Concentration of land ownership

Concentration of land ownership refers to the ownership of land in a particular area by a small number of people or organizations. [1] It is sometimes defined as additional concentration beyond that which produces optimally efficient land use. [2]

Distribution

Land concentration exists in many countries. In Brazil, one of the countries with the highest amount of land concentration, the situation has resulted in large tracts lying idle while 95% of farmers work just 11% of the arable land. In 2010, the Czech Republic had the highest concentration, according to World Bank figures. [3] In Scotland, just 400 people own more than 50% of privately owned land. [4] Other countries with high land concentration include the United States, Venezuela, Paraguay, South Africa, and Namibia. [5] Land concentration is currently increasing in the European Union [6] and the United States, [7] but decreasing in North Africa. [8]

Development

In theory, a free market should allocate land in the most productive way, but in practice landowning groups have disproportionate power in many countries. Landlords seek to control land so they can extract rent, in the form of payments from tenant farmers, or more recently agricultural subsidies and other subsidies from the state. [9] [10] State policies which favor large landowners, such as differential taxation that hits free peasants harder than large landlords and serfs, [11] are an important cause of land concentration. [8] One way that land is accumulated is through unitary inheritance, in contrast to life estates or partible inheritance which tend to redistribute land over time. [12] [13] Conquest can lead to land concentration if the conquerors confiscate land from the original owners. [14] [15] High interest rates or lack of access to credit can block poorer farmers from buying land, while debt can force them to sell to larger landholders. [16] [17] Historically, when land owning becomes less profitable, landowners sell and rural peasants have an opportunity to acquire land. [18] Along with land reform, inheritance taxes and capital gains taxes have also led to the breakup of some estates. [17] Land reform in some countries, including Ireland, South Korea, Japan, [5] and Mexico, have significantly reduced land concentration. [19]

Effects

Critics argue that concentrated land ownership gives the landowner too much power over local communities, reduces opportunities, and impedes economic growth. [20] One study of nineteenth-century Prussia found an inverse correlation between large estates and educational enrollment. [21] In Central America, an economic boom in coffee production led to vastly different results in different countries: Costa Rica and Colombia were dominated by smallholdings and experienced democratization and surging literacy rates, while in El Salvador and Guatemala, rural laborers earned bare subsistence. [22] Studies in 48 developing countries found a correlation between land concentration and deforestation. [23] Another study found an inverse correlation between inequality of land ownership and economic growth. [24] According to a Scottish landlord group, however, land use is more important than land ownership, and there is not enough evidence for a negative effect. [25]

Scholars have linked land inequality with unstable democracies and dictatorships, whereas greater land equality tends to be linked to stable democratic forms of government. [26] [27] [28]

According to some economists, concentrated land ownership in non-Western countries explains the Great Divergence in outcomes between wealthy, Western countries and the rest of the world. Israeli economist Oded Galor writes the mediating factor for this effect was that large landholdings gave the landowning elites political power to stop reforms aimed at improving education rates and therefore human capital, which in turn facilitated the divergence. [29] According to Gary Libecap, differences in land ownership patterns explain much of the different development trajectories between the United States and Latin America. He attributes the greater success and entrepreneurial spirit of the United States to its Homestead Acts giving land to prospective smallholders. [30]

Although there has been some debate as to the optimal size of landholdings for agricultural productivity, research has indicated that unlike industry, which benefits from economy of scale, the most productive farms are small- to medium- sized family farms cultivated with a minimum of hired labor. This may be because family labor is cheaper and more productive than hired labor, or because crops benefit from close attention. (The phenomenon of small farms being more efficient is known as the inverse relationship). [31] On the other hand, land fragmentation is known to reduce productivity of land. [32]

Land reform is a form of agrarian reform involving the changing of laws, regulations, or customs regarding land ownership. Land reform may consist of a government-initiated or government-backed property redistribution, generally of agricultural land. Land reform can, therefore, refer to transfer of ownership from the more powerful to the less powerful, such as from a relatively small number of wealthy or noble owners with extensive land holdings to individual ownership by those who work the land. Such transfers of ownership may be with or without compensation; compensation may vary from token amounts to the full value of the land.

In common law systems, land tenure, from the French verb "tenir" means "to hold", is the legal regime in which land "owned" by an individual is possessed by someone else who is said to "hold" the land, based on an agreement between both individuals. It determines who can use land, for how long and under what conditions. Tenure may be based both on official laws and policies, and on informal local customs. In other words, land tenure implies a system according to which land is held by an individual or the actual tiller of the land but this person does not have legal ownership. It determines the holder's rights and responsibilities in connection with their holding. The sovereign monarch, known in England as the Crown, held land in its own right. All land holders are either its tenants or sub-tenants. Tenure signifies a legal relationship between tenant and lord, arranging the duties and rights of tenant and lord in relationship to the land. Over history, many different forms of land tenure, i.e., ways of holding land, have been established.

