] the Green Growth Knowledge Platform [30] and the Climate Knowledge Brokers Group. [31]
Sustainable urban infrastructure expands on the concept of urban infrastructure by adding the sustainability element with the expectation of improved and more resilient urban development. In the construction and physical and organizational structures that enable cities to function, sustainability also aims to meet the needs of the present generation without compromising the capabilities of the future generations.
Climate change adaptation is the process of adjusting to the effects of climate change. These can be both current or expected impacts. Adaptation aims to moderate or avoid harm for people, and is usually done alongside climate change mitigation. It also aims to exploit opportunities. Humans may also intervene to help adjust for natural systems. There are many adaptation strategies or options. For instance, building hospitals that can withstand natural disasters, roads that don't get washed away in the face of rains and floods. They can help manage impacts and risks to people and nature. The four types of adaptation actions are infrastructural, institutional, behavioural and nature-based options. Some examples of these are building seawalls or inland flood defenses, providing new insurance schemes, changing crop planting times or varieties, and installing green roofs or green spaces. Adaptation can be reactive or proactive.
A climate change video game, also known as a global warming game, is a type of serious game.
Climate Action Network - International (CAN) is a global network of over 1,300 environmental non-governmental organisations in over 130 countries working to promote government and individual action to limit human-induced climate change to ecologically sustainable levels.
Urban resilience has conventionally been defined as the "measurable ability of any urban system, with its inhabitants, to maintain continuity through all shocks and stresses, while positively adapting and transforming towards sustainability".
The United Nations Office for Disaster Risk Reduction (UNDRR) was created in December 1999 to ensure the implementation of the International Strategy for Disaster Reduction.
Globally, Nepal is ranked fourth in terms of vulnerability to climate change. Floods spread across the foothills of the Himalayas and bring landslides, leaving tens of thousands of houses and vast areas of farmland and roads destroyed. In the 2020 edition of Germanwatch's Climate Risk Index, it was judged to be the ninth hardest-hit nation by climate calamities during the period 1999 to 2018. Nepal is a least developed country, with 28.6 percent of the population living in multidimensional poverty. Analysis of trends from 1971 to 2014 by the Department of Hydrology and Meteorology (DHM) shows that the average annual maximum temperature has been increasing by 0.056 °C per year. Precipitation extremes are found to be increasing. A national-level survey on the perception-based survey on climate change reported that locals accurately perceived the shifts in temperature but their perceptions of precipitation change did not converge with the instrumental records. Data reveals that more than 80 percent of property loss due to disasters is attributable to climate hazards, particularly water-related events such as floods, landslides and glacial lake outburst floods (GLOFs).
The International Institute of Rural Reconstruction, or IIRR, is an international non-governmental organization working in rural development. The mission of the organization is to "empower rural people to build resilient communities and attain socioeconomic equity through creative and community-led action."
The C40 Cities Climate Leadership Group’s Climate Positive Development Program (Climate Positive) was launched in May 2009 in partnership with the Clinton Climate Initiative and the U.S. Green Building Council. The program brings together leading district-scale new-build and regeneration projects working to achieve "Climate Positive"—or net carbon negative—outcomes in cities around the world. As part of the C40’s Sustainable Communities Initiative, it aims to create a model for large-scale urban communities and to support projects that serve as urban laboratories for cities seeking to grow in ways that are environmentally sustainable, climate resilient, and economically viable.
Climate resilience is a concept to describe how well people or ecosystems are prepared to bounce back from certain climate hazard events. The formal definition of the term is the "capacity of social, economic and ecosystems to cope with a hazardous event or trend or disturbance". For example, climate resilience can be the ability to recover from climate-related shocks such as floods and droughts. Different actions can increase climate resilience of communities and ecosystems to help them cope. They can help to keep systems working in the face of external forces. For example, building a seawall to protect a coastal community from flooding might help maintain existing ways of life there.
Community resilience is the sustained ability of a community to use available resources to respond to, withstand, and recover from adverse situations. This allows for the adaptation and growth of a community after disaster strikes. Communities that are resilient are able to minimize any disaster, making the return to normal life as effortless as possible. By implementing a community resilience plan, a community can come together and overcome any disaster, while rebuilding physically and economically.
