The Connecticut Port Authority was signed into law by Connecticut Governor Dannel Malloy in 2014 [1] to bring together the state's three deep-water ports of New London, New Haven, and Bridgeport under one statewide port authority. The Act helps Connecticut present a "united" front to international customers and will help prevent them from competing with each other. [2] The quasi-public authority will have power to issue bonds and will be financially autonomous from the state. Oversight for the ports will be transferred to the Authority from the Connecticut Department of Transportation. [3] The Connecticut Port Authority aims to grow maritime commerce in Connecticut by making improvements to the infrastructure at the ports and small harbors and strategically investing in high-potential growth areas. [4]

In May 2018, then-Governor Malloy proposed $15 million to upgrade the Connecticut State Pier in New London, overseen by the Connecticut Port Authority, so that it could be used to transport shipping equipment and workers for offshore wind projects in the Northeastern United States. [5] By May 2019, this proposal grew into a $93 million partnership between the Connecticut Port Authority and Bay State Wind, a joint venture between Eversource and Ørsted. [6] The new partnership was formed to expand State Pier's heavy-lift capacity, enabling the companies to assemble wind turbine generators at the port. [6] In June 2019, former Connecticut Port Authority Chairman Scott Bates resigned. [7] The following month, Governor Ned Lamont appointed David Kooris to the position of Chairman. [7] In February 2020, the Connecticut Port Authority approved a new redevelopment plan, after 18 months of negotiation, which was expected to cost $157 million. [8] Work on the redevelopment began in February 2021, with the demolition of a number of on-site buildings. [9] In August 2021, the project won DEEP approval to fill in water between two existing piers, [10] as part of a plan to merge them into one larger pier able to handle larger heavy-lift equipment. At that point, the cost of the project grew to $235 million. [10] In May 2022, David Kooris, the Chairman of the Connecticut Port Authority since 2019, testified that his predecessors knew the initial $93 million cost of the partnership was unrealistic. [7] That month, the state government approved another $20 million for the State Pier project, bringing its cost to over $255 million. [7] In December 2022, the Connecticut State Contracting Standards Board announced it would investigate how the Connecticut Port Authority handled awarding contracts, following news that a construction company was able to recommend itself for over $87 million in subcontracts. [11] By December 2023, the cost of the project had expanded to $309 million, with one-third of the cost set to be borne by Eversource and Ørsted. [12] That month, the Connecticut Port Authority announced it projected to earn a profit of $1.1 million for the Fiscal Year 2024. [12]
In September 2023, Chairman David Kooris announced that state officials were discussing whether to merge the Connecticut Port Authority into the Connecticut Airport Authority, which oversees Bradley International Airport and five other state-owned aviation facilities. [13]
The Connecticut Port Authority has faced substantial criticism in regards to its State Pier project in New London, due to numerous cost escalations and delays. In July 2021, Connecticut Governor Ned Lamont has stated that the project's development has been "a little longer and it was more expensive than we wanted", [9] and by May 2022, said he was "mad as hell" about the increasing cost projections. [7] In July 2021, a Republican official in the Connecticut House of Representatives criticized the project's high costs and "lack of transparency on the part of the Port Authority". [9] An audit in late 2019 found that the Connecticut Port Authority spent thousands of dollars in previous fiscal years on expensive meals and liquor, incurred excessive legal fees and generally acted without clear policies governing purchases, personnel matters and ethics. [7] During this time, it found that the Connecticut Port Authority had an improper relationship with a contractor called Seabury Capital. [12] The Connecticut Port Authority paid Seabury Capital over $1 million, including a $523,000 "success" fee. [12] A Managing Director of Seabury Capital had served on the Board of the Connecticut Port Authority during this time. [12] Said Managing Director agreed to pay an $18,500 fine to the Connecticut Office of State Ethics for this scheme. [12] Later, Seabury Capital was fined $10,000 for improper gifts to Connecticut Port Authority employees, and a board member, including National Hockey League tickets, and overnight stays at a club in the affluent town of Greenwich. [12] Current Chairman David Kooris testified in May 2022 that his predecessors knew that a previous cost projection of $93 million was an unrealistic figure. [7] Kooris stated that "there probably should have been more nuance conveyed at that time that it was a preliminary estimate", and that said estimates did not include "soft costs", like architectural and engineering fees, and permitting and legal expenses. [7]