Land reform in South Vietnam refers to reforms proposed by the United States and implemented by South Vietnam. Seeking to undermine the popularity of the communist Việt Minh's policies of land redistribution to poor peasants, the government of South Vietnam implemented their own land-redistribution policies during the Vietnam War.

<span class="mw-page-title-main">Kuznets curve</span> Hypothesized relationship between economic development and inequality level

The Kuznets curve expresses a hypothesis advanced by economist Simon Kuznets in the 1950s and 1960s. According to this hypothesis, as an economy develops, market forces first increase and then decrease economic inequality. The Kuznets curve appeared to be consistent with experience at the time it was proposed. However, since the 1970s, inequality has risen in the US and other developed countries, which invalidates the hypothesis.

Redistribution of income and wealth is the transfer of income and wealth from some individuals to others through a social mechanism such as taxation, welfare, public services, land reform, monetary policies, confiscation, divorce or tort law. The term typically refers to redistribution on an economy-wide basis rather than between selected individuals.

Land reform refers to efforts to reform the ownership and regulation of land in India. Or, those lands which are redistributed by the government from landholders to landless people for agriculture or special purpose is known as Land Reform.

Brazil has been tackling problems of income inequality despite high rates of growth. Its GDP growth in 2010 was 7.5%. In recent decades, there has been a decline in inequality for the country as a whole. Brazil's GINI coefficient, a measure of income inequality, has slowly decreased from 0.596 in 2001 to 0.543 in 2009. However, the numbers still point to a rather significant problem of income disparity.

Agrarian reform and land reform have been a recurring theme of enormous consequence in world history. They are often highly political and have been achieved in many countries.

Agrarian socialism is a political ideology that promotes social ownership of agrarian and agricultural production as opposed to private ownership. Agrarian socialism involves equally distributing agricultural land among collectivized peasant villages. Many agrarian socialist movements have tended to be rural, locally focused, and traditional. Governments and political parties seeking agrarian socialist policies have existed throughout the world, in regions including Europe, Asia, North America, Latin America, and Africa.

Land reform in South Africa is the promise of "land restitution" to empower farm workers and reduce inequality. This also refers to aspects such as, property, possibly white-owned businesses. Proponents argue it will allow previously unemployed people to participate in the economy and better the country's economic growth. It also relates to restitution in the form of settling Land Claims of people who were forcefully removed from their homes in urban areas that were declared white, by the apartheid government's segregationist Group Areas Act: such areas include Sophiatown, Fietas, Cato Manor, District Six and Greyville; as well as restitution for people forcibly evicted from rural land because of apartheid policies.

Land reform in Vietnam began in the political turmoil following World War II in which a civil war pitted the communist Viet Minh against the French colonists and their supporters. At that time a large percentage of agricultural land was owned by large landowners and the majority of the rural population of Vietnam owned only small plots of land or was landless. The early success of the land reform program of the Viet Minh, gave the communists a strong base of support among the 80 percent of the Vietnamese people who lived in rural areas. The support of the communists by a large number of rural dwellers was an important factor in determining the outcome of the Vietnam War.

<span class="mw-page-title-main">Land Reform Movement</span> Chinese campaign led by Mao Zedong (1946–1953)

The Land Reform Movement, also known by the Chinese abbreviation Tǔgǎi (土改), was a mass movement led by the Chinese Communist Party (CCP) leader Mao Zedong during the late phase of the Chinese Civil War after the Second Sino-Japanese War ended in 1945 and in the early People's Republic of China, which achieved land redistribution to the peasantry. Landlords – whose status was theoretically defined through the percentage of income derived from exploitation as opposed to labor – had their land confiscated and they were subjected to mass killing by the CCP and former tenants, with the estimated death toll ranging from hundreds of thousands to millions. The campaign resulted in hundreds of millions of peasants receiving a plot of land for the first time.

Hans P. Binswanger-Mkhize was a Swiss economist. His research focused mainly on agricultural economics in developing countries.

<span class="mw-page-title-main">Mohamad Riad El-Ghonemy</span>

M. Riad El-Ghonemy‎ was an author and development economist from Egypt. El-Ghonemy was born in Delingat, Egypt, a village in the Nile Delta region. El-Ghonemy's career spanned six decades, with educational roots that began by earning a scholarship for post secondary education in the United States, where he completed a PhD in agricultural economics.

Sam Moyo (1954–2015) was a Zimbabwean scholar and land reform activist, the co-founder and executive director of the African Institute for Agrarian Studies (AIAS), and President of the Council for the Development of Social Science Research in Africa (CODESIRA). He was a research professor at the Zimbabwe Institute of Development Studies, and taught at the University of Zimbabwe.