The Global Climate Action Partnership (GCAP), formerly the Low Emissions Development Strategies Global Partnership, aims to advance climate-resilient low emission development and support transitions to a low-carbon economy through coordination, information exchange and cooperation among countries and programs working to advance low-emission economic growth. The partnership was launched in 2011 and brings together more than 160 governmental and international institutions. The implementation, knowledge management, and outreach of LEDS GP is coordinated by a co-secretariat of the Climate & Development Knowledge Network (CDKN) and the National Renewable Energy Laboratory (NREL).
The All India Disaster Mitigation Institute (AIDMI) is a NGO registered in India. Located at Ahmedabad, Gujarat, India, it works on disaster risk reduction, climate change adaptation and disaster mitigation. It is a community-based ; action planning, action research and advocacy organization, working towards bridging the gap between policy, practice and research related to disaster mitigation. AIDMI have been working on six pillars: (i) Awareness generation, (ii) Capacity building, (iii) Policy advocacy, (iv) Direct implementation, (v) Research and publications, and (vi) Networking.
Global Infrastructure Basel Foundation (GIB) is an independent, not-for-profit foundation under Swiss law active in the field of sustainable urban infrastructure. The CEO of GIB is Louis Downing.
Nature-based solutions describe the development and use of nature (biodiversity) and natural processes to address diverse socio-environmental issues. These issues include climate change mitigation and adaptation, human security issues such as water security and food security, and disaster risk reduction. The aim is that resilient ecosystems provide solutions for the benefit of both societies and biodiversity. The 2019 UN Climate Action Summit highlighted nature-based solutions as an effective method to combat climate change. For example, nature-based systems for climate change adaptation can include natural flood management, restoring natural coastal defences, and providing local cooling.
Climate change education (CCE) is education that aims to address and develop effective responses to climate change. It helps learners understand the causes and consequences of climate change, prepares them to live with the impacts of climate change and empowers learners to take appropriate actions to adopt more sustainable lifestyles. Climate change and climate change education are global challenges that can be anchored in the curriculum in order to provide local learning and widen up mindset shifts on how climate change can be mitigated. The United Nations Development Programme (UNDP) in South Africa is one of the 177 offices of the UNDP’s global networks located in the country's capital, Pretoria. As a part of the wider UNDP's development efforts, the local office is responsible for supporting the government to develop and implement policies to accelerate the attainment of the Sustainable Development Goals (SDG) in South Africa. UNDP interventions in South Africa focus on promoting actions that contribute to address the triple challenge of inequality, poverty and unemployment that the county faces. In that regard, the interventions include the promotion of youth employment; building resilience to climate change impacts; biodiversity conservation; water management; promotion of access to sustainable, clean and affordable energy; and promotion of citizens participation in democratic processes. Leaving no-one behind, gender mainstreaming and innovation are in the center of all UNDP cooperation.
Sustainable Development Goal 11, titled "sustainable cities and communities", is one of 17 Sustainable Development Goals established by the United Nations General Assembly in 2015. The official mission of SDG 11 is to "Make cities inclusive, safe, resilient and sustainable". The 17 SDGs take into account that action in one area will affect outcomes in other areas as well, and that development must balance social, economic and environmental sustainability.
Climate change and cities are deeply connected. Cities are one of the greatest contributors and likely best opportunities for addressing climate change. Cities are also one of the most vulnerable parts of the human society to the effects of climate change, and likely one of the most important solutions for reducing the environmental impact of humans. The UN projects that 68% of the world population will live in urban areas by 2050. In the year 2016, 31 mega-cities reported having at least 10 million in their population, 8 of which surpassed 20 million people. However, secondary cities - small to medium size cities are rapidly increasing in number and are some of the fastest growing urbanizing areas in the world further contributing to climate change impacts. Cities have a significant influence on construction and transportation—two of the key contributors to global warming emissions. Moreover, because of processes that create climate conflict and climate refugees, city areas are expected to grow during the next several decades, stressing infrastructure and concentrating more impoverished peoples in cities.
Climate change is the consequence of long-term alterations in the Earth's climate caused by the emission of greenhouse gases such as carbon dioxide (CO2) and methane (CH4). These gases can trap heat in the atmosphere, resulting in global warming and a heightened temperature on our planet. The activities carried out by humans, such as the utilization of fossil fuels, along with large-scale commercial agriculture and deforestation, are accountable for the release of these greenhouse gases. The escalating temperatures and escalating extreme heat conditions, uncertain and progressively unpredictable precipitation, and extreme weather provoke new challenges and exacerbate existing ones.