The Danbury Branch is a diesel branch of the Metro-North Railroad's New Haven Line in the U.S. state of Connecticut, running from downtown Norwalk north to Danbury. It opened in 1852 as the Danbury and Norwalk Railroad. Until the early 1970s, passenger service continued north from Danbury to Canaan, Connecticut, and Pittsfield, Massachusetts. Metro-North took over operation of the line from Conrail in 1983, and the modern-day branch is mostly single-tracked.
The Waterbury Branch is a branch of the Metro-North Railroad's New Haven Line, running north from a junction in the Devon section of Milford to Waterbury, Connecticut. Originally built as the Naugatuck Railroad, it once continued north to Winsted. The part north of Waterbury is now leased from CDOT by the Railroad Museum of New England, which operates excursion trains from Thomaston station through their operating subsidiary Naugatuck Railroad ; this name was chosen in homage of the original railroad. The trackage ends in Torrington, but Metro-North service on the branch ends at Waterbury. There are conceptual plans to extend service from its current terminus in Waterbury to Hartford via Bristol and New Britain. Currently, riders that want to continue to New Britain and Hartford have to transfer to an express bus operated by CTtransit at Waterbury. All trains on this branch operate as shuttles between Waterbury and Bridgeport.
Susan Bysiewicz is an American politician and attorney who is the 109th lieutenant governor of Connecticut, serving since January 9, 2019. She previously served as the 72nd secretary of the state of Connecticut from 1999 to 2011. She was briefly a candidate for governor of Connecticut in 2010, before dropping out to run for Connecticut Attorney General. She was disqualified from running for the office by the Connecticut Supreme Court and announced in 2011 that she was running for the United States Senate in the 2012 election to replace the retiring Joe Lieberman. She lost the Democratic primary to U.S. Representative Chris Murphy, who went on to win the general election.
Edward Miner Lamont Jr. is an American businessman and politician serving since January 2019 as the 89th governor of Connecticut. A member of the Democratic Party, he served as a Greenwich selectman from 1987 to 1989 and was the party's nominee for the United States Senate in 2006, losing to incumbent Joe Lieberman.
Dannel Patrick Malloy is an American politician, who served as the 88th governor of Connecticut from 2011 to 2019. A member of the Democratic Party, he chaired the Democratic Governors Association from 2016 to 2017. On July 1, 2019, he began his tenure as the Chancellor of the University of Maine System.
Wallingford station is a train station on the New Haven–Springfield Line located in Wallingford, Connecticut. It is served by the CT Rail Hartford Line and by Amtrak's Northeast Regional, and Valley Flyer. A new station with high-level platforms opened on November 6, 2017 to the north of the original station. The former station building is listed on the National Register of Historic Places as Wallingford Railroad Station.

The Hartford Line is a commuter rail service between New Haven, Connecticut, and Springfield, Massachusetts, using the Amtrak-owned New Haven–Springfield Line. The project is a joint venture between the states of Connecticut and Massachusetts, with support from the federal government as well. CT Rail-branded trains provide service along the corridor, and riders can use Hartford Line tickets to travel on board most Amtrak trains along the corridor at the same prices. The service launched on June 16, 2018.
The 2010 Connecticut gubernatorial election took place on November 2, 2010, to elect the 88th Governor of Connecticut. Incumbent Republican Governor Jodi Rell had announced in a press conference in Hartford on November 9, 2009, that she would not seek re-election in 2010. The sites Cook Political Report and CQ Politics both rated the election as a toss-up. This was the first open seat gubernatorial election in the state since 1994. As of 2023, this is the last time the Governor’s office in Connecticut changed partisan control.
Kevin P. Lembo is a Democratic elected official who served as the Connecticut State Comptroller, the statewide elected official responsible for reporting on state finances, administering health care plans for public employees and retirees, and paying the state's bills. He took office on January 5, 2011 and resigned effective December 31, 2021. Lembo is the first openly gay individual to be elected to statewide office in Connecticut.

Witkos served as the State Representative from the 17th district which includes Canton and part of Avon from 2003 to 2008.

A native of Southington, Connecticut, he was first elected to the State Senate in 1984 at the age of 27, serving only one term. He returned to the chamber in 2010 at the age of 53, but left again in 2019. He was the Republican Nominee for Lieutenant Governor of Connecticut in 2018, but lost the general election to Democrat Susan Bysiewicz.
The 2018 Connecticut gubernatorial election took place on November 6, 2018, to elect the next governor and lieutenant governor of Connecticut, concurrently with the election of Connecticut's Class I U.S. Senate seat, as well as other elections to the United States Senate in other states, elections to the United States House of Representatives, and various state and local elections. This race's Democratic margin of victory was the closest to the national average of 3.1 points.
